🇯🇴In the framework of the World Bank Group-funded Investor Journey Indicators Advisory Project, GLCC Solutions is implementing a new project in Jordan – ‘the Prioritization for Sectorial Licensing Study’ aiming at benefitting Jordan’s business community, reducing regulatory burden and saving considerable compliance costs, thus translating into economic growth and creating a wealth of the society in the country.
📌The overall objective of this assignment is to support the Government of Jordan (GoJ)’s efforts in identifying sectoral licensing priorities for future reforms in Jordan. This will be done by conducting a prioritization of 82 sectoral licenses issued by 17 Sectoral Regulators to help inform the selection and streamlining of sectoral licensing in the next 2-5 years.
🔴GLCC Solutions is tasked to come up with a shortlist of licenses that could be considered for reform through developing a prioritization framework that identifies key factors to be considered and apply these on sectoral licenses to identify reform priorities and their legal requirements and explain the reform benefits and impact on the private sector.
📈For that very purpose, GLCC Solutions is committed to elaborating on Economic and Institutional factors for the prioritization framework and the scoring system for each factor and its weight in the final assessment. Each license will be run and assessed against a set of Reform Factors to recommend specific reforms, such as abolishment, reengineering, or transferring to other regulatory tools and mechanisms.
📑Moreover, to ensure the reform's durability, sustainability, and efficiency, we consider it essential to develop a deeper and more comprehensive reform menu for those agencies where institutional readiness is present. With that in mind, our team of experts provides expert opinions and recommendations on horizontal and vertical regulatory framework reforms that need to be undertaken in Jordan to improve the investment climate further and create a business-conducive regulatory environment.
🌏At the project's inception stage, the GLCC Solutions team of international experts conducted 2 field missions to Amman, Jordan. An international team, together with Jordanian experts, carried out individual meetings with Sectoral Regulators. These in-depth interviews and collecting first-hand data facilitated a better understanding of the peculiarities and particularities of each selected 82 licenses, as well as evaluating the institutional readiness and capacity needs of the Sectoral Regulators for reforms. The fact-finding phase was complemented by consultations with the business community and business support organizations seeking to capture the private sector’s perception and insights on the existing licensing system and share feedback. In parallel with consultations, a high-level policy and legal review were conducted to identify factors to integrate legal consideration into the prioritization exercise.
✅At the end of the inception phase, in an effort to present the key findings and preliminary results of the study, GLCC Solutions held an online meeting with representatives of the key counterpart - the Ministry of Industry, Trade and Supply of Jordan, and the World Bank. The meeting also contributed to the agreement on the further course of actions and taking the project forward.
