David Marghania presented research containing findings and legal opinions on compatibility of draft Public Procurement Law with relevant . Research was conducted for the Infrastructure Construction Companies Association ( ) and European Business Association ( ). Research was financed by the Center for International Private Enterprises ( ) Legal opinions are limited by the mandate of the research, which focused on Infrastructure Construction Sector and participation of EU Companies in Georgian Public Procurement process.

The draft law was elaborated by the State Procurement Agency of Georgia ( ) with heavy involvement of and back in 2018.

After 3 years the draft is not yet final and Georgian Government is lacking final vision and understanding of the process. Meanwhile the deadlines of elaboration of secondary legislation (detailed process regulations, bylaws, decrees etc.) is approaching.

Considering the quality and reputation of Georgian Public Procurement legislation and system in general in previous decade, when georgian example became internationally recognized good practice, the content and quality of the draft law as well as the whole process of implementation of requirements of EU Directive does not leave much space for optimism. It is surprising that with such level of effort from and the process of implementation of EU Directive in national legislation leaves a lot of unanswered questions and worries from the perspective of Georgian Business Associations and suppliers.

International public procurement expert from had introductory meeting with the delegation from (PPCC) of the republic of . The delegation was headed by Atty. CEO of PPCC. David shared experience of successful public procurement reform implementation in various countries and introduced our vision and approach towards digitalization of public procurement process as a part of wider concept of digital transformation of governments across the globe. After the meeting parties clearly demonstrated will of further cooperation and agreed on the next steps.

During the meeting To Do Club presented innovative product - AI Procurement system (version 3) and shared new initiatives in e-GP.
