📢 DL101GE-ზე რეგისტრაცია მიმდინარეობს

📚 ინტელექტუალური საკუთრების უფლებებით დაინტერესებულ ნებისმიერ პირს ეძლევა შესაძლებლობა გაიაროს „ინტელექტუალური საკუთრების ზოგადი კურსი (DL101GE)“.

🆓 DL101GE ინტელექტუალური საკუთრების მსოფლიო ორგანიზაციის (WIPO) აკადემიის მიერ შემუშავებული კურსია, რომელიც საქართველოს ინტელექტუალური საკუთრების ეროვნული ცენტრის - საქპატენტის მიერ ითარგმნა ქართულ ენაზე, შესაბამისობაში იქნა მოყვანილი საქართველოს კანონმდებლობასთან, WIPO-სა და საქპატენტის ინიციატივით კი უსასყიდლოდ ხელმისაწვდომი გახდა სფეროთი დაინტერესებული პირებისთვის.

🎓 კურსის წარმატებით დასრულების შემდეგ, მსმენელებს გადაეცემათ WIPO-ს აკადემიის მიერ გაცემული სერტიფიკატი, რომლის საფუძველზეც შესაძლებელია WIPO-ს აკადემიის ინტელექტუალური საკუთრების სამართლის ცალკეული დარგების სწავლების განვითარებული საფეხურის კურსების შესწავლა.

📖 DL101GE შედგება 13 მოდულისგან, მისი ხანგრძლივობა 6 კვირაა და მას ხელმძღვანელობენ WIPO-ს მიერ აკრედიტირებული სსიპ საქართველოს ინტელექტუალური საკუთრების ეროვნული ცენტრის - საქპატენტის სასწავლო ცენტრის ტრენერები (ტუტორები).

💬 WIPO-ს აკადემია ინტელექტუალური საკუთრების დარგში განათლებისა და ადამიანური რესურსების მომზადების ცენტრია მსოფლიოში. აკადემიის დისტანციური სწავლების პროგრამები ხელმისაწვდომია ინტელექტუალური საკუთრების საკითხებით დაინტერესებული სხვადასხვა სფეროს წარმომადგენლებისთვის.

📢 მიწის სისტემური რეგისტრაცია მთელი ქვეყნის მასშტაბით დაიწყო!

✅ საქართველოს იუსტიციის სამინისტროს საჯარო რეესტრის ეროვნულმა სააგენტომ მიწის სისტემური რეგისტრაცია დაიწყო. სააგენტო 2022-2024 წლების განმავლობაში, საქართველოს 59 მუნიციპალიტეტში (გარდა ოკუპირებული ტერიტორიისა და თვითმმართველი ქალაქებისა: თბილისი, ბათუმი, ქუთაისი, რუსთავი, ფოთი) განახორციელებს საამზომველო და სარეგისტრაციო საქმიანობებს (საქართველოს იუსტიციის მინისტრის 2021 წლის 31 დეკემბერის ბრძანება №798).

➡ დღეს არსებული მდგომარეობით, ქვეყანაში მიწების 1/3 დაურეგისტრირებელია. საჯარო რეესტრის ეროვნული სააგენტო 2024 წლის ბოლომდე ეტაპობრივად უზრუნველყოფს ყველა მუნიციპალიტეტის ტერიტორიაზე სისტემურ რეგისტრაციას.

❗ სისტემური რეგისტრაციის ფარგლებში მოქალაქეები საფასურის გადახდის გარეშე მიიღებენ შემდეგ მომსახურებებს:
• მიწის ნაკვეთების საკადასტრო აგეგმვითი/აზომვითი სამუშაოები;
• უფლების დამადასტურებელი დოკუმენტაციის მოძიება და სისტემატიზაცია;
• გარიგებაზე მხარეთა ხელმოწერების დამოწმება;
• სანოტარო მედიაცია;
• მიწის ნაკვეთზე საკუთრების უფლების აღიარება;
• ფაქტების კონსტატაცია;
• მიწის ნაკვეთის ადგილმდებარეობის, უფლების დამადასტურებელ დოკუმენტთან იდენტურობის დადგენა;
• მიწის ნაკვეთზე საკუთრების უფლების და მასში ცვლილების რეგისტრაცია.

✅ მიწის სისტემური რეგისტრაციის პარალელურად, მოქალაქეებს კვლავაც შეეძლებათ ისარგებლონ მიწის სპორადული რეგისტრაციით.

✔ საქართველოს მთავრობის #636 დადგენილებით (2021 წლის 31 დეკემბერი) ცვლილება შევიდა #509-ე დადგენილებაში (2011 წლის 29 დეკემბერი), რომლითაც განისაზღვრება სისტემური რეგისტრაციის გეოგრაფიულ არეალში მდებარე მიწის ნაკვეთზე სპორადული რეგისტრაციის საფასური.

📢 Systematic Land Registration Launched Nationwide

📌 The National Agency of Public Registry (NAPR) under the Ministry of Justice of Georgia has launched systematic land registration. During 2022-2024, NAPR will conduct cadastral survey and registration (Order No. 798 of the Minister of Justice of Georgia, December 31, 2021) in 59 municipalities of Georgia (except the occupied territories and self-governing cities: Tbilisi, Batumi, Kutaisi, Rustavi and Poti).

✅ Currently, 1/3 of the land plots are unregistered in the country. By end of 2024, NAPR will ensure systematic registration in all municipalities.

✔ Within the framework of systematic registration, citizens will receive the following services free of charge:
• Cadastral survey of land plots;
• Retrieval and systematization of title documents; • Certification of signatures of parties to the transaction; • Notarial mediation; • Recognition of land ownership; • Statement of facts; • Determining compliance of the land plot location with the title document • Registration of land ownership right and change in it.

➡ Along with systematic land registration, citizens can still apply for sporadic land registration.

✅ The Ordinance No. 636 of the Government of Georgia (December 31, 2021) made amendment to the Ordinance No. 509 (December 29, 2011), establishing sporadic registration fee for a land plot located in the geographical area of systematic registration.

''რეგისტრირებული ავტომობილების (ყველა კლასის) საშუალო ასაკი 2017-ში 20.6 წელს, 2018-ში 20.9 წელს, 2019-ში 21.2 წელს, ხოლო 2020 წლის მაისის მონაცემებით - 21.9 წელს შეადგენდა. რაც შეეხება ტექინსპექტირების მონაცემებს, რომელიც სავარაუდოდ უფრო ზუსტად აღწერს ექსპლუატაციაში მყოფ ავტოპარკს, 2019 წელს ტექინსპექტირების წარმატებით გავლილი ავტომობილების (ყველა კატეგორიის) საშუალო ასაკი 16.3 წელს შეადგენდა. გასათვალისწინებელია, რომ ტექინსპექტირება არ უწევთ იმ მსუბუქ სამგზავრო ავტომობილებს, რომლების გამოშვებიდან 4 წელი არ არის გასული. აქედან გამომდინარე, ტექინსპქტირების სტატისტიკაში არ არის შესული 4 წელზე უფრო დაბალი ასაკის მსუბუქი ავტომობილები და შესაბამისად, ექსპლუატაციაში მყოფი ავტოპარკის რეალური საშუალო ასაკი სავარაუდოდ უფრო ნაკლები უნდა იყოს, ვიდრე ტექინსპექტირების წარმატების გავლილი ავტომობილების საშუალო ასაკი და ჩვენი შეფასებით 15.2 და 16.3 წელს შორის უნდა მერყეობდეს.''

Two policy briefs, one on the tourism sector and the other on creative industries in Georgia were developed by Policy and Management Consulting Group - PMCG, as part of the USAID Georgia Economic Security Program (GESP).

The goal of this project was to identify key economic policy/regulatory challenges facing the tourism sector and creative industries, and to facilitate dialogue between private and public sectors including a wide spectrum of civil society and political representatives.

“The documents were developed in close cooperation with a wide spectrum of stakeholders in order to fully study existing problems in both sectors and to find the most appropriate solutions together with them. These policy briefs are very important for Georgia and we believe that they will be actively used as action-oriented tools by potential policy practitioners to eliminate given challenges in both sectors,” said Ms. Ketevan Babiashvili, Consultant at PMCG.

In this respect it should be noted that the Public-Private Dialogue on Creative Industries were held in the Parliament of Georgia on July 15, 2020 organized by the Sector Economy and Economic Policy Committee and The USAID Economic Security Program.

The Committee is well aware of the priorities in the fields of ecology and environmental protection. Clean Air for Blue Skies – the day which the world celebrates – lies within our priorities and we do believe that by changing the ways we interact with the environment, we can attain the quality of ecology we are desperately deprived of. However, these changes require reforms, proper policy and the commitment of our citizens as these changes to some extent alter the way we live. Ultimately, these novelties lead to the best – ecological improvement and the advancement of environmental priorities”, - mentioned Ms. Nino Tsilosani, the Chair of the Environmental Protection and Natural Resources Committee of the Parliament during the 1st Working Meeting, held on September 8, 2020 at the Parliament of Georgia, as part of the Parliamentary Platform for Sustainable Transport.
