🇨🇦 Everything IRCC won't tell you about the China PCC — until it's too late.
If you have a China background and you're applying for Canadian PR, here's what you actually need to know:
—
① Who needs one?
Anyone who has lived in China for 6+ months since turning 18. This includes time spent working, studying, or residing there — regardless of how long ago it was.
—
② What exactly is a "China PCC"?
It's an official document issued by Chinese Public Security authorities confirming you have no criminal record in China. In Chinese it's called 无犯罪记录证明 (Wú fànzuì jìlù zhèngmíng).
—
③ Can you just submit the raw certificate?
No. IRCC requires the PCC to be notarized before it will be accepted. Submitting an unauthenticated PCC = rejection.
—
④ How long is it valid?
3 months from the date of issue. Timing matters — apply too early and it expires before IRCC reviews your file.
—
⑤ What if you lived in multiple cities?
If you lived in more than one city in China for qualifying periods, you may need a separate PCC for each city. This is one of the most commonly overlooked requirements.
—
⑥ Do you need to return to China?
No. The entire process — application, notarization, authentication, delivery — can be handled remotely from Canada.
—
Standard turnaround: 7–10 business days. All steps included.
