I warmly welcome the Chief Executive’s Policy Address and the delivery of Hong Kong’s 1st Five-Year Plan. Together, they outline a clear blueprint for institutionalizing social support, boosting urban liveability, and strengthening social cohesion across all segments of our society.
Beyond general welfare enhancements, the policy vision provides targeted mechanisms to uplift Hong Kong’s ethnic minority (EM) communities—expanding support for EM elders, nurturing minority youth talent, and broadening economic opportunities through cultural inclusion and Halal tourism initiatives.
1. Childcare Support & Promoting Childbirth
I fully endorse the Government’s proactive measures to support families and encourage childbirth, building upon initiatives introduced in recent Policy Addresses.
Expanded Pre-Primary Care: Establishing 28 specialized after-school care centers for pre-primary children provides over 1,170 service places, offering direct relief to dual-income parents.
Benefits for Ethnic Minority Families: With higher-than-average fertility rates among EM families, expanded standalone child care centers, professional assistance, and es**rt services address critical childcare bottlenecks—enabling EM parents, especially working mothers, to pursue employment and achieve financial stability.
2. Safeguarding Children & Family Wellbeing
The implementation of the mandatory child abuse reporting framework marks a significant advance in public safety. Sustained cross-sector collaboration between social services, healthcare, and education ensures an effective protective net.
Community Parents and Children Centers: The creation of four new centers—projected to reach 40,000 beneficiaries annually—provides a welcoming environment for positive discipline and parenting education.
Preventative Impact: For EM families navigating language and cultural barriers, these centers serve as vital, culturally sensitive hubs that offer guidance, reduce household stress, and mitigate child abuse risks at the community level.
3. Community Dining Halls & Off-Peak Welfare Outreach
Repurposing Integrated Children and Youth Services Centers during off-peak hours to run Community Dining Halls is a practical, resource-efficient initiative.
Targeted Community Relief: This model provides nutritious meals, targeted outreach, and welfare follow-up for underprivileged families and primary carers.
Scaling Inclusive Access: Expanding this program to districts with dense EM populations (such as Yau Tsim Mong, Sham Shui Po, and Kwai Tsing) ensures low-income minority households benefit directly from subsidized, accessible meal services.
4. Empowering Ethnic Minorities: Elderly Inclusion & Youth Development
The alignment between the Five-Year Plan and the Policy Address highlights a commendable commitment to district-based empowerment and cross-generational support for minority communities:
Elderly Inclusion Network: Deployed across ten community centers, this initiative expands social networks, health tracking, and community assistance for minority seniors who often face language barriers in mainstream elderly care services.
"Success Buddy Program": Structured career mentorship, skill-building, and peer leadership opportunities equip minority youth to navigate local job markets and build sustainable career pathways.
Civic Engagement & Representation: Encouraging EM youth to participate in District Youth Committees via the Youth Committee Self-nomination Scheme fosters civic responsibility, ensures minority voices are represented in district governance, and deepens long-term social integration.
5. Economic Empowerment & Halal Ecosystem Integration
A major strength of the policy framework is aligning social inclusion with economic development by expanding Hong Kong’s Halal and Muslim-friendly ecosystem.
Halal Certification & Infrastructure: Government incentives to expand Halal-certified dining (targeting over 500 certified establishments), expand prayer amenities in commercial hubs, and train hospitality staff enhance Hong Kong's appeal to international Muslim visitors.
Local Business & Employment Opportunities: This initiative directly benefits local South Asian and Muslim-owned enterprises, culinary professionals, and service providers.
Expanding Halal-certified options—including local Cantonese cuisine—creates new entrepreneurial pathways and job opportunities for minority communities while positioning Hong Kong as a leading Muslim-friendly global destination.
