Novo na našem blogu Bubble of Sanity and Excellence: "Primjer izračuna ekonomski najpovoljnije ponude u Excelu"

Po novom zakonu o javnoj nabavi ekonomski najpovoljnija (ENP) ponuda je jedini kriterij za odabir ponude u postupcima javne nabave, a počet će se u cijelosti primjenjivati od 1.7.2017. Koncept ENP – a je svima jasan, privatne kompanije ga primjenjuju jer inače ne bi opstale, a i razumno je odluke donositi na temelju više kriterija. Europa već odavno koristi ENP i u javnom sektoru. Što je s nama? Od 1.1.2017., odabir ponude se može vršiti na temelju najniže cijene, ali i ENP-a. Zašto onda većina javnih institucija odabir vrši na temelju najniže cijene? Pored raznih predrasuda i špekulacija u pogledu javne nabave, razlog je i što u većini slučajeva donositelji odluke nisu spremni preuzeti odgovornost za iste. Bilo da se radi o odgovornima za provedbu javne nabave bilo o odgovornima za njezinu kontrolu. Kao društvo nismo spremni za to bez obzira na mnogobrojne edukacije i seminare.
