Most of the July 2026 changes update the way testers inspect or classify particular items. They don’t completely change how the CVRT works, but they may affect how certain defects appear on a test report.

The main changes include:

Registration plates – the guidance now allows for the green flash that may be displayed on registration plates for zero-tailpipe-emission vehicles

Vehicle identification numbers – VIN details may now be verified using an OBD scan tool

Vehicle repairs and modifications – the guidance on when a modifications report is required has been updated. The LCV manual also includes a new major-defect reason where a required report for repairs carried out hasn’t been provided

HCV authorisation plates – new plate templates have been added for vehicles operating under national weights and dimensions authorisations

Brake components – the wording covering deteriorated brake linings and pads, along with cracked brake drums and discs, has been updated

ABS and EBS systems – the testing method now includes additional guidance on using an OBD scan tool where possible

Vehicle glass – one reason for failure relating to glass condition has changed from a major defect to a minor defect

Wheel bearings and stub axles – the reasons for failure now refer to rough wheel bearings and kingpins that are seized in the stub axle

Tyres – an exposed tread-wear indicator and any tyre with a flat spot are now specifically listed as major defects

Passenger seats – a new major-defect reason covers too many seats or seats positioned in a way that doesn’t comply with the vehicle’s approval

eCall systems – the LCV manual now contains a new section covering eCall inspection where the system is fitted and applicable

Tachographs and drivers’ hours rules don't always get the same attention as roadworthiness and commercial vehicle testing, but they're just as much a part of operating a commercial vehicle legally. If your vehicles are out on the road commercially, this legislation applies to you, and it's not something worth leaving to chance.

Developed and updated over a number of years, the standards set down are clear and enforceable and when you’re driving commercially, you need to follow them.

The foundation that everything is built on is the Road Safety Authority (Commercial Vehicle Roadworthiness) Act 2012. It established the legal basis for commercial vehicle CVRT testing in Ireland, as well as the obligations drivers and fleet managers have in keeping their trucks and vans up to spec.
