Ireland Is Looking for Foreign Workers!!

Labour shortage has hit Europe worse than ever following the Coronavirus pandemic, and Ireland is no exception.

The country is listed amongst the other European Union Member States with an unemployment rate lower than five per cent at 4.2%

Yet, even if those people grouped in that 4.2 per cent in Ireland went into the labour market, they would not be able to meet the country’s need for workers, in particular, the need for skilled ones.

In order to tackle this challenge, like every other country in the EU, Ireland is also working to lure skilled and bright workers from around the globe, in particular those experienced in the fields in which Ireland is facing a serious labour shortage.

In order to take in the workers it needs most, Ireland has created a “Critical Skills Occupations List” based on which foreign workers can apply to move to Ireland and get a job there in the occupation that they are skilled in.

Happy Halloween & Oiche Samhain from all of us here at Migrant.ie 🎃👻

Did you know that Halloween originated here in Ireland as Oiche Samhain, our traditional New Year, & also believed in old Ireland as the night the veil between the living world & that of the dead was lifted, meaning spirits (púca, banshees & fairies) could roam in the world of the living freely.

The celts would light bonfires, faces were carved into turnips and left outside to scare away the spirits, they would wear scary masks & costumes to disguise themselves as the dead to confuse the spirits & stop them identifying individuals.

Many of these traditions we still do today🎃👻

Non-EEA Sea Fishers in Irish fleet to become eligible for employment permits

Government on the 11 October 2022, approved the publication of the Review of the Atypical Scheme for non-EEA Crew in the Irish Fishing Fleet. This report and its recommendations follow an extensive consultation process with stakeholders involved in the scheme.

Minister for Justice Helen McEntee, Minister of State at the Department of Enterprise, Trade and Employment Damien English and Minister for Agriculture, Food and the Marine Charlie McConalogue jointly welcome Government support for the recommended changes to the employment of non-EEA fishers in the Irish fishing fleet.

The Minister for Justice Helen McEntee has announced the immediate lifting of visa requirements between Ukraine and Ireland.

This will streamline and support the swift exit of both the Ukrainian family members of Irish citizens, and the family members of people from Ukraine who are resident in Ireland.

It will apply as an emergency measure to all Ukrainians travelling to Ireland.

The Statutory Instrument removing the visa requirement for Ukraine nationals as an emergency measure takes immediate effect.

People who are considering leaving Ukraine and travelling to Ireland may for the coming period do so without a visa if they judge it safe to travel. Those who travel to Ireland without a visa during this period will then have 90 days after arrival to regularise their position. This position will be kept under ongoing review with the impact monitored closely.

SOBRE A "REGULARIZAÇÃO DO REGIME DE MIGRANTES NÃO DOCUMENTADOS A LONGO PRAZO"

É muito importante que se apliquem todos os que são elegíveis para este regime.

As candidaturas online ao regime serão aceites a partir de 31/01/2022 por seis meses até 31/7/2022, altura em que o regime será fechado. As candidaturas podem ser feitas online em https://inisonline.jahs.ie

Pessoas indocumentadas podem candidatar-se como indivíduos ou como uma família.

As regras são que uma pessoa:

• Deve ter vivido na Irlanda durante quatro anos sem autorização, ou três anos se tiver filhos menores de 18 anos;

• Podem candidatar-se a si próprios, ao seu cônjuge/parceiro civil/parceiro de facto. Podem também incluir todas as crianças com menos de 18 anos e até os seus filhos com idades compreendidas entre os 18 e os 23 anos, se tiverem vivido com o progenitor durante 2 anos antes da candidatura.

• Será concedido um Carimbo 4 se o seu pedido for aprovado. Isto significa que poderão trabalhar para qualquer empregador, em qualquer trabalho.

• O carimbo contará como "residência concebível", o que significa que será contado para poder obter a cidadania irlandesa após 5 anos (60 meses).

• As pessoas com Ordens de Deportação podem candidatar-se.

• Podem candidatar-se requerentes de asilo que estão à espera no sistema há mais de 2 anos.

• As pessoas que solicitaram licença humanitária para permanecer/secção 3 podem candidatar-se.

• Cópia completa do Passaporte (válido ou caducado)
• Documento de Viagem (válido ou caducado)
• Carta de condução irlandesa (válida ou caducada)
• Cartão de Serviço Público Irlandês
• Bilhete de identidade nacional (válido ou caducado)
• Certidões de nascimento de crianças nascidas na Irlanda
• Cartão de autorização de residência irlandesa caducada (IRP) ou cartão do Garda National Immigration Bureau (GNIB)
• Cartão de Residência Temporária Caducado (TRC) (Antigo Cartão de Candidatos à Proteção Internacional).

Documentação de Residência (Envie um documento para cada ano que tenha vivido na Irlanda)
Os documentos aceites incluem;
• Cartão de Autorização de Residência Irlandesa Anterior (IRP) ou Cartão RNBB, ou
• Carta de autorização anterior emitida pela Imigração Service Delivery (anteriormente Serviço irlandês de Naturalização e Imigração (INIS)
• Declarações de Proteção Social, por exemplo, provas de receber o pagamento do PPI, subsídio de crianças
• Faturas de utilidade (isto é, a partir de eletricidade/telefone/gás/televisão por cabo/fornecedor de banda larga/contas de telemóvel)

• Uma carta de um diretor escolar na Irlanda, confirmando a presença de crianças numa escola se foi nos últimos três anos
• Carta do médico/hospital na Irlanda
• Passaporte de vacinação para crianças ou cartão de vacinação Covid 19
• Declarações ou outra correspondência de sociedade bancária/sociedade de construção/união de crédito, incluindo e-Statements com atividade no país (As declarações de cartões de loja/empresas de catálogo não são aceitáveis)
• Comprovativo de transferências de dinheiro entre o requerente e um terceiro, realizados numa facilidade de transferência de dinheiro no Estado, por exemplo, União Ocidental
• Correspondência de uma companhia de seguros relativa a uma apólice ativa (Apenas apólice de seguro de casa ou automóvel)
• Outra correspondência oficial de uma agência estatal irlandesa, por exemplo:
o Departamentos do Governo
o HSE
o Registo de Eleitores/Cartão de voto
o CAO
o An Garda Síochána
o Hospitais Públicos / Privados
o Conselho de Arrendamento Residencial (RTB)
o Ensino Secundário /Agência de formação
o Relatórios do NCT ou lembretes
o Um Post
o Licença de TV
o Programa Nacional de Rastreio da Saúde do Governo.
Evidência de Relacionamento
Para adultos numa aplicação familiar, aceitarão a seguinte documentação:
• Certidão de casamento (emitida no Estado ou no estrangeiro)
• Certificado de parceria civil (emitido no Estado ou no estrangeiro). Esta parceria civil deve ser reconhecida nos termos da legislação irlandesa.
Todos os casamentos/parcerias civis devem ser reconhecidos pelo Estado. Um casamento poligâmico não é reconhecido pelo Estado e não será aceitável ao abrigo deste regime.
Para que o seu pedido seja processado como o de um parceiro de facto no pedido de família, deve apresentar a seguinte documentação, para mostrar que está numa relação e vive juntos há mais de 2 anos, antes do lançamento deste regime:
• Provas de que têm vivido juntos nos últimos dois anos (por exemplo, contratos de arrendamento, contas de serviços públicos, extratos bancários que mostram ambos os candidatos a viver no mesmo endereço)
• Comprovativo de uma relação durável (por exemplo, comprovativo de ativos de propriedade conjunta, comprovativo de contas bancárias partilhadas ou seguros, comprovativo de viagem, certidões de nascimento de quaisquer filhos da parceria)
• Se uma das pessoas já foi casada ou em parceria civil, um decreto ou outro indício de divórcio, dissolução, anulação ou separação legal, ou uma certidão de óbito, conforme adequado.
Aplicação familiar com crianças menores de 23 anos
Sempre que um pedido inclua uma criança com menos de 23 anos, deve ser apresentado o seguinte:
• Certidão de nascimento, nomeando pelo menos um dos adultos na aplicação familiar como pai biológico
• Em caso de adoção, um certificado oficial de adoção do país onde a criança foi adotada.
Nos casos em que exista um acordo de custódia em vigor, é necessária a seguinte documentação:
• No caso de um regime de custódia exclusiva envolvendo crianças menores (menores de 18 anos), documentação legal que ateste a custódia exclusiva da criança menor
• No caso de acordos de custódia partilhados/conjuntos que envolvam crianças menores (menores de 18 anos) é necessária uma carta de autorização do outro progenitor.
Carta de Autoridade
Se decidir utilizar um solicitador ou uma Agência Não Governamental para apresentar o seu pedido, o seu representante legal/ONG deve anexar uma carta de autoridade. Esta carta deve ser assinada por si e por qualquer membro da família com mais de 18 anos, dando-lhes autoridade para apresentarem um pedido e corresponderem à ISD em si e/ou em nome da sua família. Se houver uma criança menor incluída no pedido, você como os pais pode assinar a carta de autoridade em nome da criança.
Não precisa de apresentar uma carta de autoridade separada para os outros membros da família em que sejam o seu cônjuge/parceiro civil/parceiro de facto ou filho com menos de 18 anos.

ABOUT THE “REGULARISATION OF LONG-TERM UNDOCUMENTED MIGRANTS SCHEME”

It is VERY important that anyone who is eligible for this scheme applies.

Online applications for the scheme will be accepted from 31/01/2022 for six months until 31/7/ 2022, when the scheme will close. Applications can be made online at https://inisonline.jahs.ie

Undocumented people can apply as individuals or as a family.

The rules are that a person:

· Must have lived in Ireland for four years without permission, or three years if they have children under 18;

· Can apply for themselves, their spouse/civil partner/defacto partner. They can also include any children under 18 and even their children aged 18-23 if they have been living with the parent for 2 years before the application.

· Will be granted a Stamp 4 if their application is approved. This means they will be able to work for any employer, in any job.

· The stamp will count as “reckonable residence”, which means that it will be counted towards being able to get Irish citizenship after 5 years (60 months).

· People with Deportation Orders are allowed to apply.

· Asylum seekers who have been in waiting in the system for more than 2 years can apply.

· People who have applied for humanitarian leave to remain/section 3 are allowed to apply.

To make an application to The Regularisation of Undocumented Migrants Scheme you have to first have an account with ISD online; https://inisonline.jahs.ie/user/login

A lot of people will be fully able to do this application by themselves. It is set up in a way so that if you have the kind of documents they want that it is very simple to provide them the information. If you are able to do this , we encourage you to do it.

However we understand that some people will need extra support to do this application successfully.

Some people are nervous or afraid to do it themselves and have asked us to do it for them. Other people have asked us to support them because they have convictions that may cause them problems with their application. Some other people have been hiding so much that they don’t have documents here - or they have hidden their real identity for years.

If you genuinely do need our assistance and support, we can do the application for you.

If we are applying for this scheme for you, we will assist you in understanding all of the different documents you need and will look at everything you have and work out if they are good for your application.

Required and Accepted Documents

Identity Documents (One required for each member of the family listed on the application)

Accepted forms of ID;

· Full Copy of Passport (valid or expired)

· Travel Document (valid or expired)

· Irish Drivers’ Licence (valid or expired)

· Irish Public Service Card

· National identity card (valid or expired)

· Birth Certificates of children born in Ireland

· Expired Irish Residence Permit (IRP) card or Garda National Immigration Bureau (GNIB) card

· Expired Temporary Residence Card (TRC) (Former International Protection Applicants card).

Residency Documentation (Submit one document for each year you have lived in Ireland)

Accepted documents include;

· Previous Irish Residence Permit (IRP) card or GNIB Card, or

· Previous permission letter issued by the Immigration Service Delivery (formerly Irish Naturalisation and Immigration Service (INIS)

· Social Protection Statements, for example, evidence of receiving the PUP payment, children’s allowance

· Utility bills (that is, from electricity/phone/gas/cable television/broadband provider/mobile phone bills)

· Registration with the Residential Tenancies Board

· Employment Detail Summary/P60/P45/P21s; or equivalent

· Marriage/civil partnership certificates carried out in the State

· Evidence that the applicant sat the Junior Certificate and/or Leaving Certificate exams in Ireland

· Evidence that the applicant attended University or Third level college

· A letter from a school principal in Ireland, confirming child’s attendance at a school if it was in the past three years

· Letter from doctor/hospital in Ireland

· Vaccination passport for children, or Covid 19 vaccination card

· Statements or other correspondence from bank/building society/credit union including e-Statements with activity in the country (Statements from store cards/catalogue companies are not acceptable)

· Proof of money transfers between the applicant and a third party, carried out at a money transfer facility in the State, for example, Western Union

· Correspondence from an insurance company regarding an active policy (Home or Car Insurance Policy Only)

· Other official correspondence from an Irish state agency, for example:

o Government departments

o HSE

o Register of Electors/polling card

o CAO

o An Garda Síochána

o Public / Private hospitals

o Residential Tenancies Board (RTB)

o Secondary school /training agency

o NCT Reports or reminders

o An Post

o TV Licence

o National Government Health Screening Programme(s).

Evidence of Relationship

For adults in a family application they will accept the following documentation:

· Marriage certificate (issued in the State or abroad)

· Civil partnership certificate (issued in the State or abroad). This civil partnership must be recognised under Irish law.

All marriages/civil partnerships must be recognised by the State. A polygamous marriage is not recognised by the State and will not be acceptable under this scheme.

In order for your application to be processed as that of a defacto partner in the family application, you must submit the following documentation, to show that you have been in a relationship and living together for more than 2 years, prior to the launch of this scheme:

· Evidence that you have been living together for the last two years (for example, tenancy agreements, utility bills, bank statements showing both applicants living at the same address)

· Evidence of a durable relationship (for example, evidence of jointly-owned assets, evidence of shared bank accounts or insurance, evidence of travel, birth certificates of any children of the partnership)

· If either person was previously married or in a civil partnership, a decree or other evidence of divorce, dissolution, annulment, or legal separation, or a death certificate as appropriate.

Family Application with Children Under 23

Where an application includes a child under the age of 23, the following must be submitted:

· Birth certificate, naming at least one of the adults in the family application as the biological parent

· In the case of adoption, an official adoption certificate from the country where the child was adopted.

In cases where there is a custody arrangement in place the following documentation is required:

· In the case of a sole custody arrangement involving minor children (under the age of 18), legal documentation attesting sole custody of the minor child

· In the case of shared/joint custody arrangements involving minor children (under the age of 18) a permission letter from the other parent is required.

Letter of Authority

If you decide to use a solicitor or a non-Governmental Agency to submit your application, your legal/NGO representative must attach a letter of authority. This letter must be signed by you and any family member over the age of 18, giving them the authority to submit an application and correspond with ISD on you and/or your family’s behalf. If there is a minor child included in the application, you as the parents can sign the letter of authority on behalf of the child.

You do not need to submit a separate letter of authority for the other family members where they are your spouse/civil partner/ defacto partner or child under 18 years of age.
