CPSC eFiling Requirements for Consumer Product Imports Take Effect in July 2026.

The U.S. Consumer Product Safety Commission (CPSC) is transitioning from traditional certificate availability requirements to mandatory electronic filing (eFiling) of certificate data for consumer products subject to a Children's Product Certificate (CPC) or General Certificate of Conformity (GCC) requirement entering the United States.

What does this mean for importers, manufacturers, and compliance teams?
• Mandatory submission of certificate data through U.S. Customs & Border Protection's (CBP) Automated Commercial Environment (ACE) platform
• Introduction of specific data elements that must accompany product imports
• Closer integration between product testing, certification records, and customs entry processes
• Increased visibility pf product compliance information within the import process
• Certificate data may be transmitted directly at entry or referenced through the CPSC's Certificate Data Registry

Key implementation dates:

- 8 July 2026 – Most consumer products requiring a CPC or GCC
- 8 January 2027 – Entries through Foreign Trade Zones (FTZs)

Organisations should begin reviewing their product data management, certification processes, supplier coordination, and customs filing readiness to support compliance with the new requirements.
