धर्म के अनुसार व्यक्ति को बेटे बेटियों की परवरिश, उच्च शिक्षा.शादी आदि कर्म आवंटित है, इसके बाद ही व्यक्ति को मोहमाया से मुक्त माना जाता है, हम भूल जाते है किन्तु धर्म नहीं भुला है हमारी अंतिम जवाबदारी हमारी पत्नी है और पत्नी का दायित्व उसका पति है. जब तक जीवित है, तब तक उसकी जो भी जवाबदारी है उसे हमें पूरा करना है, बिना किसी के मदद के इसके बाद ही हमें धर्म केअनुसार मोक्ष मिल सकता है. अन्यथा नहीं. ये सारे दायित्व हमें अपनी कमाई से करना है.यहनहीं भूलना चाहिए.

आज तक मैंने अपने स्वार्थ माँ के भरोसे पुरे किये है. बचपन में माँ को बहुत सताया है. माँ नहीं होती तो मै विष्टा से जीवन जीता. जिस माँ ने मुझे खाना सिखाया वही माँ आज वृध्दाश्रम में है. जिस बाप ने पढाया वही बाप गुम गया है. सारे स्वार्थ मैंने उनके सहारे पुरे किये है. जो माँगा वह मुझे मिला. मेरीशादी करायी. आज उनके साथ मेरा कोई स्वार्थ नहीं है. माँ बाप की मुझे जरुरत नहीं है. वे अपनी जिन्दगी जिए मै अपना जीवन जीरहा हूँ. अरे कभी कल्पना भी की है कि तुम्हारे स्वार्थ के कारण कितने दिनों तक माँ बाप भूखे रहे कितनी मेहनत उन्होंने की है आज भी वे निस्वार्थ है. यदि सही में माँ कोसुख देना है उसे अपने घर ले आओ यही नारीआज नारी दिवस के दिन उसका सम्मान होगा.

धोबी का कुत्ता न घर का न घाट का

जिस किसी ने यह कहावत बनायीं है बहुत सोच विचार कर बनायीं है. इस कहावत से हमें यह सीखना चाहिए कि हमारी निष्ठा किसी एक के साथ रहना चाहिए. यदि दो नाव में पैर रहे तो हम घर के रहेंगे और न घाट पर हमें कोई ले जायेगा. यह सच इसीलिए है की धोबी का कुता न घर का रहा है न घाट का. इसकी निष्ठा संदिग्ध रही है. इसीलिए न धोबी का रहा न और न किसी नेअपना बनाया है. आज यह प्रासंगिक है. हमेशा जिसके साथ रहो उसके साथ निष्ठा रखो. माँ बाप हो या बॉस. ये कैसे भी क्योंन हो तुमको देने के लिए इनका जन्म हुआ है.

जीवन बहुत कठिन है.
बाप की क़ुरबानी को कोई गंभीरता से नहीं लेता. हर व्यक्ति माँ की तरफ भागता है. क्योकि उसने उसकी खोक से जन्म लिया है. माँ को येनकेन प्रकारेंण अपनी औरआकर्षित करने की अपनी उसके खोक से जन्म लिए बच्चाजानता है. यही माँ की कमजोरी है. उसकेपेट मेंपलरहाबच्चा मेंरह कर यही बखूबी अपनेआपपरिचित हो जाता है. यह सनातन सत्य है. इसीलिए बाप हमेशा हारता है,औरमाँ भ्रम में पड जाती है. तब तक समय निकल जाता है.

प्रदेश के मुख्य नपा अधिकारियो के साथ दुर्व्यवहार

अभी कुछ दिनों पूर्व मध्यप्रदेश में नगरपरिषद्/न.पा. जैतवारा, बालाघाट और जुन्नारदेव के मुख्य नगरपालिका अधिकारीयो के साथ दुर्व्यवहार और मारपीट करने सबंधी जानकारी अखबारों में प्रकाशित हुयी है. इस प्रकार की घटनाये निश्चित ही निंदनीय है. मै इन घटनानाओ का विरोध भी करता हूँ. प्रकरण में वर्तमान आयुक्त श्री विवेक अग्रवाल जैसी तत्परता देखने को नहीं मिली. इन्होने प्रकरण का संज्ञान तत्काल लिया और रीवा के डी.आई.जी. को फ़ोन कर जैतवारा के सीएमओ को सुरक्षा दिलवाई. श्री अग्रवाल इस हेतु साधुवाद के पात्र है, एक एक अन्य प्रकरण में किसी जिले के कलेक्टर ने किसी मुख्य नपा अधिकारी को निलंबित किया था और कलेक्टर को ऐसा करने का अधिकार नहीं था उस समय के संचालक ए.एन. अष्ठाना ने भी ऐसा ही रोद्र रूप कलेक्टर को दिखाया था. यह घटना मुख्य सचिव तक भी गयी थी और इनके आदेश पर कलेक्टर ने निलंबन वापिस लेकर, क्षमा याचना की थी. अपने कर्मचारियों के लिए लड़ने वाले अधिकारी हजारो में एक दो होते है. इन दोनों अधिकारियो की गणना अ.भा. प्रशासनिक सेवा के दबंग अधिकारियो होती है. मुख्य नपा अधिकारी की जवाबदारी इतनी अधिक है कि वह इन जवाब दारियो का निर्वहन नहीं कर पाता है. कुछ तो इतने अधिक आलसी हो गए है कि वे अपना प्राथमिक काम भी करना भूल गए है. सफाई, पथप्रकाश और शुध्द पानी जनता को देना भी इनके लिए कठिन हो गया है. अधिकांश शहरो में इन सेवाओं का पता ही नहीं चल पाता. बहुत कम सीएमओ ऐसे है जो प्रतिदिन इन सेवाओ की गुणवता बनाये रखने के लिए शहर का राउंड लेते है. ऐसे सीएमओ जनता से सीधे जुड़ जाते है, अर्थात जनता इनकी कार्य शैली से प्रभावित रहती है, इसीलिए जन समर्थन इनके साथ रहता है. ऐसे जनसमर्थनीय सीएमओ के साथ दुर्व्यवहार या मारपीट घटना नहीं के बराबर होती है और यदि होती भी तब जनता ऐसी घटना करने वाले से कभी भी अच्छा व्यवहार नहीं करती है. मुख्य नगर पालिका अधिकारी के सारे काम जनता से जुड़े है, थोड़ी सी मेहनत से ये जनता को अपने कार्य से प्रभावित कर जनता अपना बनाना इनके लिए कठिन काम नहीं है, दुर्भाग्य का विषय यह है कि हमारे अधिकांश सीएमओ यह करना पसंद नहीं करते. न शहर में सफाई की जवाब दारी ये निभा पारहे है, न स्ट्रीट लाइट के तरफ कोई ध्यान है, जनता को पानी मिला या नहीं इसकी फ़िक्र भी नहीं है, तब जनता को गुस्सा कही न कही से तो फटेगा और इसी के परिणाम स्वरुप ऐसी घटनाये होती है. जनता पीछे से घटना कर्ताओ को समर्थन देती है, और घटना हो जाती है. ऐसे प्रकरणों में साक्षियो के नहीं मिलने से न्यायालय से भी इन अधिकारियो को कोई विशेष राहत नहीं मिल पाती है. आज भी ऐसे सीएमओ को जानता हूँ जो जनसमर्थन के कारण अनेको वर्षो से एक ही जगह टिके ही नहीं वरन जनता के बीच लोकप्रिय भी है. जनता के विघ्न संतोषी जन यह जानते है कि सीएमओ के पास न कोई न्यायिक और नाही कार्यकारी शक्ति है. यह स्थिति इस पद की सबसे बड़ी कमजोरी है. वह ऐसा सिपाही है, जिसके पास कोई अस्त्र शस्त्र नहीं है कितु लड़ाई का मैदान अवश्य है, लडाई जीतनी है तब अस्त्र शस्त्र का प्रबंध करना होगा या ऐसा ऐसा प्रबंध नहीं हो पाया तो इनके शहीद होने पर घर के सदस्यों के अलावा और कोई रोने वाला भी नहीं होता है. यह इस पद के लिए दुर्भाग्य जनक स्थिति है. अनेको ऐसे काम सीएमओ को ऐसे करने होते जिससे जनता का सीधा हित जुडा होता है. ऐसे काम करने से जनता नाराज होती है और इसकी प्रतिक्रिया के रूप में ऐसी घटनाये सामने आती है. सरकार ने सरकारी और निजी डाक्टरों की सुरक्षा के वर्ष 2008 में कानून बनाया है. ऐसा ही कानून मुख्य न.पा. अधिकारियो के लिए भी बनाया जा सकता है. कही कही तो अध्यक्ष या उपाध्यक्ष ही जयचंद की भूमिका निभा देते है. नगरीय निकायों के प्रचलित अधिनियम में जन प्रतिनिधियों को उनके पद से हटाने का अधिकार राज्य शासन में निहित है, हटाने के बाद उपरी कोर्ट से स्टे भी मिल जाता है. इसीकारण ये निरंकुश भी होते जारहे है. अपने राजनैतिक रसूख के कारण जब चाहे तब शासन से सीएमओ को हटवा भी देते है. सीएमओ को इनके नियंत्रण से मुक्त रखना आज प्रासंगिक है. मुझे यह भी याद है एक और संचालक ने प्रतिमाह गोपनीय प्रतिवेदन बुलाना शुरू किया था, ये प्रतिवेदन उनके नाम से आता था. जिसमे अन्य विषयों के अतिरिक्त राजनैतिक हस्तक्षेप के बारे में प्रतिवेदन भेजना होता है. इन प्रतिवेदनो पर उनके कार्यकाल तक कार्यवाही भी हुयी है.

कुल मिलाकर सीएमओ की कार्य की गंभीरता को देखकर उनकी सुरक्षा के कानून बनाने और ये अधिकारी अपने दैनदिन कर्तव्यो के प्रति सजग रहे, शासन स्तर पर गंभीरता से विचार किया जाना चाहिए.

Dramatic process of transcript in Rajiv Gandhi prodhyogik vishwvidhyalay Bhopal

Transcripts are a academic records of a students of degree holder. In foreign countries the marksheet of every semester & degrees are distributed in transcript form. There is no need to convert these documents in transcript shape. Where as in (excluding some big universities) many universities these documents are supplied to student in normal form. If any student wants to go overseas he has to convert these documents in transcript manner.
Conversion process of normal document to transcript documents
I had seen this conversion process in the University of Bhopal named as Rajiv Gandhi proudyogiki Vishvidhyalay Bhopal. In this 20 -30 students are coming for transcript documents from all over M.P.
Their normal semester mark sheets are again typed by computer and these copies are submitted in the verification department of the university. Verification officer tooks 2-3 hours for the checking typed copy. If he found some mistake he improve it by pencil & it return to the student for final sets of marksheet & degree. Student again goes to computer shop for improve the mistake and final sets.
He deposited all set with 10 envelopes to verification branch for the signature of the registrar of the university. He takes time of 2 days to return these sign documents. The university administration handed over these documents in loose shape. Where as they comeback the documents in sealed envelopes. Students have to complete process. Following drawback observed by me in the process:
1. There are nearly 350 colleges under the control of university these collages are spread over MP students comes twice for these documents first for deposit the document and second time is to take transcribed documents. They spent more then Rs1000 to 2000 in travelling
2. There is only one computer shop in the campus of university. Having no option of typing the documents, a student has to pay the more amounts then the other place. Charges of typing and zerox are not specified by the university administration. On every process student have to pay Rs 1000-1200.
3. Computer shop owner engaged only one operator for this work, hence time also waist here to get typed documents.
4. If any student want transcript document he has spent 3 to 4 hrs with Rs 1000 to 1500.
5. Student has to deposit Rs. 500 by chalan in favor of university.
6. This process is not complete in one office. Student has gone two times in computer shop which is nearly 1 km away from the verification branch, 2 times in university office and one time to bank. University may send the documents of student by courier also by taking the charge. In brief this process demands energy as well as money.
6. My son told me in Mumbai (He working & passed out MBA from Mumbai) this document can be received in 2 minutes. Mumbai University developed a system in which the university officer puts enrollment number on all the marksheets and a degree display in transcripted shape, on the screen of computer, they take print out and hand it over to students of University .They charge Rs for this process only 300 rupees.
7. Why Rajiv Gandhi University not showing interest for establishing system like Mumbai? After some time the demand of transcribed document will grow. To search of new system is relevant to day. Student can save their money and energy.
8. In mean time University should control the computer owner and fixed the rates. University can take cash amount; unversity can establish own system for benefits of students & their parents. By this arrangement the process of transcript document can complete in one roof. Student has not to go here & there.
9. From Rajiv Gandhi University site I had taken “RGPV has not authorized any KIOSK/Cyber Cafe to offer university services on behalf of the RGPV University. Please do not go and pay any extra charges to any KIOSK or cyber cafe or any individual to avail the services of RGPV portal as neither RGPV nor Banks charge any Additional Transaction Fee to do the online payments on the portal”.if its true who permit the computer shop in the campus.
10. University constituted on line system also, there will be no need of students and their parents not to arrive the university to deposit & collect transcript documents. Student can down load the transcript forms only.
11. Present procedure is not in the benefits of the students, this is realy b***y for the students. This is digital era & government offices and universities are not interested to take part in it.
12. Yesterday parents of students which are in other cities had came to complete the document. They aged. How they can walk 1 KM for getting their mission.
13. Rajiv Gandhi prodhyogik vishw vidhyalay may converts all the documents in transcript shape and may send to respective students, this is time taken process but it’s a permanent treatment for process.

I am requesting to the vice chancellor of Rajiv Gandhi prodhyogik vishwvidhyalay for to built up a system for transcript documents or make this process simple and prevent to mislead the parents and the students. I think the VC will care of my suggestion. Many students their parents can save money & labor. This university is having named in the state. University surely wills develop the system for providing quick service.

Birth certificate is important
Birth and death registration governs by the central act known as birth & death registration act 1969. Provision of this act is as as follows::

1. Registration of birth and death event within 21 days from the born incident. In case of death the time period is 30 days.

2. Birth Registration is not done in specified period then registration can do up to one year by paying nominal late fee.

3. Registration has not been done within one year; the registration can be made any time by submitting the affidavit before first class magistrate or executive magistrate. The magistrate verify details of affidavit and after his satisfaction he issues the order to registrar to enter the entries of birth in birth register and on this basis executive magistrate instruct to registrar to issue birth certificate to concern.How we construct the affidavit.

The format of affidavit is available in registrar office, its also available with notary. When you contact the notary he will help you to construct the affidavit. This affidavit will be verified by notary. If notary is helpful in nature he will submit the affidavit to the executive magistrate as well. He can work out registration work with the help of staffs of the magistrate. When the registrar gets the order of magistrate, he enters the entries in birth register and issue the birth certificate to the concern. In this process registrar will ask to deposit the late fee amount in this office. He will impart the receipt of the deposit amount.In this process there is no need of Matriculation certificate, aadhar card, pan card, a self attested certificate copy of these document may be attached with the affidavit. This help to executive magistrate to decide the matter early.

How knows Registrar

1. Urban area: commissioner of Municipal Corporation & the Municipal Officers are designated as Registrar of birth & death.
2. Rural area: The secretary of Gram panchayat acts as registrar for births & deaths.
3. Where these bodies are not in existence then the station officer of police station will perform the duties of the registrar for births and deaths registration.
4. The state government appoints the registrars for birth & deaths registration.
Duties of the registrar's
1. Registrar can not refuse for registration of births and deaths.
2. He is responsible to correct all the entries of certificate by the request of the applicant.
3. He will obey the order of executive magistrate.
4. He reissues the birth certificate, on demand of any person.
5. Birth & deaths registers & documents are public records. He will make arrangement to available this record to public in the office hours.
6. The registrar will issue the certificate within in time which is specified in the citizen charter of his department.
7. He will ask the private as well as government nursing home for sending the reports of births and date timely. If they avoid the report he can start the prosecution against the failures.
8. Registration of name of child.—Where the birth of any child has been registered without a name, the parent or guardian of such child shall within the prescribed period give information regarding the name of the child to the registrar either orally or in writing and thereupon the Registrar shall enter such name in the registrar and initial and date the entry.

9. Every Registrar shall keep in the prescribed form a register of births and deaths for the registration area or any part thereof in relation to which he exercises jurisdiction.
10 The Chief Registrar shall be printed and supplied a sufficient number of register books for making entries of births and deaths according to such forms and instructions as may, from time to time, be prescribed; and a copy of such forms in the local language shall be posted in some conspicuous place on or near the outer door of the office of every Registrar.
11. Extracts of registration entries to be given to informant.—The Registrar shall, as soon as the registration of a birth or death has been completed give, free of charge, to the person who gives information.
1. This certificate is useful for entrance of the child in school first time.
2. Parents always need the certificate when he invests the amount for the future of child.
3. When child had been completed his education & gets job this certificated need for to construct his service records.
4. After marriage this document play important role for built of marriage certificate.
5. Passport is constitutes only when birth certificate is produced for the proof of date of birth.
6. Making Aadhar card, voter card & for the other certificate this document is essential.
7. This birth record proves the citizenship of a person & It also helps for getting civil rights of other countries.
8. Obtaining driving license, RTO of any states of birth certificate for the proof.
9. To avail the protection of law – especially to the children committing an offence before attaining the age of 18 years. This subscription will help for the child who is below than 18 years.

The registration form of is simple, it contains following Information.

The Important is that person can draw this certificate where the born incident occurs. By this example you will clear: suppose a person lives in Mumbai, the child born in Nagpur person can request can draw this certificate in Nagpur only. The registrar of Mumbai will repress for the registration for the birth event.
According to act any family member can go for the registration in registrar. There is no need of of mother & father for registration. Even any person who knows your family can do it. Oral information of the event is also acceptable.

पेंशन भोगी के लिए जीवन प्रमाण पत्र योजना.

यह योजना 10नोवेम्बर 2014 को प्रारंभ की गयी है, इस योजना के प्रारम्भ होने के पूर्व प्रति वर्ष पेंशन धारक को किसी राजपत्रित अधिकारी के समक्ष उपस्थित रहकर यह प्रमाण पत्र लेना आवश्यक था कि पेंशन भोगी जीवित है और यह प्रमाण पत्र बैंक और कोषालय में देना होता था, इससे कोई अधिकारी नहीं मिला तब उसकी राह देखना पेंशनर की मज़बूरी थी, पेंशन धारक की उम्र बढ़ने के कारण अपनी सुरक्षा के लिए अपनों बेटो के पास रहना उनकी बाध्यता है,यदि बेटे के पास चले गए तब इस प्रमाण पत्र को बनाने की आना होता था इसके लिए अनावश्यक आर्थिक व्यय और शारीरिक और मानसिक श्रम होता था. सरकार ने पेंशनर की इस व्यथा को समझा और डिजिटल सर्टिफिकेट की योजना ने साकार रूप लिया. बढती उम्र के कारण बैंक मेनेजर के सामने और कोषालय में जाना कठिन कार्य है. इस केंद्र सरकार ने सभी पेंशन धारको को इस यह योजना शुरू कर बड़ी रहत प्रदान की इस योजना ने प्रत्यक्ष उपस्थिति की अनिवार्यता को समाप्त कर दिया गया है. इसके लिए सरकार ने डिजिटल प्रमाण पत्र भेजने की व्यवस्था की है. यह प्रमाण पत्र आप बना सकते है या नागरिक सेवा केंद्र से बनाया जा सकता
