ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ 1 ਮਾਰਚ ਤੋਂ ਵਰਕ ਪਰਮਿਟ ਵੀਜ਼ਾ ਵੇਚਣ ਦਾ ਪਲਾਨ ਬਣਾਇਆ ਹੈ। ਨਾਲ ਹੀ ਵਰਕ ਪਰਮਿਟ ਦੀਆਂ ਸ਼ਰਤਾਂ ਢਿੱਲੀਆਂ ਹੋਣਗੀਆਂ ਅਤੇ ਕੰਮ ਦੇ ਮੁਤਾਬਕ ਵੀਜ਼ਾ ਫੀਸ ਲੱਗੇਗੀ। ਜੋ 4 ਤੋਂ 16 ਲੱਖ ਦੇ 'ਚ ਹੋਵੇਗੀ। ਇਸ ਨਾਲ ਏਜੰਟ ਦੀ ਭੂਮਿਕਾ ਖਤਮ ਹੋ ਜਾਵੇਗੀ। ਵਰਕ ਪਰਮਿਟ ਦੀ ਇਹ ਨੀਤੀ 1 ਮਾਰਚ ਤੋਂ ਸ਼ੁਰੂ ਹੋਵੇਗੀ। ਨਵੇਂ ਰੂਲ ਦੇ ਮੁਤਾਬਕ ਹੁਣ ਆਈਲੈਟਸ ਵੀ ਜ਼ਰੂਰੀ ਹੋਵੇਗੀ। ਇਕ ਸਟੂਡੈਂਟ ਦਾ ਸਾਲ 'ਚ ਘੱਟ ਤੋਂ ਘੱਟ ਖਰਚਾ 20 ਤੋਂ 30 ਲੱਖ ਰੁਪਏ ਤੱਕ ਹੈ, ਜੋ 2 ਸਾਲ ਦੇ ਕੋਰਸ ਦੌਰਾਨ ਦੁਗਣਾ ਅਤੇ 3 ਸਾਲ ਦੇ ਕੋਰਸ ਦੌਰਾਨ 3 ਗੁਣਾ ਹੁੰਦਾ ਹੈ।ਇਕ ਸਟੂਡੈਂਟ ਕੈਨੇਡਾ 'ਚ 7.48 ਲੱਖ ਸਲਾਨਾ ਹੀ ਕਮਾ ਪਾਉਂਦਾ ਹੈ। ਬਾਕੀ ਦੀ ਰਕਮ ਉਹ ਪੰਜਾਬ ਤੋਂ ਮੰਗਵਾਉਂਦਾ ਹੈ। ਪੜ੍ਹਾਈ ਖਤਮ ਹੋਣ ਦੇ ਬਾਅਦ ਹੀ ਉਸ ਨੂੰ ਪੀ.ਆਰ. ਮਿਲਦੀ ਹੈ ਅਤੇ ਉਸ ਸਮੇਂ ਪੰਜਾਬ ਤੋਂ ਰਾਸ਼ੀ ਮੰਗਵਾਉਣਾ ਬੰਦ ਕਰਦਾ ਹੈ ਪਰ ਵਰਕ ਪਰਮਿਟ 'ਚ ਉਸ ਨੂੰ ਜ਼ਿਆਦਾਤਰ 16 ਲੱਖ ਰੁਪਏ ਦੇਣੇ ਪੈਣਗੇ। ਇਸ ਪਰਮਿਟ ਮਿਲਣ ਦੇ ਬਾਅਦ ਉਹ ਕੈਨੇਡਾ ਪਹੁੰਚ ਕੇ 20 ਲੱਖ ਸਲਾਨਾ ਕਮਾ ਸਕਦਾ ਹੈ। ਕੈਨੇਡਾ ਦੇ ਪੀ.ਐੱਮ.ਜਸਟਿਸ ਟਰੂਡੋ ਨੇ ਕਿਹਾ ਕਿ ਹਰ ਸਾਲ ਪ੍ਰਵਾਸੀ ਵਿਦਿਆਰਥੀ ਕੈਨੇਡਾ 'ਚ 2 ਹਜ਼ਾਰ ਕਰੋੜ ਡਾਲਰ ਦਾ ਯੋਗਦਾਰ ਦਿੰਦੇ ਹਨ। ਇਸ 'ਚ 60 ਫੀਸਦੀ ਪੰਜਾਬੀਆਂ ਦਾ ਯੋਗਦਾਰਨ ਹੈ। ਇਸ ਲਈ ਵਰਕ ਪਰਮਿਟ ਵੀਜ਼ੇ 'ਚ ਢਿੱਲ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਲੁੱਟ ਨੂੰ ਦੇਖਦੇ ਇਸ 'ਚ ਏਜੰਟਾਂ ਨੂੰ ਕੱਢ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਕੈਨੇਡਾ ਸਰਕਾਰ ਦੀ ਪੋਰਟਲ 'ਤੇ ਆਨਲਾਈਨ ਅਰਜ਼ੀ ਦੇਣੀ ਹੋਵੇਗੀ ਅਤੇ ਵੱਡੀ-ਛੋਟੀ ਨੌਕਰੀ ਦੇ ਹਿਸਾਬ ਨਾਲ ਫੀਸ ਦੇਣੀ ਹੋਵੇਗੀ। ਇਸ 'ਚ ਪੰਜਾਬੀਆਂ ਨੂੰ ਤਰਜੀਹ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਉੱਥੇ ਪੰਜਾਬ 'ਚ ਹਰ ਸਾਲ 3 ਲੱਖ 36 ਹਜ਼ਾਰ ਨੌਜਵਾਨ ਆਈਲੈਟਸ ਦੀ ਪ੍ਰੀਖਿਆ ਦਿੰਦੇ ਹਨ। ਬ੍ਰਿਟਿਸ਼ ਕੌਂਸਲ ਹਰ ਸਾਲ ਆਈਲੈਟਸ ਨਾਲ 1125 ਕਰੋੜ ਰੁਪਏ ਕਮਾਉਂਦੀ ਹੈ। ਉੱਥੇ ਕੈਨੇਡਾ ਪੰਜਾਬ ਤੋਂ ਇਕੱਲਾ 1800 ਕਰੋੜ ਡਾਲਰ ਹਰ ਸਾਲ ਕਮਾਉਂਦਾ ਹੈ।
