The Public Distribution System (PDS) in India has faced significant issues with leakage and inefficiency. In 2011-12, about 47% of food grains did not reach the intended beneficiaries due to leakages and corruption. Although reforms have been implemented, leakage remains a persistent problem.
----------------------------------------------------------------------------The whole idea revolves around establishment of strong comodity based banking system instead of ration shops for the sake of public distribution system.
A modern system where you not only buy the rice and wheat instead of that there should be a whole categoraziation of products from wheat to electronics, soap, biscuit etc.like a miltiary canteen but in more organized manner connected to a common payment interface which must be like a credit card, credited time to time in which a economically weak person not only enjoys food and apart from this he can utilise the resources with better prospect.but beware this policy should have proper checks and balances...
(1) The digital ration cm credit card must be subscribed to ration bank only.
(2) For goods ( not to be sold ) stamp can be placed while imei number for electronics ,can be traced once so that blackmarketing that usually happens don't occur.
(3)proper law enforcement needed to be done to prevent blackmarketing. And soon....

Here are some key factors contributing to the decline of India Post:
(1) Decline in traditional mail volume and presence of electronic alternatives
(2)Revenue Decline
(3) Higher operational cost

Indian post administration is itself trying hard to sustain so what's the solution

Best possible solution: Indian post can be merged or collabrate with central statiscall office for conducting various survey and staticscal analysis, some work can be shared among the administration that not only reduce work load of cso, India but also provide a new possibilty for the Indian post system. These are some key factors that can be took into account
(1)India has the largest postal network in the world with over 150,000 post offices as of 2023, of which approximately 90% are in rural areas
(2)About 70% of India's population lives in rural areas, and the extensive network of post offices can facilitate data collection from these regions
(3)Leveraging existing post office infrastructure can significantly reduce costs. For example, setting up new offices for data collection across 150,000 locations would require substantial investment, which can be minimized by using existing facilities.
(4)Regular data collection through the postal network can provide more up-to-date information. For instance, periodic data collection can replace annual or bi-annual surveys, leading to more real-time data for policy-making.
(5)India Post employs over 400,000 personnel, providing a substantial workforce that can be trained for data collection and statistical tasks.
