GORKHALAND: WAS A MYTH OR NOW A REALITY OR JUST MERE POLITICS GAME OF THRONES BUILD AS IN INDIA ON GROUNDS OF SENTIMENTS AND VERGE OF BETRAYAL

For the Mamata Banerjeegovernment in Kolkata, the best bet in Darjeeling would be to allow the Gorkha Janmukti Morcha-led Gorkhaland Territorial Administration (GTA) run without interference and giving it the financial help promised under the GTA Act of 2011. This would not result, in the long run, in the demand for Gorkhaland but would, instead, put a lid on the agitation for a separate state for the time-being, at least till the next Lok Sabha elections. People in the hills need a respite, and both the state government and the Gorkha Janmukti Morcha(GJM) have a duty to provide them that. It would help to heal the wounds.
In fact, since the signing of the GTA Accord in July 2011, things had been moving in the right direction till an intemperate comment from the chief minister in January this year stoked the fire again in the hills. Political leaders in Kolkata would do well to remember that Gorkhaland is an emotive issue that GJM or any other party in the hills can ignore only at its own peril, especially in the face of external provocation like the decision to form a separate Telengana state.
One of the reasons GJM leaders had cited while resuming the agitation for a separate state was that the state government was not allowing GTA to function. One of the main grievances of the GJM was that GTA did not have as principal secretary an officer of the rank of a principal secretary to the state government. It was thought that a junior officer would not be able to handle sensitive issues that required dealings at the level of higher echelons of the government. The appointment of R.D. Meena as principal secretary at the directive of Calcutta High Court last April settled that issue.
Other issues still remained, like framing of rules of business so that the GTA Act could be put into operation. In their absence, "ad-hocism" would prevail in GTA, it is pointed out. Departments have been transferred to GTA, but their staff have not been transferred. Since the panchayati raj department is a transferred subject, GTA would like to have the block development officers under them as they are the key officials running panchayats, but they continue to be under the district magistrate. Disaster management is a key department in a landslide- prone area like Darjeeling and has been transferred to GTA, but neither its staff nor its budget, it is complained.
At a bipartite meeting between GJM and the state government held in Kolkata on November 20, some of these issues were addressed, but not all. Clearly, GJM leaders still have reservations. "I can't comment on what was achieved at the bipartite meeting as I was away and could not attend that meeting," says Trilok Dewan, Darjeeling MLA and a key member of GJM's think-tank team. The release of arrested GTA Sabha members continues to be a pending issue. The next day, at a tripartite meeting, GJM took up with representatives from Delhi issues that concerned the Centre, formation of a three-tier panchayat system under GTA, transfer of reserve forests to it, grant of scheduled tribe status to the entire hill population and the like.
That the Centre finally agreed to sit with GJM in a tripartite meeting since the announcement on Telengana and did not reject outright any of the demands raised by it is indicative of the importance Delhi is attaching to ensure that things do not spin out of control in the hills. Highly placed sources say the need to keep GTA running smoothly has increased after the recently concluded elections in Nepal. It is felt in Nepal that India had a hand in ensuring the defeat of the Maoists. Now, in a tit-for-tat policy, the Nepal Maoists could try to foment trouble in neighbouring Darjeeling. They point out that the Maoists, while coming overground, had surrendered only a small portion of the arms that they had held earlier. Dissatisfactions with the GTA, and resumption of statehood demand, would only help the Maoists to fish in troubled waters.
The decision of the Mamata Banerjee government to go ahead with the formation of the Lepcha Development could have been yet another irritant in its relation with GJM, but fortunately the latter seems to have a relook at its strategy in this regard. "It is good that Lepchas now have their own board, this will bring more money to the hills. And, Lepchas will no longer be dependent on GTA for their welfare, they can go to the state government for help," says GJM central committee member Harka Bahadur Chhetri. In fact, the way Bhutias and Tamangs, too, have now started demanding respective development boards for themselves, there is reason for suspicion if all these demands have GJM's blessings, to give Kolkata a hard time. It will be difficult for Kolkata to meet all these burgeoning demands and the growing bill to finance all the development boards.

Now for Gorkhaland Territorial Administration| Gorkha Janmukti Morcha

What goes to the advantage of Mamata Banerjee is the complete apathy of the common people of Darjeeling in a renewed phase of agitation in the near future. From normal life to business and education, everything has suffered badly in Darjeeling since 2008. GJM, too, knows that it has overused the weapon of bandhs and is in the danger of losing public sympathy. The chief minister's frequent visits to the hills have endeared her to a section of the people there. There is little chance of Trinamool Congress- which is branded as a party from the plains - replacing GJM in the hills, but GJM leaders admit that the chief minister is now in a position to put them under pressure. The Madan Tamang murder case is yet another stick which the state government can use against GJM leaders.
For the present, Trinamool's immediate priority may be to gain GJM's support in the Darjeeling seat in the coming Lok Sabha election. In a situation where every seat could be important, just like BJP and Congress, Trinamool would also be eyeing the Darjeeling seat. With a politically significant visit to Darjeeling by President Pranab Mukherjee, Congress has already thrown its hat in the ring. BJP has the advantage of a sitting M.P. there and if its prospects are bright it may make practical sense for GJM to extend support to BJP. But, GJM may find it difficult to resist Trinamool's pressure. For Mamata Banerjee, the best option could be to keep GTA running smoothly till the Lok Sabha polls and try to gain GJM's support.

Everyone is asking me about Darjeeling times page which was very popular with over 50,000+ audience which vanished suddenly from facebook what was the reason?
I want to make one thing clear that i have no connection with Darjeeling times for i am a individual who just have taken freelancing as a hobby.
One day i decided to find out what really happened to Darjeeling times-a page with so many fans including me and which was no 1 facebook community in the northeast and bengal, later on i found out from some individuals and even from their contact address some facts which i want to share with you all.
And plus i have to admit that me and some of my friend had to spy.
These facts are summarisied as under:
1.DT was actually a profit making page so they frequently posted some ads and articles and even photos of some commercial units from darjeeling to advertise, for they had rate chart.
2.Have you ever wondered that how come they had some much reach even during the strikes its because some of the admin were from DCCN.
3.GJMM also used this platform to their profit to fuel their movement. And when someone including me tried to protest they blocked and reported as spam to facebook. I am sure many of us will agree with that.
4.Now the contact no they provided is now showing either showing busy or switched off or when available the say wrong no.
5.When GJMM is losing its foothold in darjeeling DT is also lost.
6.Have you ever noticed they never posted anything about any other political parties other than GJMM.
7.when I found out the real face of Gjmm during the CRPF lathi charge a week after the strike was called off and tried to share on facebook, i was so humilated and criticized by some of the people including DT.

I had also few months back tried to make you aware of the above facts but had failed to do.
And even now i dont know if have made myself clear.

Debate over collection of toll tax on Rohini road

Kurseong, 25 November
Even before the implementation of the levy and collection of toll tax on Rohini Road has started, which is reportedly to begin from 1 December onwards, its viability ~ mainly the price quote that has been stipulated by the GTA ~ has become a raging debate.
The Gorkhaland Territorial Administration (GTA), on Sunday issued a public notification that from 1 December collection of toll tax will be implemented from the vehicles plying through Rohini road. The toll rates have also been made public.
Meanwhile, a mixed response has been revealed in the Hills on the matter. Some sections of people are against the toll, while some appreciate the move. Besides, most of the people are saying that the toll rate is too high and it should be minimised.
As per reports, the toll tax to be levied has been made according to the light and heavy vehicle category.
While motorbikes will be charged Rs 10 for a one-way ride, taxis other than luxury cars will be levied Rs 30. Private small vehicles will have to shell out Rs 40, luxury vehicles (Taxi / Private), mini buses, pick up Vans Rs 100 and trucks Rs 150 each respectively for one-way use of the road.
A resident of Kurseong said that where almost all roads in Darjeeling Hills need immediate repair, the lone Rohini Road which has been beautified and constructed at par National Highway standard is the only good road in the Hills presently.
"Instead of letting the people enjoy and use the road, the GTA authorities have now decided to raise toll taxes even if the road runs for only a several miles which is unjustified. We had thought that after the GTA was given to us a lot of things would be done for us but it has now become a burden for us instead," he said.
The Darjeeling Truck Driver Association, general secretary, Mr Rajen Chettri, said that we do not agree with the rates of the toll taxes for which we will hold an immediate meeting with both our members and owners. From our association alone, trucks numbering up to 500 use the Rohini Road and to pay Rs 300 as toll tax for a up and down ride everyday is a heavy burden to accept. In the end, the worst sufferers would finally be the public.
While most section of the public are against the high rates of toll tax to be levied from the vehicles using the section of Rohini Road but they are not against it altogether as they believe the taxes collected if used honestly and go a long way in maintaining it year after year.
Their only grievances are that the rates should have been kept at a minimum of Rs 5 to Rs 10 as the number of vehicles criss-crossing the road runs into thousands everyday which itself would raise a lot of money.
An official from GTA Kurseong Engineering Division said that people should pay toll taxes as it is required for proper yearly minor maintenance of the Rohini Road throughout the year but if any major disruptance of the road happens than the government is there to fund such repairs.
"On top of it, the Rohini Road reconstruction agency has also guaranteed the roads longevity to seven years and if any minor maintenance is required within the stipulated period than the agency will use the money collected through toll taxes. Hence, it is for the benefit of the travelling public as well," he said.
Notably, Rohini road had been recently re-designed and re-constructed at a cost of more than Rs 15 crore. Presently, it is the only road in Darjeeling Hills that gives a smooth ride to its users from its start at Zero Point to its end near Simulbarie.
