PROPOSAL TO MAKE MANDATORY THREE YEARS SERVICE AS PVT SECURITY GUARDS / SUPERVISORS PRIOR RECRUITMENT INTO TERRITORIAL ARMY*

At the time of its inception, the TA was well-received by the Indian Army, Navy and Air Force, but the concept was eroded and confined to some infantry and departmental units of the Indian Army. In February 2020, General Bipin Rawat stated "TAisation of defence forces" is a way to reduce the cost of running the military. After the restructuring of the Indian Armed Forces by introducing the Chief of Defence Staff and the Department of Military Affairs in March 2020, the TA's focus expanded to include more operational and intelligence-gathering roles to cut costs of the Indian Army. In 2020, the TA was in a phase of gradual expansion.

Proposal
The TA Directorate / Raksha Mantri / Ministry of Defence should make it mandatory that Individuals seeking to join the Territorial Army should have served for a minimum period of three years as Security Guard / Supervisor in a PSARA recognised Security Company. A Certificate to

this effect maybe issued by the concerned Security Company and should be counter signed by Central / State Level CAPSI Chapters. This new eligibility criteria would enhance the stature of nearly 10 million youth of India who presently are serving Private Security Industry of our Nation. The morale of Security Guards would instantly rise by change in the TA recruitment criteria.
Advantages of the Above Proposal
1. Employment opportunities would increase manifold for the youth of the country.
2. The Security Guard Industry would attract the best manpower / youth of the country.
3. Enhanced respect for the Security Guards manpower through out the country.
4. Service as Security Guards would become a matter of pride.
5. Security Skills Training of Security Guards would be taken very seriously by one and all.
6. Public Pvt responsibilities of the Security Companies would be enhanced by the Police Force.
7. In times of War or short of War like situations, the Security Guards / PSARA Security Companies maybecalled up to assist the Nation in internal security duties so that TA Units could be utilized ahead alongwith Indian Armed Forces.
And many many more such advantages would accrue if Service as Pvt Security Guards / Supervisor would be made mandatory prior to recruitment in the Territorial Army.

: The Central Association of Private Security Industry (CAPSI) is convening a roundtable conference in Delhi on March 15th to delve into discussions to Evolve National Citizen Security Culture . The Ministry of Home Affairs (MHA) has principally accepted the concept and assured support. The campaign aims to develop and implement a comprehensive initiative to foster a sense of national security culture, marking a significant milestone in India's journey towards safeguarding its citizens and fortifying its societal fabric. By utilizing a multi-faceted approach that incorporates methodologies, processes, public awareness events, government engagement and the active participation of universities and civil society organizations, this campaign seeks to enhance the knowledge, skills, and awareness of citizens in ensuring their own safety and contributing to national security.

Rashtriya Raksha University ( RRU) is supporting the event and a high level delegation will be participating in the event. The round table is being convened by Kunwar Vikram Singh chairman of Central Association of Private Security industry ( CAPSI).
