You do not need an existing, accredited institution to establish a Deemed-to-be University in India.
Under the UGC 2023 Greenfield route, a trust, society, or Section 8 company with no prior educational institution can apply directly — if they meet the foundational requirements.
What does the Greenfield route actually require?
• LAND & INFRASTRUCTURE
Adequate campus land (as per UGC norms), with a clear development plan for academic buildings, hostels, labs, and research facilities.
• CORPUS FUND
A substantial, ring-fenced corpus fund deposited with a nationalised bank — solely for institutional development. This is non-negotiable and non-withdrawable without UGC approval.
• ACADEMIC VISION
A minimum of five distinct academic programmes across UG, PG, and Research levels. Your DPR must articulate a credible, differentiated academic identity.
• GOVERNANCE STRUCTURE
A clear governance framework — Board of Management, Academic Council, Finance Committee — with qualified leadership in place or identified.
• DETAILED PROJECT REPORT (DPR)
The DPR is the heart of your application. It translates your vision into an institutional blueprint — academic, financial, infrastructural, and societal.
No NAAC grade required. No NIRF rank required. No affiliating university required.
What is required: a serious vision, serious capital, and serious advisory support.
