𝐕𝐢𝐤𝐬𝐢𝐭 𝐁𝐡𝐚𝐫𝐚𝐭 𝐒𝐡𝐢𝐤𝐬𝐡𝐚 𝐀𝐝𝐡𝐢𝐤𝐬𝐡𝐚𝐧 𝐁𝐢𝐥𝐥 (𝐕𝐁𝐒𝐀𝐁): 𝟏𝟎 𝐌𝐚𝐣𝐨𝐫 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬

The Viksit Bharat Shiksha Adhikshan Bill (VBSAB), 2025 proposes a comprehensive restructuring of India’s higher education regulatory system in alignment with the National Education Policy (NEP) 2020.

𝟏. 𝐒𝐢𝐧𝐠𝐥𝐞 𝐔𝐧𝐢𝐟𝐢𝐞𝐝 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫:
The Bill replaces UGC, AICTE, and NCTE with a single umbrella body called the Viksit Bharat Shiksha Adhikshan (VBSA) to reduce regulatory overlap.

𝟐. 𝐓𝐡𝐫𝐞𝐞 𝐒𝐩𝐞𝐜𝐢𝐚𝐥𝐢𝐳𝐞𝐝 𝐂𝐨𝐮𝐧𝐜𝐢𝐥𝐬:
VBSA will function through three councils—Regulatory Council (compliance and permissions), Standards Council (academic benchmarks), and Accreditation Council (quality assessment).

𝟑. 𝐒𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐅𝐮𝐧𝐝𝐢𝐧𝐠 𝐚𝐧𝐝 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧:
Unlike UGC, VBSA will not distribute grants. Funding responsibilities will rest with the Ministry of Education, ensuring regulatory neutrality.

𝟒. 𝐒𝐭𝐫𝐢𝐜𝐭 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐏𝐨𝐰𝐞𝐫𝐬:
The Regulatory Council can impose penalties ranging from ₹10 lakh to ₹2 crore and may suspend or close institutions for serious violations.

𝟓. 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐒𝐢𝐧𝐠𝐥𝐞-𝐖𝐢𝐧𝐝𝐨𝐰 𝐒𝐲𝐬𝐭𝐞𝐦:
A technology-driven platform will enable approvals, monitoring, audits, and public disclosure, improving transparency and efficiency.

𝟔. 𝐖𝐢𝐝𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐛𝐢𝐥𝐢𝐭𝐲:
The Bill applies to most higher education institutions including universities and technical institutions, excluding medical, legal, dental, and allied professional fields.

𝟕. 𝐃𝐞𝐠𝐫𝐞𝐞-𝐆𝐫𝐚𝐧𝐭𝐢𝐧𝐠 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲:
Institutions must receive authorization under VBSA to award degrees, ensuring uniform academic credibility.

𝟖. 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐎𝐮𝐭𝐜𝐨𝐦𝐞 𝐅𝐨𝐜𝐮𝐬:
Emphasis is placed on learning outcomes, faculty standards, research quality, and global benchmarks.

𝟗. 𝐂𝐞𝐧𝐭𝐫𝐚𝐥𝐢𝐬𝐞𝐝 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐒𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞:
Leadership appointments are made at the national level, with limited state representation, raising federal concerns.

𝟏𝟎. 𝐃𝐞𝐛𝐚𝐭𝐞 𝐚𝐧𝐝 𝐂𝐫𝐢𝐭𝐢𝐜𝐢𝐬𝐦:
While aimed at simplification and quality enhancement, critics warn of over-centralisation and reduced institutional autonomy.
