I am wondering if you have any contacts with an EPC contractor which might have interest in a Nigerian project being developed by my client
Here are some of the details:
Project: a fabrication yard for the oil and gas industry. A law passed in Nigeria requires petrochemical companies to have all of their fabrication needs created in Nigeria. Shell, Exxon and the like will have to have anything they need for their business in Nigeria fabricated at this yard. The EPC contractor should have experience with building metal fabrication facilities or be able to partner with a company that has the experience (I can introduce a Korean company with this experience).
• The yard will have 700m quayside, long enough for anchoring 350m long floating production, storage and off-loading, 100m to handle vessels that will take supplies to off-shore locations and 50m for boat landing for passengers, helipad, etc.
• Products the yard will offer: FPSO, off-shore platform, steel jackets, sub-sea oilfield structures, refinery and petrochemical plant modules, and other specialized fabrication work
• Here are the activities to be performed in the yard: conceptual design, layout design, front end engineering design, detailed design, procurement services, fabrication services, construction services, integration services, storage services and lifting, load-out and transportation services.
Cost: USD350 million
Status of project: feasibility study completed by Deloitte; land already acquired close to deep water; project financing already arranged with U.S. banks which are ready to block the funds for the project. Construction draw down schedule is available.
Required of the EPC contractor: in lieu of a performance bond or other guarantee, the contractor has to provide of an SBLC from AA+ bank for 25% of the project cost. The SBLC will be released in full upon completion of the project which is projected to be 3.5 to 4 years but can be much sooner if EPC contractor can complete it more quickly. At no time will the SBLC be drawn upon - only and unless the project is not completed. This will be written into the contract. The EPC contractor's bank will finalize the SBLC text.
