പത്തനംതിട്ട ജില്ലയിലെ ഡാമുകളുടെ വൃഷ്ടി പ്രദേശങ്ങളില്‍ പെയ്യുന്ന അതിശക്തമായ മഴയുടെ അളവ് കണക്കിലെടുത്തും, നിലവില്‍ കേന്ദ്ര കാലാവസ്ഥാ വകുപ്പ് ഓഗസ്റ്റ് ഒന്‍പതിന് ജില്ലയില്‍ ഓറഞ്ച് അലര്‍ട്ട് പ്രഖ്യാപിച്ച സാഹചര്യത്തിലും പമ്പാ ഡാമിന് റെഡ് അലര്‍ട്ട് നല്‍കാതെ ഡാമിന്റെ ആറു ഷട്ടറുകള്‍ 60 സെന്റീ മീറ്റര്‍ വീതം ഉയര്‍ത്തി സെക്കന്‍ഡില്‍ 82 ഘനമീറ്റര്‍ ജലം പുറത്തേക്ക് ഒഴുക്കുന്നതിന് അനുമതിയായി. ജലനിരപ്പ് അനുസരിച്ച് 2 ഷട്ടറുകൾ വീതമാണ് തുറക്കുക.

പമ്പ ഡാമിലെ ജലനിരപ്പ് ഇന്ന് രാവിലെ ഏഴ് മണിയുടെയും എട്ട് മണിയുടെയും റീഡിംഗ് പ്രകാരം 983.45 മീറ്ററിൽ സ്ഥിരമായി നിൽക്കുകയാണ്. പമ്പാ ഡാമിന്റെ പരിസര പ്രദേശങ്ങളിൽ നേരിയ മഴയുണ്ടെങ്കിലും ജലനിരപ്പ് സ്ഥിരമായി നിൽക്കാൻ കാരണം പമ്പ റിസർവോയറിനെയും കക്കി റിസർവോയറിനെയും പരസ്പരം ബന്ധിപ്പിക്കുന്ന തുരങ്കത്തിലൂടെ വെള്ളം പുറംതള്ളുന്നതാണ്. ഇത്തരത്തിൽ പമ്പയിൽ നിന്ന് കക്കിയിലേക്ക് പുറംതള്ളുന്നത് 70 ക്യൂബിക് മീറ്റർ/സെക്കൻഡ് വെള്ളമാണ്. നിലവിൽ പമ്പ ഡാമിലെ വൃഷ്ടിപ്രദേശത്ത് നിന്നും ലഭിക്കുന്നതും 70 ക്യൂബിക് മീറ്റർ വെള്ളമാണ്.

ചെറിയതോതിൽ ജലം തുറന്നുവിട്ട് നിലവിലെ ജലനിരപ്പായ 983. 45 മീറ്ററിൽ നിന്നും ബ്ലൂ അലർട്ട് ലെവൽ എന്ന 982 മീറ്ററിൽ എത്തിക്കുന്നതിലൂടെ അതിശക്തമായ മഴയിലൂടെ ഡാം ലെവൽ എഫ് ആർഎല്ലിലേക്ക് ഉയർന്ന് വലിയതോതിൽ ജലം തുറന്നു വിടേണ്ട സാഹചര്യം ഒഴിവാക്കാൻ സാധിക്കും. ജില്ലയിൽ ഉച്ചയ്ക്കുശേഷം രാത്രിയും ഉള്ള ഉയർന്നതോതിലുള്ള മഴമൂലം ഡാമിലെ ജലനിരപ്പ് ഉയർന്ന് രാത്രി ഡാം തുറന്നു വിടുന്നതിനുള്ള സാഹചര്യം ഒഴിവാക്കാൻ ഇതിലൂടെ സാധിക്കും.

അതിനാൽ പമ്പാ ഡാമിൻറെ ആറു ഷട്ടറുകൾ 60 സെൻറീമീറ്റർ വീതം ഉയർത്തി 82 ക്യുബിക് മീറ്റർ / സെക്കന്റ് ജലമാണ് തുറന്നു വിടുക. ഇത്രയും ജലം ഒൻപത് മണിക്കൂർ തുറന്നു വിടുന്നതിലൂടെ ഡാം ജലനിരപ്പ് ബ്ലൂ അലർട്ട് ലെവൽ ആയ 982 മീറ്ററിൽ എത്തിക്കാൻ സാധിക്കും. പുറത്തുവിടുന്ന വെള്ളം പമ്പാ നദിയിലേക്ക് ആകും ഒഴുകുക. ഈ വെള്ളം റാന്നി പ്രദേശത്ത് എത്താന്‍ ആവശ്യമായ സമയം ഏകദേശം അഞ്ചു മണിക്കൂറാണ്. ഈ സമയം നദിയിലെ ജലനിരപ്പ് 40 സെന്റിമീറ്റർ ഉയരും.

പമ്പാ നദിയുടെ തീരത്തുള്ള തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള്‍ മൈക്ക് അനൗണ്‍സ്‌മെന്റ് മുഖേന ജനങ്ങള്‍ക്ക് ജാഗ്രതാ നിര്‍ദേശം നല്‍കണം. ഇക്കാര്യം പത്തനംതിട്ട പഞ്ചായത്ത് ഡെപ്യൂട്ടി ഡയറക്ടര്‍/നഗരസഭാ സെക്രട്ടറി എന്നിവര്‍ ഉറപ്പുവരുത്തണം. അപകടസാധ്യതയുള്ള മേഖലകളില്‍ താമസിക്കുന്ന എല്ലാ ആളുകളെയും ക്യാമ്പുകളിലേക്ക് മാറ്റുന്നതിന് ബന്ധപ്പെട്ട തഹസില്‍ദാര്‍മാരെ ചുമതലപ്പെടുത്തി. ഇക്കാര്യം താലൂക്കിന്റെ ചുമതലയുള്ള റെസ്‌പോണ്‍സിബിള്‍ ഓഫീസര്‍ (തിരുവല്ല സബ് കളക്ടര്‍, അടൂര്‍ റവന്യു ഡിവിഷണല്‍ ഓഫീസര്‍, ഡെപ്യുട്ടി കളക്ടര്‍മാര്‍) ഉറപ്പുവരുത്തേണ്ടതാണ്.

പമ്പാ നദിയുടെയും കക്കാട്ട് ആറിന്റെയും തീരത്തു താമസിക്കുന്നവരും പ്രത്യേകിച്ച് റാന്നി, കോഴഞ്ചേരി, ആറന്മുള പ്രദേശവാസികളും പൊതുജനങ്ങളും ജാഗ്രത പുലര്‍ത്തണം. ജലനിരപ്പ് ഉയര്‍ന്നിട്ടുള്ളതിനാല്‍ നദികളിലും ജലാശയങ്ങളിലും വെള്ളക്കെട്ടുകളിലും ഇറങ്ങുന്നത് ഒഴിവാക്കണം.
