Karwar: Within a gap of a month, the district administration has again cleared fresh encroachments on the Rabindranath Tagore beach by razing about 15 huts. The officials removed the huts on Saturday. On June 15, the district administration had cleared the encroachments on the beach.

The officials removed the huts by fishermen at the beach behind the Divekar Commerce College. The clearing of encroachments began at around 8:30 am and lasted till afternoon. The fishermen were looked like mute spectators as their belongings were scattered near the huts. JCBs were engaged to clear the encroachments. However, the officials did not touch two two huts in which fishing equipment, including nets, were stocked. They told the fishermen that the district administration does not have objection if the fishermen used the huts to store equipment but the huts should be transparent.

The encroachments have been cleared as they have come under the coastal regulatory zone.

It may be recalled as on November 2,2014, the district administration cleared about 180 huts that were built by fishermen to keep fishing nets and other equipment.

- The general body meeting held this week in Karwar on Thursday decided to vacate the old fish market which is in unsafe state and construct a shed for meat sellers besides the temporary fish market.

Member Ganapati Ulvekar said that the District Science Centre has submitted a report stating that shifting the fish market near KEB office will not be proper. He demanded the meeting to give clear information to fish sellers about the place of the new fish market before the old fish market is closed down and shifted to temporary place as fish sellers might raise objection.

Replying to this, engineer Mohanraj said, that the builing of the fish market can collapse at any moment and it was better to first vacate it than thinking of the place of the new fish market. He said that the fish market will first be shifted to temporary place and later to other place after consultation.

: People of Uttara Kannada district, who were forced to run from pillar to post to lodge their grievances related to any government department, can now heave a sigh of relief. The district administration has launched a new project under which people can bring their grievances to the attention of the higher authorities through social messaging app Whatsapp.

Deputy Commissioner Ujwalkumar Ghosh initiated the project at a programme held as part of Digital India Week in Karwar on Monday.

Speaking after the launch of the programme, Mr Ghosh said that people can send their complaints and details of problems to the district administration on Whatsapp (Mobile No: 9483511015). Pictures and video clips related to the complaint can also be attached.

These messages will then be forwarded to the departments concerned so that they can solve the problem. These messages sent through Whatsapp will have legal value and the system has been introduced to address public problems in quicker and better manner.

Less paper office

Mr Ghosh also informed that the deputy commissioner's office in Karwar has been made 'less paper office' and this will help in keeping an eye on online maintenance of files. Slowly and steadily, the office will be turned into 'no paper office'. The process of turning into 'no paper office' will go on phase wise till October. These steps will help in increasing transparency and reducing corruption.

Responding to problems

Delivering the key note address, Additional Deputy Commissioner H Prasanna lauded the project of receiving complaints through Whatsapp as it will help people lodge complaints at any time of the day. After forwarding the grievances sent by people to the department concerned, details about the steps taken by the department to solve the problem will be sent back to the complainant on the same mobile number through Whatsapp.

Transparency

Speaking after inaugurating the programme, Zilla Panchayat Chief Executive Officer Ramprasath Manohar that the main aim of reducing use of paper and increasing use of computers in government offices is to bring in transparency in administration. The grievances received through Whatsapp will help officials to look into the matter immediately so that quicker solution can be provided.

Karwar: Minister for Ports Baburao Chinchansur, said his Department has prepared an emergency action plan of Rs 35 crore to prevent sea erosion temporarily.

He was speaking at a meeting with ministers, people's representatives and officials from the coastal districts at the Suvama Soudha in Belagavi on Tuesday. Chinchansur said the department has initiated measures to check further loss of lives and properties due to sea erosion. A team of officials has been formed to assess the loss and will submit a report at the earliest. "The CM will be approached to get funds released to take up relief works," Chinchansur added.

He said the loss due to sea erosion in Uttara Kannada, Dakshina Kannada and Udupi districts is pegged at Rs 35 crore. Chinchansur said Devbagh, Dandebagh, Mudaga, Manjugani, Harawada, Bhavikeri beaches in Karwar, Hubbanageri, Gokarna, Gangeholla, Ramanagundi beaches in Kumta taluk, Honnagadde, Tenginagundi, Talagodu, Mavinakurve Karikal, Mundalli, Jali, Pavinakurve beaches in Bhatkal taluk have been affected and temporary measures will be initiated at these areas.

He said that officials have been asked to act fast and go to the rescue of people.

Forest Minister Ramnath Rai, Health Minister U T Khader, MLAs Sharada Shetty and Ivan D'souza were present at the meeting.

- The district administration has prepared a report on the loss of lives, cattle, private and public properties and agriculture due to rain in the last month in Uttara Kannada district. The loss has been estimated at Rs 6.81 crore.

The district witnessed heavy rain from June 10th till recently. The department has also requested that the government to release Rs 7 crore to take up relief works and compensate the losses.

The report stated that compensation has been distributed to family members of seven people who died. Two people died in Karwar and Yellapur taluks and one each in Haliyal, Honnavar and Mundgod taluks. Each family has been given Rs 4 lakh and the total compensation amounts to Rs 28lakh.

The report also stated that five cattle head died in Mundgod taluk, seven in Haliyal and one in Yellapur taluk. Of these, compensation of Rs 1.12 lakh has been given to the owners of the seven cattle.

A total of 150 houses had collapsed in the district, seven in Ankola, 17 in Bhatkal, six in Haliyal, 22 in Honnavar, 11 in Karwar, 5 in Kumta, 3 in Mungdod, 18 in Siddapur, 38 in Sirsi, 11 in Joida and 12 in Yellapur.

Owners of 113 houses are eligible for compensation. The remaining 28 applications have been rejected. So far, Rs 7.60 lakh has been given to the owners of 53 houses.

A total of 21.06 hectares of horticulture land have been affected, and the loss is Rs 6.56 lakh. Crops grown on 37.47 hectares of agricultural land have also been damaged.

Regarding government properties, 177.5km of roads have been damaged and Rs 2.58 crore is required to repair them. Besides, 12 bridges in Yellapur, 7 in Sirsi, 1 in Bhatkal and 3 in Ankola have been damaged. This loss is estimated at Rs 64.30 lakh. Eight government buildings each in Yellapur and Sirsi taluks and three in Mungdod taluk are affected.

The report also stated that Dandebag, Devbagh and Harawad beaches have been affected by sea erosion and requested the release of funds. Rs 4 crore has already been released by the state government.

- Very few farming activities begin in Uttara Kannada, as monsoon has gripped Uttara Kannada district and has brought alive hopes of farmers.

Agriculture activities have revived and tanks are getting refilled with water. Waiting for a while for rain after preparing, the land for sowing, the farmers are expecting an good results if the climate will be normal.

Many farmers in Uttara Kannada district are giving up agriculture and the number of people involving in agriculture activities has been decreasing day-by-day. The number of farmers engaged in agriculture is the least in Karwar taluk.

People are moving away from agriculture and migrating in search of jobs.

The stock of paddy and maize seeds is sufficient in the district. There was demand for nearly 7,000 quintal paddy seeds and of this, 4,400 quintal has been supplied. Of this, a 3,050 quintal seed has been distributed.

There is demand for 1,500 quintal maize seeds and of this, 637 quintal has been supplied. 421 quintal of this has been distributed. 9,982 farmers have got the seeds.

"The small amount of rain has made the land suitable for sowing. But the rain must continue so that the crops grow", said farmer Timmu Murthy from Kinder, Karwar.

Joint Director of Agriculture Honnappa Govind Gowda also said that agriculture activities have gained momentum in the district and the stock of seeds is sufficient.

- The construction work of expanding the Karwar kodibag main road, a few properties belonging to private parties were been demolished hence the Court issued notices to 27 officials including DC, SP and other government officials.

Challenging this move, advocate G T Naik had filed a contempt of court petition. Admitting the case, JMFC Judge Devendra Pandit has issued notices to 27 officials including "Deputy Commissioner, Assistant Commissioner, Suprintendent of Police, Tahsildar, DySP, CMC commissioner and others. The officials have been asked to give explanation and adjourned the case to June 27.

Mr Hegde stated that he is not against the Karwar-Kodibag road expansion. The court had directed to restrict the road expansion to 14 meters. However, the officials are violating this order and have reportedly demolished the compound wall of advocate Naik. No officer can take decision against the law, he added.

Lashing out at the officials, advocate K R Desai stated that a few officials are behaving like dictators and this is against the democratic setup. The officials are snatching away the rights of the common man in protecting his property. In this way, the officials are violating human rights, he charged.

It is believed that if a higher court do not put stay on this lower court's order then it will be the first case of its kind where the Deputy commissioner and Superintendent of police have to attend in the court as defendants.

: Deputy Commissioner Ujjwalkumar Ghosh has stated that the blueprint for the development of the Ravindranath Tagore beach is being prepared under the coastal circuit project.

He noted this while speaking at the tourism development committee meeting held at his office in Karwar on Wednesday.

Plans are afoot to develop the coastal line rom London Bridge up to Kali River. A full fledged tourism information center, guest's houses for the tourists to stay, garden, walling path of three km, hotels, amusement park, painting and other creative works would be taken up. Toilets and other basic facilities would also be taken up, he added.

Efforts are on to identity tourism places in the district. The proposal to develop the places would be kept before the government during the tourism meets to be held in September. Already, the roads connecting to the tourist destinations are being identified and developed near the Jog falls, 1.27 gunta lands belonging to PWD is available. Here, basic facilities would be constructed or the tourists. A views gallery would also come up to attract the tourists, he added.

For smooth flow of traffic at Gokarna and Murdeshwar, roads should be developed. Directions would be given to construct a double-road from Gokarna highway to the town. To construct a tourism plaza at Dandeli, a model is being prepared. He directed the officials to submit action plan or construction of interpretation center at 20 gunta land belonging to Tourism Department in Sirsi, Road construction work till Mirjan Fort.

Karwar: Rain receded in Uttara Kannada district on Thursday leading the Arabian Sea continued to roar as a result, sea erosion was seen at many places in the district because of huge waves .

Due to rain and water logging, some places were filled with rain water . Few roads and streets were damaged and filled with water, because of which the people had to face a lot of inconvenience.

Following rain, more than 50 trees in Devbag resort near Karwar were uprooted. A cottage faced damage when a tree fell on it. Sea erosion was also seen at some places at Davebag, Majali, Chittakul in Karwar taluk.

In the last 24 hours, the district received total of 332.3mm rain. Ankola received 8.2mm, Bhatkal 11.6mm, Haliyal 8.2mm, Honnavar 10.9mm, Karwar 5.4mm, Kumta 15.8mm, Mungdod 20.8mm.

An mishap took place today morning in Karwar, during the karwar-kodibag main road expansion work was in progress.

While demolishing the old tourism office beside international hotel, the roof of 1st floor collapsed down while the jcb operator was demolishing the extra portion of the building which fall under the main roads final declared widening.

The jcb operator was trying to demolish the extra portion of the building which was 2.8 mtr outside but suddenly the entire roof of the 1st floor collapsed down from the center as the building was also too Old. This has incurred a huge loss for the trader's who have their shops in the building.

Karwar-Kodibag Anti-Road Widening Committee President G T Naik said that road widening work on Karwar-Kodibag is causing lot of inconvenience to people and traders, as the administration has not followed rules while widening the road. in the name of development now it's bringing people literally on road.

Whose development is this? He asked. It is not right and demanded that the government should pay them compensation according to the Land Acquisition Bill.

The demolition work is still going on now, as the monsoon is fast and the shop and house owners have nowhere to go.

: The Department of Fisheries banned fishing by mechanised boats from June 1 to July 31 across the Karnataka coast. The ban has been imposed to facilitate the breeding of fish during the monsoon.

According to a press release, all kinds of trawlers and conventional boats retrofitted with engines with more than 10 HP capacity are prohibited from venturing into the sea and carry on fishing activities. Similarly, use of nets and other similar equipment to catch fish has been banned.

The ban has been enforced as per the Karnataka Marine Fishing (Regulation) Act.

Besides this, the Union Ministry for Agriculture, Animal Husbandry and Fisheries has also banned fishing by mechanised boats in all coastal States of the country from 12 to 200 nautical miles in the sea. It had thus, implemented a uniform ban for all coastal States.

Fishermen and fishing boats violating the ban would be penalised as per the provisions of the Act. Besides this, they would also become ineligible for getting subsidised diesel for one year. All fishermen had been urged to follow this directive and cooperate with the government.

This will help the students who want to pursue their higher education in Karwar and build the carrier of their choice by choosing the education stream they wish to go in for.

Higher Education and District In-charge Minister R V Deshpande stated that the building construction work is fast progressing and the new medical college would start functioning from next academic year. The construction of the medical college building would complete in December. All efforts are being made to provide basic facilities to the medical college. The old structures in the medical college campus would be demolished, he added.

The engineering college building work at Majali is moving at a snail pace and this should be completed within set deadline. eight crore have been sanctioned for the government polytechnic and works off two crore is already completed. The remaining funds should be utilised judiciously, he said.

The government has decided to give autonomous status to the Government Arts & Science College. Accordingly, a sum of one crore is given to enhance educational facilities here, he added.
