With the opening of the new Subclass 491 Regional Work visa only a day away, the Australian States and Territories are getting ready for the influx of EOI applications expected after 16 November.

The following information has been made available so far.

Victoria
The Victorian Government will accept applications for state nomination for the 491 visa from 9am on Monday 18 November 2019. There is no fee to apply for nomination, and they can use any occupation on the Immigration skilled occupation lists.
However, all applicants for the 491 visa are required to provide evidence of a current job offer in their nominated occupation, located in regional Victoria. Evidence of the employment offer, business operations, recruitment efforts, and genuine need must be provided with the application for state nomination.

Queensland
The state nomination program for General Skilled Migration remains closed, with advice that this will reopen 'in the coming weeks'. A number of occupations have been removed from the QSOL, including:

The requirements for state nomination for the 491 visa are not yet available, but should appear shortly after 16 November.
From this date, applicants for both the 491 and 190 visa will be required to pay a $220 (incl. GST) application fee for nomination applications. This must be made via credit card (Visa or Mastercard) and is not refundable regardless of application outcome.

South Australia
Migrate SA closed their state nomination system for 190 visas from 11am on 15 November 2019, in order to make changes for the 491 visa. The system will reopen in the first week of December (exact date to be determined). Applicants for the 491 visa will open at the same time.
Further information will be published in late November.

New South Wales
The NSW Government states that it will 'shortly advise' when they will open for 491 nominations, however, Regional Development Australia Northern Inland NSW, one of the regional bodies of the NSW State Government announced in a recent newsletter that a start date for 491 nominations 'will not begin until early 2020, hopefully January'.
Specific details regarding eligible occupations and postcodes designated as regional areas will be also released in due course.

Northern Territory
The Territory page states that the 491 nomination system will be available from 16 November 2019, however, no further information on this process is available at the time of publishing.
Western Australia
The WA government has advised that EOIs for the 491 visa can be submitted from 16 November, however, the invitation process will not commence until 21 November 2019.
Australian Capital Territory
The ACT has advised that applications for nomination can only be submitted from 1 January 2020. This is following a release of new eligibility criteria for both the 491 and 190 visas, due on or before 28 November 2019.

VIC 491 State Nomination Requirements have been published!!

People working in a nominated occupation on the Visa Nomination Occupation Lists are eligible to apply.
Obtain a suitable skills assessment for that nominated occupation.
Must have a Job Offer for 12 months contract in Regional Victoria OR Have ongoing full time employment in the nominated occupation.
*Full time work is considered as 38 hours
*The Employer must be operating in Regional Victoria for 2 years.
Not yet turned 45.
Achieved the required points test score.
Meet the English Language requirement as specified on the Visa Nomination Occupation Lists.
Meet all other Visa nomination eligibility requirements.

Applications will open on 18th November at 9am!!!!

Alert Applications for Victorian nomination under the Skilled Work Regional (Provisional) (subclass 491) visa program will open from 9am Monday 18 November 2019. It is free to lodge a Victorian nomination application.

The main demographic cohort of new students for Canada’s universities and colleges (Canadians between the ages of 18-24) has declined due to the country’s low birth rate. This means Canadian educational institutions will continue to rely on international students to sustain their operations.

One thing to look out for is whether Canada becomes more successful at diversifying its international student source countries.

Currently, 54 per cent of international students arrive from India and China. (See Table 1). Diversification is important because it helps Canada build economic and social ties with the rest of the world. It also reduces the risk for Canadian universities and colleges in the event more Indian and Chinese students choose to remain at home in the future or study in other countries instead.

The federal government’s new international education strategy for 2019-2024 seeks to welcome more international students from 11 priority countries. (See Table 2).

In 2018, nearly 60,000 people from these countries began to pursue their education in Canada. These students comprised 16 per cent of all new international students— a figure that has remained steady in recent years.

Canada is currently attractive due to its weak dollar. While international student tuition is higher than tuition paid by Canadian students, it is globally competitive compared with paying tuition and living expenses in the likes of American dollars, British pounds, and Euros.

The main reason international students come to Canada, according to the Canadian Bureau for International Education (CBIE), is the quality education provided by Canada’s universities and colleges.

The second major factor is Canada’s reputation as an open and welcoming society towards newcomers. This provides Canada with a significant advantage during these times of rising anti-immigrant sentiment in other western countries.

Canada’s advantage is also due to the comprehensive study-work-immigrate package that it offers international students.

Unlike other countries, Canada allows international students to work part-time during their studies so that they can support themselves financially.

After completing their Canadian education, they are eligible for a Post-Graduation Work Permit (PGWP) that enables them to stay in Canada and pursue full-time employment opportunities for up to three years.

International students who want to settle in Canada are awarded extra points through the federal Express Entry system and also have numerous provincial immigration pathways available to them.

This competitive package makes sense on a number of fronts:

Canada needs immigrants given its ageing population and low birth rate. Statistics Canada research shows that international students who become immigrants succeed in the labour market since they are young, well-educated, have Canadian work experience, and speak English and/or French fluently. Research suggests that half of Canada’s international students hope to eventually build a life in the country.
Canada’s approach towards international students recognizes they can benefit smaller communities. International students already living in a smaller community build connections there and are more likely to stay than individuals without ties to the community.
