Housing prices appreciated in 18 major cities by up to 3.9 percent in April-June over the preceding quarter while property rates fell in six cities including Delhi, according to National Housing Bank (NHB).

In the national capital, housing prices dropped by 3 percent during the first quarter of this fiscal compared with the January-March 2014.

Maximum price increase was witnessed in Pune by 3.9 percent, while Chandigarh saw highest fall of 4.4 percent, according to NHB’s ‘RESIDEX’.

NHB had launched housing index ‘RESIDEX’ in July 2007 to track the movement of housing prices on a quarterly basis. It currently covers 26 cities. Prices in two cities — Hyderabad and Raipur — remained stagnant.

“The movement in prices of residential properties for the quarter April-June, 2014 has shown marginal increasing trend in 18 cities ranging from 0.5 percent in Bhubaneswar to 3.9 percent in Pune, and fall in 6 cities ranging from -0.5 percent in Lucknow to -4.4 percent in Chandigarh in comparison to the previous quarter January-March, 2014,” NHB said in a statement.

The appreciation in property prices in majority of cities tracked by NHB comes at a time when the domestic real estate sector is reeling under a lingering slowdown for last 2-3 years.

Maximum increase was observed in Pune (3.9%) followed by Coimbatore (3.5%), Indore (3.3%), Guwahati (3.2%), Patna (2.7%) and Kolkata (2.4%).

Housing prices appreciated in Ahmedabad by 1.91%), Vijayawada (1.88%), Mumbai (1.75%), Chennai (1.72%), Ludhiana (1.4%), Bhopal (1.3%), Kochi (1.2%), Jaipur (0.99%), Faridabad (0.96%), Bengaluru (0.93%), Nagpur (0.6%) and Bhubaneswar (0.5%).

“Six cities have shown decline in prices over the previous quarter with maximum fall observed in Chandigarh (-4.4%) followed by Meerut (-3.6%), Delhi (-3), Surat (-2.4 %), Dehradun (-2.1%) and Lucknow (-0.5%),” NHB said.

The Residex for the quarter April-June, 2014 has taken into account the price trends for residential properties in different locations and zones in each city and is based upon the transaction data received from Central Registry of Securitisation Asset Reconstruction and Security Interest of India (CERSAI).

The data based on actual transactions are put through a model that depicts the trend in the market, NHB said.

The Lucknow Metro Rail, a flagship project of Uttar Pradesh Chief Minister Akhilesh Yadav, is all set to boost the local realty space. After a long delay, the Metro Rail project has gathered steam with actual groundwork, taking off near Lucknow Airport. While the metro project would impact realty sector in the city, the immediate benefits would be felt in the periphery of metro stations which are being planned on Lucknow-Kanpur highway.

“The project has its influence zone spanning the metro route and the connecting stations. It would give a special push to real estate on the Lucknow-Kanpur highway and the adjoining areas''.

It is estimated that projects spanning almost 2,000 acres could be launched near metro routes, in the next five years, to cater to the rising demand for residential and commercial properties. The project would spur local realty prices by almost 20 per cent depending upon the distance from metro stations and route. “Areas near metro stations would see tremendous demand and price hike both in terms of residential as well as commercial projects,”

Lucknow has been a preferred destination for real estate investors and developers due to good connectivity, infrastructure, industry, education and health care.
Metro project amply showed Lucknow had arrived on the national map and, hence, the increase in interest for people living outside to invest in the city. Lucknow Metro is proposed in two North-South (NS) and East-West corridors. The 23-km NS corridor would be been undertaken in the first phase and is estimated to cost over Rs 7,000 crore.

Lucknow Metro Rail Corporation (LMRC) is targeting to complete the corridor’s railroad section, covering about 8 km between Transport Nagar and Charbagh railway station by December 2016.

Since, Assembly polls are due before May 2017, the ruling Samajwadi Party wants the metro project on track to showcase it as a success story.

The hitherto neglected Lucknow-Kanpur region is waiting in wings to soar on the realty boom on the back of Lucknow Metro and other infrastructure projects.

Though Lucknow is witnessing a lot of development in the residential sector with several multi-storey apartments, villas and independent houses under townships and gated communities, plots still remain the most supplied and demanded in the city.
“Plots are still in demand because they are available and affordable. However, once the number starts decreasing, like it happened in Delhi (Ncr), Mumbai or any other metro city, people will shift their focus to other types of property.”
“Plots are the most demanded property type because people are still inclined towards constructing their own house. Developers provide what is being demanded. Land parcels are still affordable so they can earn profits,” she adds.
However, some of the popular destinations for plotted development fall in the outskirts of the city. “Land within the city has already been consumed and whatever is left is priced very high. Hence, both developers and buyers are shifting their focus towards the outer areas where the prices are comparatively affordable and plots or land parcels are still available”.
According to the Magicbricks data, localities with the maximum supply of plots are Faizabad Road, Raibareli Road, Sultanpur Road, Gomti Nagar, Deva Road, Kanpur Road and Kursi Road.
All areas, except Gomti Nagar, are still in the development phase. Social and physical infrastructure is still developing. “People looking to invest or those having 5-6 years of horizon before constructing their house should buy plots here. Once the infrastructure is developed, prices will increase which will benefit investors while it will become habitable for those who want to reside,” .
“About 80 per cent buyers are locals while the remaining are people from outside the city. These constitute those who want to retire here in future and those who want to earn profit. At present, investors are more than the end-users,”
Plots within the city limits are approved by the Lucknow Development Authority (LDA), while others are approved by the Zila Panchayat. The major difference between these is the price and the amenities offered. "LDA has set guidelines under which a developer has to provide all the basic facilities, while Panchayat approved plots do not have such guidelines. However, developers still provide facilities like drainage system, water and electricity, parks, etc in the Panchayat approved plots to match the competition,” .
Though the infrastructure is still developing the area is well connected. Government, private buses, auto-rickshaws and other private vehicles provide easy commute to these areas. The proposed metro will either pass through or be close to most of these localities.
