Maharashtra to implement Rural Livelihood Mission scheme

Mumbai: Maharashtra Government has decided to implement the National Rural Livelihoods Mission (NRLM) in one district of each revenue division, where the Human Development Index is the lowest.

Chief Minister Prithviraj Chavan told reporters after the weekly cabinet meeting that the scheme would be implemented in the rest of the districts in a phased manner.

The NRLM, earlier called Swarnajayanti Gram Sawayam Rojgar scheme, is 75 per cent centrally-funded.

A state-level committee (to be headed by the Chief Minister) as well as district-and taluka-level committees would be set up to oversee the implementation of the scheme.

NRLM would cost Rs 400 crore, of which Rs 300 crore would come from the Centre.

In the next seven years, the NRLM would work to provide assured livelihood to 45 lakh rural BPL families.

The state cabinet today also approved a proposal to amend the Mumbai Grampanchayat Act of 1958, removing the condition of submitting caste validation certificate for contesting from reserved constituencies.

The Chief Minister said the government has decided to provide 50 per cent reservation for women in local bodies; and 1,416 gram panchayats would go to the polls in the next three months, where this quota would be implemented.

To enable women from SC, ST and other backward castes to contest these polls, the mandatory caste certificate would not be necessary while filing nominations, Chavan said.

Candidates will have to submit a proof of application to the caste validation committee at the time of filing nominations; the caste certificate will have to be submitted within four months of completion of the election.

The cabinet today also decided to allow payment of stamp duty through e-challan by amending the Mumbai Court Fee Act, 1959. "This is an easy and secure way which will save time and money of the citizens," Chavan added.

When asked about current status of Jaitapur nuclear project, the Chief Minister said that following a clear statement from the Prime Minister's Office, there was no need to add anything.

Ex-gratia package for farmers in Jaitapur area would be announced soon, he said.
