Stakeholders Unite at SGCCI to Discuss the Impact of Mandatory ALMM List-II (Solar Cells)
A productive and thought-provoking meeting was held at the Southern Gujarat Chamber of Commerce & Industry (SGCCI), bringing together key stakeholders from the solar industry, including industrialists, EPC contractors, solar module manufacturers, project developers, and industry associations.
The meeting focused on the MNRE Office Memorandum mandating the implementation of ALMM List-II (Solar Cells) with effect from 01.06.2026 and its far-reaching implications for India's solar manufacturing ecosystem.
The participants expressed serious concerns over the current domestic availability of DCR-compliant solar cells, which remains significantly lower than the country's installed module manufacturing capacity. While the industry wholeheartedly supports the Government's vision of "Atmanirbhar Bharat" and indigenous manufacturing, the existing supply-demand gap could severely impact project ex*****on, manufacturing operations, investments, employment, and India's renewable energy targets.

✅ Potential disruption to C&I, Open Access, Group Captive and utility-scale solar projects.
✅ Risk to investments, employment, and business continuity of standalone solar module manufacturers and EPC companies.

✅ Inclusion of all stakeholders, especially module manufacturers, in future policy consultations.
The stakeholders unanimously resolved to **take up this critical issue with the Prime Minister's Office (PMO), the Ministry of New & Renewable Energy (MNRE), and NITI Aayog**, seeking their urgent intervention for a balanced and practical policy approach. The industry will request a **phased implementation/transition period** based on actual domestic solar cell production capacity, ensuring that the objectives of *Atmanirbhar Bharat* are achieved without jeopardizing existing investments, employment, or the nation's ambitious renewable energy targets.
The meeting concluded with a collective commitment to work collaboratively with the Government and policymakers to develop sustainable, practical, and industry-friendly solutions that strengthen India's domestic solar manufacturing ecosystem while ensuring uninterrupted growth of the renewable energy sector.
