در همایش روز جهانی استاندارد، از شرکت بیکران راهکار سعادت به عنوان مرکز نمونه تایید صلاحیت شده تقدیر به عمل آمد.

از یک سو، این دیدگاه وجود دارد که سازمان‌ها به این دلیل ایزو 14001 را اتخاذ می‌کنند که با قانونی‌سازی اقدامات زیست‌محیطی خود در برابر دیدگاه دیگران به منافع حاصل از عملکرد نمادین دست پیدا کنند و از سوی دیگر، دلایل اصولی استفاده از این استاندارد (مثلاً، بهبود کارآیی فرآیندهای اقتصادی و زیست‌محیطی) بیشتر دلایل ابزاری جهت دستیابی به پیامدهای عملیاتی بهتر در نظر گرفته می‌شوند.
دو مسیر برای تحقق استانداردسازی وجود دارد: 1) سازمان‌ها شیوه‌های فعلی خود را تغییر می‌دهند و لذا عملکرد داخلی خود را بهبود می‌بخشند یا 2) سازمان‌ها نحوۀ ارائۀ شیوه‌های خود را تغییر می‌دهند و در نتیجه ادراک دیگران از عملکرد خود را بهبود می‌بخشند. بنابراین، هرچندکه اعطای مجوز بیرونی به استانداردها در ارزیابی این موضوع نقش دارد که "واقعاً چه کاری انجام شده است"، ولی در واقع این کار مبتنی بر "گفته‌ای که به عمل درآمده است"، می‌باشد. از این حیث، از دو دیدگاه به عملکرد نگاه می‌شود. در دیدگاه اول، عملکرد به عنوان پیامدهای زیست‌محیطی و مالی در سطح شرکت در نظر گرفته می‌شود که حاصل بهبود کارآیی‌های عملیاتی هستند، در دومین دیدگاه، عملکرد به عنوان سازه‌ای با اجزاء بیرونی در نظر گرفته می‌شود. اما تفکیک ابعاد داخلی و بیرونی عملکرد زیست‌محیطی در عمل کار سختی است و برخی معتقدند که اتخاذ ایزو 14001 حاصل انگیزش‌های نمادین و اصولی است .

تفاوت میان ایزو ۲۲۰۰۰ و طرح تجزیه و تحلیل نقاط بحرانی ( iso 22000 & HACCP )
علاوه بر این واقعیت که HACCP یک سیستم ایمنی مواد غذایی و ISO 22000 یک استاندارد سیستم مدیریت ایمنی مواد غذایی است، اختلافات بین این دو شامل موارد زیر است:

• ISO 22000 امکان توسعه سیستم مدیریت ایمنی مواد غذایی توسط کارشناسان بیرونی برای هر شرکتی را فراهم می‌کند و این شامل پیاده سازی و تأیید کلیه یا بخشی از فعالیت‌های مشمول این سیستم می‌باشد.

• ISO 22000 همچنین به اصول خوب در بخش‌ها و قوانین بهداشت عمومی که توسط Codex Alimentarius منتشر شده است، اشاره می‌کند.

• طبق ISO 22000 علاوه بر ارتباطات داخلی، ارتباطات خارجی نیز شرط ایجاد، اجرا و به روزرسانی FSMS هستند.

• ISO 22000 برای ارزیابی خطرات شناسایی شده ایمنی مواد غذایی نیاز به تجزیه و تحلیل ریسک دارد.

• ISO 22000 مستلزم مستندات برنامه‌های پیش نیازی تولید است.

• HACCP از مفهوم سنتی تقسیم اقدامات کنترل به دو گروه استفاده می‌کند: پیش نیازها و اقدامات اعمال شده در نقاط کنترل بحرانی (CCP). در مورد ISO 22000، این مفاهیم با اضافه کردن گروهی از اقدامات کنترلی به نام برنامه های عملیاتی پیش‌نیازی تولید (oPRP) به صورت منطقی سازماندهی مجدد می‌شوند.

• ISO 22000 همانند نقاط کنترل بحرانی به سیستم نظارت و برنامه‌ریزی اقدامات اصلاحی احتیاج دارد.

• ISO 22000 با توجه به نتیجه نظارت بر OPRP ها و برنامه HACCP نیاز به تجزیه و تحلیل و بهبود دارد.

• ISO 22000 همچنین نیاز به بررسی و شناسایی مشخصات، فرمول بندی و مبدا ورودی و محصولات نهایی دارد.

• ISO 22000 فعالیت‌های تأیید صحت و اعتبار سنجی را مجزا و روشن می‌کند.

• کنترل آلرژن یک برنامه پیش نیاز مورد نیاز در ISO 22000 است. اما در HACCP ذکر نشده است.

• ISO 22000، اصطلاحات جدیدی ایجاد کرده است، مانند «محصول بالقوه ناایمن» و اصطلاح «برداشت» برای فراخوان محصول و فعالیت‌های فراخوان محصول.

• ISO 22000 به بهبود و به روزرسانی مداوم سیستم مدیریتی نیاز دارد.

صنایع غذایی در سراسر جهان در رابطه با ایمنی مواد غذایی با چالش‌های زیادی روبرو هستند. مطالعات و تحقیقات بسیاری برای تعیین موانع اصلی اجرای HACCP و ISO 22000 انجام شده است. در نتیجه، اکثر مطالعات به این جمع بندی رسیده‌اند که عدم درک HACCP و سایر فرآیندهای سیستم‌های مدیریت ایمنی مواد غذایی یکی از موانع اصلی اجرای یک FSMS موثر و پایدار است.

معرفی استاندارد ایزو ۲۲۰۰۰ (ISO 22000)
در اوایل دهه ۲۰۰۰، چندین استاندارد توسط سازمان‌های خصوصی و ملی مختلف در سراسر جهان تدوین شد. این امر وقتی شرکتها با استفاده از کدهای داخلی خود برای ممیزی تأمین‌کنندگان‌شان اقدام به استفاده از آنها کردند پیچیدگی‌هائی را به وجود آورد. معیارهای مختلف ممیزی، تحقق کلیه الزامات موجود در بازار جهانی را برای تأمین‌کنندگان تقریبا غیرممکن کرد.

در سال ۲۰۰۱، سازمان بین المللی استاندارد سازی (ISO) شروع به کار بر روی استانداردی قابل ممیزی برای سیستم مدیریت ایمنی مواد غذایی (FSMS) کرد. این استاندارد بین المللیFSMS ، معروف به ISO 22000، سرانجام در تاریخ ۱ سپتامبر ۲۰۰۵ منتشر شد. این استاندارد چارچوبی است که ترکیبی از برنامه های پیش نیاز، اصول HACCP و مراحل کاربردی را که توسط کمیسیون Codex Alimentarius شرح داده شده است و عناصر استاندارد ISO 9001:2000 را ترکیب می‌کند.

طی دو سال، این استاندارد در بیش از ۲۰ کشور توسط سازمان‌ها به عنوان گزینه‌ای برای بیش از ۲۰ طرح ایمنی مواد غذایی که شرکت‌های جداگانه در این بخش برای ممیزی تأمین‌کنندگان خود تهیه کرده‌اند، به کار گرفته شده است.

ISO 22000 قصد دارد الزامات سیستم مدیریت ایمنی مواد غذایی را که شرکت‌ها برای رعایت مقررات ایمنی مواد غذایی در سراسر جهان باید رعایت کنند، تعریف کند.

ISO 22000:2005 در خصوص ایمنی مواد غذایی رویکرد زنجیره غذا را اتخاذ می‌کند. این استاندارد مجموعه‌ای از الزامات عمومی مدیریت ایمنی مواد غذایی را تعریف می‌کند که نه تنها برای تولید‌کنندگان و سازندگان مواد غذایی، بلکه برای کلیه سازمان‌هایی که در زنجیره تأمین مواد غذایی مشارکت دارند صادق است.

ISO 22000 الزامات مربوط به FSMS را مشخص می‌کند که عناصر اصلی زیر را برای اطمینان از ایمنی مواد غذایی در طول زنجیره غذایی ترکیب می‌کند:

– ارتباط تعاملی. ارتباطات در طول زنجیره غذایی برای اطمینان از شناسایی همه خطرات مربوط به ایمنی مواد غذایی و کنترل کافی در هر مرحله در زنجیره غذایی ضروری است. این به معنای ارتباط بین سازمان‌ها در زنجیره غذایی، هم به بالادست و هم به پایین دست است.

– سیستم مدیریت. ISO 22000 را می‌توان مستقل از سایر استانداردهای سیستم مدیریت استفاده کرد. اجرای آن می‌تواند مطابق با الزامات سیستم مدیریت مرتبط موجود باشد، در حالی که سازمان‌ها می‌توانند از سیستم‌(های) مدیریت موجود برای ایجاد سیستم مدیریت ایمنی مواد غذایی که مطابق با الزامات ISO 22000 باشد استفاده کنند.

– اصول HACCP و برنامه‌های پیش نیاز.ISO 22000 اصول سیستم تجزیه و تحلیل خطرات و کنترل نقاط بحرانی (HACCP) را ادغام می‌کند و با استفاده از الزامات ممیزی، برنامه HACCP را با برنامه‌های پیش نیازی تولید(PRP) ترکیب می‌کند. برنامه‌های پیش‌نیازی تولید شامل کلیه شرایط و فعالیت‌های اساسی برای حفظ محیط بهداشتی در سراسر زنجیره غذایی است که برای تولید، استفاده و تهیه محصولات نهایی ایمن مناسب است.
