The systematic failure to respect statutory time limits for the issuance and renewal of PDS represents a structural policy problem rather than an administrative anomaly. Persistent delays undermine legal certainty and result in a de facto suspension of fundamental rights, including access to work, healthcare, housing, and education.
This situation is driven by fragmented institutional responsibility, weak accountability mechanisms, and insufficient coordination between central authorities, under the Minist@ dllInterno and local police headquarters such as the Quest di Bologna, and municipalities that absorb the social and economic consequences.
Policy intervention should prioritize restoring compliance with legal deadlines, ensuring continuity of rights during administrative delays, strengthening transparency and accountability, and improving inter-institutional coordination to reduce the broader social and economic costs of delayed residence permits.
