Participating in the Asian Development Bank Annual Conference ( ) in Milan provided an excellent opportunity to engage with partners and stakeholders from around the world.

We were pleased to meet Kilisitina Moala-Tuaimei'api, CEO of Ministry of Finance Kingdom of TONGA, and Makeleta Taulangovaka Siliva, Deputy CEO of the Treasury Department. Paola Ceresa and Makeleta Siliva first connected during RED’s in-country technical assistance missions to Nuku’alofa (May 13–17, 2024) and Vava’u (September 23–27, 2024), part of a World Bank Pacific / (Global Facility for Disaster Reduction and Recovery) program to develop an outer-island DRM plan.
We look forward to further collaboration and to contributing to advancing Tonga’s DRM agenda. Thank you Kilisitina Tuaimei'api and Makeleta Siliva for the fruitful discussion during 2025.

🌍 This week, our Director Fagà and Project Manager Paola Ceresa are attending the 58th Annual Meeting of the Asian Development Bank(ADB), held in Milan from May 4 to 7, 2025.
Under the theme “Sharing Experience, Building Tomorrow”, the event brings together over 5,000 participants, including representatives from 69 member countries, the private sector, civil society, and academia. It's a unique opportunity to engage with diverse stakeholders, gather insights, build connection and collaborate on building a more resilient future, capable of withstanding the impacts of extreme events and climate change.

📣 Our paper on large-scale flood risk assessment in Central Asia is now published!
This work is part of the "Strengthening Financial Resilience and Accelerating Risk Reduction in Central Asia" ( ) programme, created by the European Union, in collaboration with the World Bank Europe and Central Asia and Global Facility for Disaster Reduction and Recovery (GFDRR), to enhance disaster and climate resilience across the region.

Under the SFRARR programme was developed the “Regionally consistent risk assessment for earthquakes and floods and selective landslide scenario analysis” project, led by RED and supported by a consortium of national and international partners.

The target countries of this programme are , , , and .

This article presents the data, model, methodology, and results for the five Central Asian countries of the flood risk assessment, which represents the first high-resolution regional-scale transboundary risk assessment study in the area aiming to provide tools for decision-making.

With the support of our local partners, we recently completed the first phase of the World Bank Kyrgyz Republic-funded project "Enhancing Resilience in Kyrgyzstan - ERIK", "Development of insurance (financial) module with probabilistic earthquake risk model run for the insurance market of the Kyrgyz Republic".
As part of it, we organized a two-day workshop and training sessions from December 4 to December 6, in Bishkek, to build capacity among key local stakeholders in effectively using the project outputs and tools. Representatives of the Market Regulation and Supervision Service under the Ministry of Economy and Commerce of the Kyrgyz Republic and representatives of the insurance attended the workshop sessions to understand the background and technical aspects of the Financial Module tool, followed by hands-on training sessions to apply the financial module in their insurance sector.
We are now launching a one-year support and maintenance phase to provide continued technical support to the Government of Kyrgyz Republic and ensure the successful implementation and utilization of said financial module.
Thrilled to contribute to the development of sustainable risk management practices in Kyrgyz Republic and look forward to ongoing collaboration with local key stakeholders.

In collaboration with the National Emergency Management Office - NEMO Tonga (NDRMO), Ministry of Meidecc - Tonga, we recently joined with the World Bank Pacific to organize a technical mission to Nuku’alofa and Vava’u, Tonga, from September 23 to 27, 2024. This mission is part of ongoing technical assistance focused on Disaster Risk Quantification, Financing, and Policy Reforms for resilience in Tonga, with support from the Global Facility for Disaster Reduction and Recovery (GFDRR).
The mission aimed to present findings from a multi-hazard risk assessment (MHRA) and gather valuable stakeholder input to help shape the Disaster Risk Management (DRM) Plan for Vava’u. Workshops in both Nuku’alofa and Vava’u brought together key voices from local government, NGOs, the Church, and other community organizations.
Putting the people of Tonga at the centre of our work, we continue to support the World Bank in providing evidence-based tools and recommendations to help the NDRMO draft a comprehensive DRM Plan for Vava’u.
It’s been a great privilege to take part in this mission and contribute towards resilience building in Tonga! We thank the NDRMO for hosting our team, Ettore Fagà and Paola Ceresa, in Tonga.

In collaboration with the National Emergency Management Office - NEMO Tonga(NDRMO) of Tonga, we recently worked with the World Bank Pacific in organizing a successful workshop in Tonga for the Technical Assignment titled "Vava’u Disaster Risk Quantification and Policy and Investment Needs Assessment", funded by the Facility for Disaster Reduction and Recovery ( ).

The workshop aimed to bring together various government and non-government stakeholders to disseminate the intermediate findings of our assignment. This included progress, findings, and further actions on the Vava'u Multi-Hazard Risk Assessment and the Vava'u DRM Plan. We also discussed the current efforts of the Government of Tonga (Tonga Gov Portal) towards reducing disaster risks, as mandated by the recent DRM Act 2021 and the DRM Policy Framework 2023-2030 that calls for island- and village-level DRM Plans to be developed.

In addition, we conducted stakeholder consultations to gain insights into the local context, validate our model assumptions, and fill knowledge gaps. This collaborative approach ensures that our efforts are well-informed and aligned with the needs of the community.

Our Raymundo Parra is now in Massa for a 2-days SCORE H2020 Project workshop working with the Coastal City Living Lab ( ) core team on the assessment of Ecosystem-Based adaptation Approaches ( ), and also providing the local stakeholders with an overview of financial resilience strategies to be implemented by the Massa CCLL.

We are confident that through first person interaction with local stakeholders and leveraging on state of the art risk modelling, mitigation and financing approaches that are being implemented in the SCORE project, it will be possible to improve the resilience of European coastal cities!
