SPL were appointed as Client Representative by the States of Jersey Education Department on the Construction of a new block comprising four classrooms, toilets and stores within the grounds of Victoria College. The Works had to be organised and co-ordinated to ensure minimum disruption to College operations throughout the Term times, with particular regard to movement of students through the site, requiring close liaison between the College, contractor and client at all times. SPL identified key risks to the College, students, client and contractor, establishing and organising enabling works, temporary works and phasing of the contract in agreement with the College and clients to minimise and eliminate these risks. The Contract was delivered on time and in budget.

As a RICS accredited Chartered Quantity Surveying Practice, Cost Management is a base service offered by SPL from Inception/ Feasibility to Final Account and costs in use. SPL believe Clients should be fully informed of their financial commitments at all stages of the process, both pre-contract and post contract. SPL consider Value Engineering is not a reactive action but a core part of the quantity surveyors duties as a key member of the professional team ensuring best practice at all times to achieve a quality product for our clients. Post-contract, SPL operate on the basis of a “rolling final account” agreeing the cost of variations as works proceed, feeding into Financial Reports so that Clients are fully aware of their commitments at all stages of the development. SPL have extensive experience on contracts with clients including Education, Sport and Culture, Airports, Housing, Commercial Clients, Retail Clients, and Private Clients

SPL have been appointed to provide professional services in an expert capacity on defective works and disputes whether in terms of advice on options open to the client in regard to potential actions and procedures to address defective works; management of the identification of the causes, remedial works and responsibilities in regard to defective works (production of Scott Schedules); expert advice (Reports) on the estimated cost of remedial works; reviewing claims associated with remedial works or negotiation of rectification of defective works.

SPL have a proven track record of Project Management of complex and sensitive works, the effects of which can have detrimental effects on both contractors and third parties. Undertaking removal of licensed asbestos in a building is a particularly onerous and sensitive task but when the building remains occupied or has traffic (pedestrian or other) passing through it, the risks associated are large and of a high rating. Management of those risks requires a particular skill set that SPL have used on many contracts.

SPL have a proven track record of working on specialist and complex works. Their expertise extending to Project Managing contracts which require specialist considerations not just limited to procurement, forms of contracts and appointments but also factors such as third party and environmental issues and their implications on programme (enabling works, phasing and extent of temporary works), approach to the works and specialisms required (contractor and consultant) and cost implications.

SPL offer services selecting, tendering, reviewing submissions and recommending consultant appointments and compiling contract agreements for signing as part of their role as Project Manager, Contract Administrator or specific appointment for that service. This includes appointments of Architects, Structural Engineers, Mechanical and Electrical Consultants, Quantitiy Surveyors and that of the Health and Safety Project Co-ordinator, Acoustic Consultants, Fire Consultant or other.

SPL have been appointed to undertake strategic planning on contracts at both initial stages and during the Contract Works. In initial stages SPL produce programmes of Works from Feasibility through to Contract Completion providing accurate sequencing of operations with realistic time periods, identifying target dates for the teams to work to, allowing clients to monitor progress and take any remedial action necessary in due time. During Contract Works, Strategic Planning undertaken by SPL offers benefits to clients not only to programme works to allow the identification of a realistic completion date with KPI's but also to fully review operations and administration on the Contract, to make and implement any recommendations to ensure the success of that Contract.

SPL and fellow Rotarians with the grateful guidance and assistance of Jersey Trees for Life had a great day planting 315 trees at the new "pump Track" at Les Creux Country Park on Sunday morning. Over 50 people including children from La Moye School, helped us, tagging each of the trees planted with their names so they can see the efforts of their works grow as the years pass. 14 children from the local Beaver group joined us at one point and had a very informative talk from Conrad of Jersey Trees for Life. The weather helped make this a fantastic and enjoyable morning. Well done everyone and Aaron whose dream it was to turn this area of land into a superb facility for all to enjoy. Opened on 4th March 2015 by HRH Princess Anne, the St James Centre comprised the refurbishment, alterations and extension of the St James Church, Vicarage and School built in the 1890's to serve the people of St Helier, now provides single site accommodation for Youth Services. The facilities include a fully flexible auditorium with modern facilities for performance, exhibition and conference with IT capability for recording and broadcasting, three sound proof music rehearsal studios, one recording studio with separate mixing studio, radio station and a separate exhibition and cafe area within the Church, administration and consultation rooms within the Vicarage. Phase one of the development, the refurbishment of the School to provide a base for the Duke of Edinbugh Awards and Princes Trust as well as teaching rooms and a "drop-in" meeting area was completed some 12 months earlier and opened by HRH Prince Edward. SPL were appointed as Project Managers on this contract.
