Context/Reporting line:

Under the overall supervision of the Head, Monitoring, Evaluation, Learning and Accountability Unit, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of Senior Monitoring and Evaluation Assistant, the incumbent will perform the following duties:

Core Functions / Responsibilities

1. Conduct interviews using appropriate tools such as (paper tools or KOBO/ODK or similar platform)

2. Ensure completeness and consistency of collected information.

3. Conduct any other data collection exercise in the field using different techniques including household surveys, focus group discussions, key informant interviews as requested by the MEAL Senior Assistant

4. Review data collected after fieldwork before submitting to the MEAL Senior Assistant.

5. Undertake regular field monitoring visit as requested by the MEAL Senior Assistant.

6. In coordination with the MEAL Senior Assistant, checking the complaints boxes on a monthly basis and report any complaints collected to the MEAL Senior Assistant.

7. Identify and provide an account of challenges faced in obtaining data during surveys and any other challenges encountered for onward development of tools and methodology.

8. Any other duties as required.

Required Qualifications

Education:

• University degree in Sociology, or any other related field from an accredited academic university or institute.

Experience and Skills:

• At least 1 year of experience in the humanitarian sector including data collection, reporting and research.

• Familiarity with the Iraq humanitarian context.

• Must be Iraqi national.

• Familiarity with roles of INGOs, and UN agencies.

Languages:

• Fluency in Arabic is required (oral and written).

• Working knowledge of English language is an advantage.

Context/ Reporting Line:

The Displacement Tracking Matrix (DTM) is IOM’s flagship system for tracking and analysing displacement and human mobility to inform evidence-based humanitarian response, recovery and durable solutions. As part of the Department of Humanitarian Response & Recovery (DHRR), DTM supports IOM Missions and partners through standardized methodologies, tools and information products.

Under the overall supervision of the Chief of Mission and the direct supervision of the DTM Project Officer, and in close coordination with relevant units, the successful candidate will support the planning, implementation and quality assurance of DTM activities in Syria. The incumbent contributes to operational set up, data collection and management, analysis and reporting, coordination with stakeholders, training and supervision of field teams/partners, and integration of cross cutting priorities (data protection, AAP, PSEA, gender and inclusion).

Core Functions / Responsibilities

1. Support the planning, coordination and operational implementation of DTM activities, including mobility tracking, surveys, registration, emergency tracking and other data-collection components.

2. Compile, validate, analyse and present DTM data and operational information, ensuring accuracy and highlighting key trends and issues for management and relevant stakeholders.

3. Monitor DTM operational budgets, track expenditures and support the preparation of financial updates; recommend adjustments to ensure effective resource utilization.

4. Serve as a focal point for administrative and operational coordination of DTM field activities, liaising with field teams, other IOM units, authorities and partners to initiate requests, obtain clearances and ensure timely follow-up on operational and administrative requirements.

5. Prepare operational and progress reports, identify gaps or delays in DTM implementation, flag them to supervisors and propose practical corrective measures.

6. Organize and support DTM-related meetings, trainings and capacity-building workshops for field staff, partners and authorities; participate in delivering training sessions and developing training materials.

7. Respond to operational data and information requests from internal stakeholders; maintain organized documentation, datasets and filing systems for DTM operations.

8. Participate in coordination meetings with local authorities, UN agencies, NGOs, donors and other partners, ensuring effective operational liaison and representation of DTM activities.

9. Monitor the performance of implementing partners involved in DTM operations, review data outputs for compliance with DTM standards and reporting requirements, and inform supervisors of any issues.

10. Contribute to the development and revision of DTM Standard Operating Procedures (SOPs), methodologies, concept notes and operational tools; provide inputs for the design of new DTM projects and expansions.

Required Qualifications

Education:

• School diploma with six years of relevant experience; or,

• Bachelor’s degree in Information Management, Statistics, Social Sciences, International Relations, Disaster Risk Management or related field with at least four years of relevant professional experience from an accredited academic institution.

Experience and Skills:

• Demonstrated experience planning and implementing field data-collection operations in humanitarian or displacement contexts (DTM or comparable systems).

• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

• prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

• Strong operational planning, coordination and problem solving skills under time pressure.

• Knowledge of humanitarian information management cycles, sampling approaches and mixed method data collection.

• Proficiency with Excel (advanced formulas, pivot tables); familiarity with GIS concepts and mobile data collection platforms.

Context and Background

SOC is a privately held consulting firm based in the Middle East that specializes in Human Resource Management, conducting studies, surveys, monitoring and evaluation, data collection and analysis.

SOC is seeking to hire a talented Liaison Coordinator based in Kyiv, Ukraine to act as its local focal point in Ukraine. The Liaison Coordinator's main task is to coordinate with various United Nations agencies, donors and other international organizations in Ukraine as well as the local experts contracted by SOC in Ukraine. The Liaison Coordinator will help ensure that instructions, documents, expert queries, and local follow-up are handled promptly and accurately.

Estimated Workday Duration

Eight hours per day, five days per week.

Reporting

The Liaison Coordinator will report directly to the SOC Project Manager and will work under the instructions of designated SOC HR and project staff at headquarters in Amman, Jordan.

The Liaison Coordinator will maintain regular communication with the Amman team, provide concise progress and action updates, and promptly escalate any matter requiring a decision, approval, or formal response.

Duties and Responsibilities

1. Manage the Day-to-day communication between SOC headquarters in Amman and various United Nations agencies in Ukraine, and local experts contracted through SOC, accurately relaying instructions, questions, responses, and required actions.

6. Support reference and background check processes by obtaining required consent and supporting documents, carrying out follow-up only as instructed, tracking completion, and escalating missing or inconsistent information.
7. Maintain organized, current, and confidential expert files and trackers covering contracts, onboarding documents, timesheets, leave records, insurance documents, payroll follow-up, logistics, and other outstanding actions.
8. Collect monthly timesheets, deliverables or approval documents, and other supporting documents from contracted experts; check them for completeness; follow up on missing or corrected information; and forward them to SOC headquarters.
9. Maintain leave records based on information and approvals received from the responsible authority, and communicate leave status as instructed.
10. Support payroll administration by confirming receipt of required documents and payment details, following up on missing information, communicating payment queries or corrections, and collecting payment confirmations where required.
11. Support insurance administration by collecting enrolment or claim documents, informing SOC Amman office of expert additions, changes, or separations, and following up on outstanding requirements.
12. Coordinate routine local logistics when instructed, including meeting arrangements, courier or document delivery, transport, office access, and basic IT or communication needs; obtain local information or quotations without making commitments.
13. Provide routine Ukrainian-English language support for administrative communication, ensuring that instructions and expert questions are conveyed clearly and accurately between local contacts and SOC's English-speaking Amman team.
14. Maintain appropriate contact with contracted experts, communicating official SOC instructions to experts, and promptly report incidents, urgent concerns, or relevant local operational developments to SOC headquarters.
15. Provide brief status updates and maintain an action tracker for expert issues, outstanding documents, payroll and insurance follow-up, local visits, and logistical issues, and provide periodic updates to SOC Amman office.

Key Qualifications

1. Academic Qualification

Bachelor's degree in Business Administration, Human Resources, Public Administration, Social Sciences, or another relevant field.

2. Work Experience

a. Minimum of three years of relevant experience in administrative support, HR support, liaison, coordination, or project operations.
b. Experience coordinating with UN agencies, international organizations, NGOs, or other institutional clients is highly desirable.
c. Practical experience supporting contracts, onboarding, reference or background checks, expert files, timesheets, leave records, payroll follow-up, or insurance administration.
d. Experience carrying out local administrative and logistical follow-up, including office visits, meetings, document collection, and coordination with experts or service providers.
e. Demonstrated experience handling confidential information accurately and working effectively under remote supervision.

3. Languages, Skills and Competencies

a. Mandatory language requirement: excellent command of Ukrainian and full professional fluency in spoken and written English. The Liaison Coordinator must be able to communicate directly and confidently with SOC headquarters in English and accurately relay routine instructions and queries between Ukrainian and English.
b. Strong interpersonal and communication skills, with the ability to deal professionally with the UN agencies' focal points, contracted experts, candidates, and local service providers.
c. Strong organization, follow-up, and attention to detail, with the discipline to act on instructions, maintain accurate trackers, and promptly escalate matters requiring approval.
d. Proficiency in Microsoft Word, Excel, Outlook, and online meeting tools; familiarity with SharePoint, HR systems, or other document-management platforms is an advantage.
e. Based in Kyiv, legally authorized to work in Ukraine, and able to undertake in-person visits and pre-authorized travel when required and when security conditions permit.
