Context/Reporting line:

Under the Peace, Recovery and Solutions Division (PRSD), IOM implements an integrated Rehabilitation, Reconciliation, and Reintegration (RRR) approach to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. In Salah Al-Din governorate, PRSD seeks to expand its social cohesion and tribal engagement portfolio; case management; Information, Counseling and Referral Services (ICRS); and reconciliation, community-based dialogue, rehabilitation, and reintegration efforts, as well as Preventing Violent Extremism (PVE) and other related initiatives and activities. Through context-specific and individualized interventions, IOM aims to contribute to sustainable reintegration outcomes while consistently upholding the principles of do no harm and conflict sensitivity.

Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD), the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the Programme Officer (Return and Reintegration), the incumbent will be responsible for coordinating and overseeing PRSD/RRR field activities in Salah Al-Din governorate.

Core Functions / Responsibilities

1. Liaise with and foster partnerships with local authorities, community leaders, and civil society organizations to facilitate the implementation of Rehabilitation, Reconciliation, and Reintegration (RRR) initiatives at the field level.
2. Support the coordination and day-to-day monitoring of operational, administrative, and financial aspects of assigned activities, in compliance with IOM policies and procedures as well as donor requirements.
3. Coordinate and monitor the implementation of RRR Program activities within the area of responsibility, including direct supervision of implementing partners and Civil Society Organizations, ensuring timely, efficient, and high-quality delivery of project activities and addressing and supporting operational challenges as they arise.
4. Monitor and report on social, political, and conflict dynamics within target communities and assess their implications for field implementation of IOM programming, and flag risks while proposing operational adjustments as needed.
5. Support capacity-strengthening for civil society organizations, including local NGOs and women’s and youth associations, through training, coaching, mentoring, coordination with relevant PRSD staff, and networking support.
6. Organize and coordinate workshops, trainings, dialogue sessions, and other events in close collaboration with local authorities, communities, and relevant thematic programme and technical leads.
7. Conduct needs assessments, community assessments, stakeholders and service providers mapping and scoping exercises; contribute with field-level inputs to research initiatives, development of RRR-related strategies, programs, and interventions.
8. Proactively provide feedback, and recommendations to management to help RRR programming continue to respond to evolving needs and community concerns, and contextual developments as required.
9. Prepare clear, concise, and timely reports in line with structured monthly reporting frameworks and ad hoc reporting requirements, providing accurate updates on programme implementation and contextual developments.
10. Ensure proper maintenance of project documentation in line with IOM requirements, including both hardcopy and electronic filing systems, with particular attention to records of monitoring, implementation, and coordination activities.
11. Perform any other duties assigned by the RRR Programme Coordinator or Operations Officer.

Required Qualifications

Education:

• Master’s degree in international relations, Conflict Resolution, Management, Social Sciences or any related field from an accredited academic university or institute or;
• University degree in the above fields with two years of relevant experience.

Experience and Skills:

• Experience in working for an International NGO or UN agency in the field of humanitarian and emergencies, complex post-conflict recovery or stabilization contexts is required.
• Experience in liaising with governmental authorities, community leaders, and other national/international institutions in a multicultural setting.
• Excellent work planning and project implementation skills.
• Good communication skills and excellent ability to coordinate across multiple internal units and external organizations.
• Understanding migration, reintegration processes, and climate change vulnerability within the context of IOM programming is an asset.
• Proficiency in MS Word, PowerPoint, and Excel is required; basic data analysis skills are desirable.
• General knowledge of UN system policies, rules, regulations, and procedures governing administration is considered an advantage.

Languages:

• Fluency in English and Arabic is required.
• Working knowledge of any other langue is an advantage.

Context/Reporting line:

Under the general guidance of the Chief Migration Health Officer, the overall supervision of Migration Health Officer, the administrative supervision of the Head of Sub office (HoSO) and the Direct Supervision of the National Program Officer, the incumbent will perform the following duties.

Core Functions / Responsibilities

1. Verify that all resources (human and physical assets) are positioned to provide a positive beneficiary-centered experience and report any gaps to the supervisor.
2. Collaborate with the health facility staff and his/her line manager to devise efficient allocation of roster duties in conformity with Iraqi labor law and IOM human resources mandates to ensure placement of efficient work shifts around the operation time of the facility.
3. Conduct daily inspection and follow up visits to each facility premises and monitor the service provision (wherever feasible with regards to beneficiary privacy) and register his/her notes in addition staff/beneficiaries’ feedback to assist in improving the quality of care.
4. Conduct inspection of the health facility to verify infrastructural requirements are always up to the organization standards. This includes monitoring of facility electricity supply, generator operation/maintenance, fuel provision/safe storage, cleanliness of facility premises, enforcement of infection prevention and control (IPC) measures, availability of IT and internet connectivity tools, stationary and other relevant running supplies such as records, registry books, prescription cards, lists, staff wearables, visibility items, etc.
5. Liaise amongst different departments wherever required to support integration of primary health, community outreach, and other relevant services.
6. Assist in monitoring the referral pathways and liaise with other stakeholders/partners towards efficient emergency/cold referrals.
7. Communicate with the local authorities/camp management with regards to official letters and access requirements of the staff and goods as delegated by his/her line manager.
8. Collaborate with the facility personnel to timely and accurately submit all the required reports after sufficient communication with his/her line manager on data quality and relevance to program deliverables/indicators.
9. Enforce workplace safety and security standards in liaison with his/her line manager as well as other relevant internal and external parties such as IOM safety/security team or the camp/district management.
10. Follow up on strict documentation of staff attendance, medical records, medical and non-medical consumption records, forecast of facility needs, and receipt of inbound supplies.
11. Identify staff capacity gaps and discuss with her/his supervisor on improvement and capacity building plans/training.
12. Participate in coordination and monitor the implementation of health project(s) within assigned geographic area.
13. Coordinate the process of data collection, management, and dissemination to meet the requirements and ensure accurate and timely reporting of activities in coordination with the information management team.
14. Conduct rapid assessments to determine health needs in various new locations for potential new programming.
15. Provide concrete recommendations on improving the quality of IOM’s interventions, ensuring that they are responsive to the needs and that quality assurance is mainstreamed across all activities.
16. Carry out regular monitoring of health activities and supported facilities.
17. Participate in development of budget forecasting plans and maintain internal record of all project expenditures including tracking of submitted purchase requests.
18. Coordinates with local officials or authorities as the sole focal point and coordinates bi-weekly meetings with DoH.
19. Follow up with the team to ensure timely data uploads in Kobo, addressing any delays or gaps to maintain accurate reporting and consistency of facility information.
20. Support data collection and reporting by compiling facility service statistics into standardized templates, ensuring timely submission to the supervisor.
21. Report any security incidents or concerns to the Security Focal Point in the field, and any issues regarding workplace practices to the Field Coordinator.
22. Perform any other tasks requested by the supervisor.

Required Qualifications

Education:

• Bachelor’s degree in medicine, nursing, midwifery, public health, or any related field from an accredited academic institution with five years of relevant professional experience or;
• Completed high school degree from an accredited academic institution with 7 years of relevant professional experience.

Experience and Skills:

• Experience in health facility settings is an asset; demonstrated ability and motivation to learn and gain new skills.
• Demonstrated skills in organization and s management, accountability documentation and routine tracking tools.
• Good organization and able to handle many tasks at once; keeps their work area clean and organized.
• Working experience with an operational UN agency or a major international NGO in the field of international development or humanitarian response is an asset.
• Experience managing primary healthcare facilities in DoH or NGO settings.
• Experience in health facility management including NGO/DoH.

STANDARD MINIMUM QUALIFICATIONS

Under the general guidance of the Head, Peace, Recovery and Solutions Division, the overall supervision of the Programme Coordinator (TRD), the administrative supervision of the Head of Sub Office (HoSO), and the direct supervision of the Senior Livelihoods Project Assistant SLPA/(TL), the incumbent will be responsible for assisting programs related to return and recovery under the area of responsibility as below:

Core Functions / Responsibilities

1. Support the implementation of all activities under the livelihood portfolio of the Transition and Recovery Division (TRD) as guided by the SLPA/Team Leader, in line with livelihoods technical tools.
2. Participate in assessments, including Enterprise Development Fund (EDF), Expression of Interest (EOI) registration and verification, labor market assessments and supply chain mapping, under the guidance of the National Officer Livelihoods.
3. Assist in the implementation of IOM’s EDF, Individual Livelihoods Assistance (ILA) and Employment for Public Work (EPW) including backstopping for verification process during the lifespan of the EDF.
4. Contribute to the process of the outreach of the EDF in order to map out potential eligible EDF businesses/ Communities.
5. Support appropriate selection of project beneficiaries by conducting interviews, registering, and profiling applicants using specific criteria.
6. Support IOM selected individuals by facilitating orientation meetings, business training, and/or one- to-one counseling sessions as necessary and support them in the formulation of their business plans.
7. Travel to project sites on a regular basis to monitor individuals who have received IOM livelihoods assistance, ensure that activities are being carried out in accordance with livelihoods guidelines and provide guidance to the Senior Livelihood Programme Associate to make necessary improvements or changes to livelihoods service delivery.
8. Verify distributions of tools and equipment for both quality and quantity and that relationship management with vendors is maintained in project locations.
9. Organize and conduct satisfaction and feedback surveys to improve future livelihoods projects.
10. In coordination with the Senior Livelihood Programme Associate, coordinate with the relevant government authorities, business associations and private sector companies to implement IOM’s livelihoods projects.
11. Monitor achievements in accordance with work plans and report progress to the Livelihoods Team and Team Leader to improve delivery of livelihoods assistance.
12. Coordinate with field staff and the Information Management (IM) unit to maintain up-to-date and accurate beneficiary data in the IOM Portal.
13. Provide support as required for the implementation of other elements of field team activity including those related to community engagement, shelter and engineering.
14. Perform such other duties as may be assigned by supervisor.

Required Qualifications

Education:

• University degree in social sciences, economics, business management from an accredited academic university or institute with 3 years of relevant professional experience, or;
• Completed high school diploma with 5 years of relevant professional experience.

Experience and Skills:

• Relevant experience in social projects/community stabilization though a gender point and experience with international organization is an advantage.
• Excellent communication and negotiation skills. Ability to present clear and concise information.
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds, ability to handle confidential matters.
• Ability to meet deadlines and work under pressure.

Languages:

• Fluency in English, Kurdish and Arabic is required.
• Working knowledge of any other language is an advantage.
