Context/Reporting line:
Under the Peace, Recovery and Solutions Division (PRSD), IOM implements an integrated Rehabilitation, Reconciliation, and Reintegration (RRR) approach to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. In Salah Al-Din governorate, PRSD seeks to expand its social cohesion and tribal engagement portfolio; case management; Information, Counseling and Referral Services (ICRS); and reconciliation, community-based dialogue, rehabilitation, and reintegration efforts, as well as Preventing Violent Extremism (PVE) and other related initiatives and activities. Through context-specific and individualized interventions, IOM aims to contribute to sustainable reintegration outcomes while consistently upholding the principles of do no harm and conflict sensitivity.
Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD), the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the Programme Officer (Return and Reintegration), the incumbent will be responsible for coordinating and overseeing PRSD/RRR field activities in Salah Al-Din governorate.
Core Functions / Responsibilities
1. Liaise with and foster partnerships with local authorities, community leaders, and civil society organizations to facilitate the implementation of Rehabilitation, Reconciliation, and Reintegration (RRR) initiatives at the field level.
2. Support the coordination and day-to-day monitoring of operational, administrative, and financial aspects of assigned activities, in compliance with IOM policies and procedures as well as donor requirements.
3. Coordinate and monitor the implementation of RRR Program activities within the area of responsibility, including direct supervision of implementing partners and Civil Society Organizations, ensuring timely, efficient, and high-quality delivery of project activities and addressing and supporting operational challenges as they arise.
4. Monitor and report on social, political, and conflict dynamics within target communities and assess their implications for field implementation of IOM programming, and flag risks while proposing operational adjustments as needed.
5. Support capacity-strengthening for civil society organizations, including local NGOs and women’s and youth associations, through training, coaching, mentoring, coordination with relevant PRSD staff, and networking support.
6. Organize and coordinate workshops, trainings, dialogue sessions, and other events in close collaboration with local authorities, communities, and relevant thematic programme and technical leads.
7. Conduct needs assessments, community assessments, stakeholders and service providers mapping and scoping exercises; contribute with field-level inputs to research initiatives, development of RRR-related strategies, programs, and interventions.
8. Proactively provide feedback, and recommendations to management to help RRR programming continue to respond to evolving needs and community concerns, and contextual developments as required.
9. Prepare clear, concise, and timely reports in line with structured monthly reporting frameworks and ad hoc reporting requirements, providing accurate updates on programme implementation and contextual developments.
10. Ensure proper maintenance of project documentation in line with IOM requirements, including both hardcopy and electronic filing systems, with particular attention to records of monitoring, implementation, and coordination activities.
11. Perform any other duties assigned by the RRR Programme Coordinator or Operations Officer.
Required Qualifications
Education:
• Master’s degree in international relations, Conflict Resolution, Management, Social Sciences or any related field from an accredited academic university or institute or;
• University degree in the above fields with two years of relevant experience.
Experience and Skills:
• Experience in working for an International NGO or UN agency in the field of humanitarian and emergencies, complex post-conflict recovery or stabilization contexts is required.
• Experience in liaising with governmental authorities, community leaders, and other national/international institutions in a multicultural setting.
• Excellent work planning and project implementation skills.
• Good communication skills and excellent ability to coordinate across multiple internal units and external organizations.
• Understanding migration, reintegration processes, and climate change vulnerability within the context of IOM programming is an asset.
• Proficiency in MS Word, PowerPoint, and Excel is required; basic data analysis skills are desirable.
• General knowledge of UN system policies, rules, regulations, and procedures governing administration is considered an advantage.
Languages:
• Fluency in English and Arabic is required.
• Working knowledge of any other langue is an advantage.
