A Call to Action for Western/Mulembe Women Congress in OCTOBER/NOVEMBER 2025

​Following our recent meeting with the Cabinet Secretary for the Ministry of Environment, Climate Change, and Forestry in Nairobi. The Cabinet Secretary expressed her enthusiasm for partnering with the Western/Mulembe Women Congress on a groundbreaking initiative.
​The Ministry wants to work with us to encourage our members to plant indigenous tree seedlings and fruit trees. This is a powerful opportunity for us to not only contribute to the environment but also to empower our communities.
​Here are the key points from our meeting:
1. ​The government will buy tree seedlings from our members on Mazingira Day to be planted in our homesteads and other designated areas.
2. ​The culmination of this effort will be in Trans-Nzoia County, where the Ministry and the President will present checks to our women in recognition of their hard work.
3. ​The Ministry is also partnering with us to restore the Kakamega Rainforest.
4. The ministry will also focus on Mt. Elgon Forest, focusing on environmental restoration and peace-building.

​This is to urge all our leaders—national, county, sub-county, and ward—to begin the crucial work of identifying and mapping out individuals who are already planting trees. Let's encourage them to expand their efforts and invite more members to join this noble cause. This initiative is a testament to the strength and influence of the Western/Mulembe Women Congress. It's an opportunity for us to lead by example, create economic empowerment for our members, and secure a greener, more sustainable future for generations to come.

THE HIGHLY TALENTED LEADER WITH EXTRA ORDINARY ABILITY:
PROF. FREDRICK A. O. OTIENO THE VICE CHANCELLOR OF MASINDE MULIRO UNIVERSITY OF SCIENCE AND TECNOLOGY (MMUST)

When Prof. Fredrick Otieno took over MMUST on 5th December 2013 from his predecessor Prof. B. C.C. Wangila, the University was at the verge of collapsing. The news of deplorable state of the University had spread all over Kakamega County and the entire nation that Prof. F.A.O Otieno inherited massive debts from the leadership of Prof. B. C.C. Wangila approximated at Kshs. 1, 000,000,000.00/=. This huge was as a result of resulting from

i) Non remittance of statutory deductions which included KRA tax, NSSF, NHIF etc
ii) Nonpayment of goods and services supplied to the University
iii) Non remittance of monies deducted from employees salaries to financial institutions.
iv) Inability to timely pay university staff salary and other benefits.
v) Ghost workers that led bloated University Payroll.
vi) PSSP Arrears for two (2) years owed to employees
vii) Salary Arrears accruing from the CBA owed to employees.

Thanks to one Prof. Fredrick A. O. Otieno, the Vice Chancellor of MMUSST who is highly talented and visionary. He worked tirelessly to revive the 7th Public University in Kenya and the Only University in Kakamega County. He has been able to meet major financial obligation and made great achievements which includes;

i. Payment of KRA debt amounting to Kshs. 315,039,807.00 at the rate of 8.8 million monthly installments.
ii. Payment of Suppliers of both goods and services including part time lecturers, services provided by hospitals etc debt of over Kshs. 500,000,000.00/=
iii. Council approved the 2013/2014 Annual report on accounts.
iv. Payment of salary arrears resulting from the implementation of the 2010-2012 Collective Bargain Agreements.
v. Acquisition of Forensic Audit services that will cost the University over Kshs. 20,000,000.00/=.
vi. Timely payment of salary and other benefits
vii. Timely Remittance of statutory deductions which includes KRA tax, NSSF, NHIF etc
viii. Payment of creditors (arrears) monies owed to suppliers for both goods and services
ix. Organized payment of PSSP Arrears.
x. Removal of Ghost workers from the University Payroll.
xi. Increase in number of students’ enrollment.

These are just a few among many achievements. We shall be seeking to find out how this great man led the University into achieving all these without seeking additional financial aid from the Government. LONG LIVE PROF. F.A.O. OTIENO.

CORRUPTION IS FIGHTING BACK AT MASINDE MULIRO UNIVERSITY OF SCIENCE AND TECHNOLOGY (MMUST)

It has not been an easy task for the Vice Chancellor of MMUST Prof. Fred A.O. Otieno who took over the University on 5TH December 2013 from his predecessor Prof. B.C.C. Wangila when the University was at the verge of Collapsing. The University Council and Vice Chancellor Prof F.A.O. Otieno have been fighting fierce battles to curb corruption. It entailed making tough decisions to dismantle and break cartels whose only interest was to milk MMUST to the borne. These tough decision included;

i) Termination of appointments
ii) Suspension from duty
iii) Removal from office
iv) Redesignations and
v) Change in assignment of duties

The war was intensified when council and the Vice Chancellor made the decision to invite Kenya Anti Corruption Commission (KACC) and one of the most reputable Forensic Audit firm in this Country to carry out investigations.

It is evident that corruption is now violently fighting back. The Cartels have decided to fight back using the Union leaders (KUSU), the outsiders, some local politicians, some members of staff and students by targeting to bring down the Vice Chancellor and the Council through raising deceitful dissenting voices baseless. This has been done severally by publishing false allegation in gutter press, staff intranet, inciting students and even tabling motions in both county and senate parliament. It is sad that corruption has highly politicized the working environment of this reputable institution in Kakamega County.

As we speak Masinde Muliro University is now financially because of Prof. Otieno. We urge the leaders of Kakamega county and citizen to unite and support Prof. Fred A.O. Otieno who has worked tirelessly to revive the University which was collapsing for the sake of the growth and development in our county.

MASINDE MULIRO UNIVERSITY (MMUST) NON TEACHING STAFF UNION (KUSU) ACCUSES MANAGEMENT OF SHORTCHANGING EMPLOYEES

There has been a stand- off between Masinde Muliro University Non-Academic Staff Union and Management on a number of issues;

1.) Mismanagement of the University – The Vice chancellor has been accused by the Union (KUSU) and other forces that are alleged to be fighting him of Mismanaging the University.

The Management however maintains that there is no evidence of such accusation. On the Contrary, there is immense evidence that the Vice Chancellor of MMUST, Prof. Fred. A. O. Otieno is a focused, competent, credible and a visionary leader who has achieved great miles in very difficult circumstances.

2.) Discrimination in promotion. – The Union accused management of discrimination in promotion while management maintained that Members of staff in the University are promoted through interviews and competence. The panelists are members of Appointment and promotions committee who comprise of the standing committee of Vice Chancellor, three Deputy Vice Chancellor’s, Registrar (Administration), Head of Department of the staff being promoted, Dean of Faculty for teaching staff, immediate supervisor and a specialist in the area of specialization of staff to be promoted. Besides before the interview, members of staff have to be shortlisted by the short listing committee that is formed by the Human Resource/ administration department.

3.) Violating the Collective Bargaining Agreement (CBA) & stalled CBA Negotiations. The Union maintained a hard-line stand that their members must retire at sixty five (65) years while Management maintains that Non teaching staff should retire at 6o years. The Government issued a circular that the retirement age of civil servants be sixty (60) years. Most universities have embraced the same. KUSU Union officials are resisting the changes even after management offering them transition clause for those who had attained retirement age.

4.) Vice Chancellor, Prof F.A.O Otieno’s Residence is in South Africa.
In the response made to cabinet secretary, Ministry of Higher Education Science and Technology, The University indicated that the Vice Chancellor, Prof F.A.O Otieno’s Residence is in Kenya, Kakamega County and having worked in South African Universities, has enabled him get an opportunity to build and advance the interest of MMUST in terms of capacity building, research and innovation and getting scholarships for students and staff of the University. He has collaborations and partnerships with the following Universities; Venda University, South Africa, Kwa Zulu Natal University, South Africa, University of South Africa, Durban University of Technology, University of Johannesburg, University of North West, Vaal University of Technology among others.

Its is alleged that the corrupt officers who were sacked, demoted terminated and redesignated in the University are using the Union to trouble management especially the Vice Chancellor – Prof. Fred Otieno so that the public can deem him unfit to management the University. All evidence indicates that Prof. Otieno has achieved a lot and saved the University from the verge of collapsing. Reliable sources indicate that Prof. Otieno is a highly competent, focused, credible and visionary leader.
