COUNTY GOVERNMENT OF ISIOLO
VACANCY ANNOUNCEMENT
A. OFFICE OF THE GOVERNOR
Pursuant to the County Governments Act No. 17 of 2012 sections 35, 36, 44 and 45, the County Government of Isiolo wishes to recruit suitably qualified persons to fill the following positions.
COUNTY EXECUTIVE COMMITTEE MEMBER- SIX (6) POSTS
The CEC Member will be answerable to the Governor.
The County Executive Committee Member shall be in-charge of the following county departments:-
1. Finance and Economic Planning
2. Agriculture, Livestock and Fisheries Development
3. Water, Energy, Environment & Natural Resources
4. Lands, Physical Planning, Roads, Infrastructure, Public Works and Urban Development
5. Tourism, Trade, Cooperatives & Enterprise Development
6. Education, Sport, Youth, Culture, Gender and Social Services
DUTIES AND RESPONSIBILITIES
In addition to the duties provided under Article 183 of the Constitution, a County Executive Committee member shall:
● Implement within the county, National legislation to the extent that the legislation so requires
● Provide strategic and policy guidance to the departments they are in charge of in particular and the county in general
● Manage and coordinate the functions of the county department he/she is in lcharge of
● Provide the county assembly with full and regular reports on matters
relating to the respective department
● Supervise the administration and service delivery in their respective departments
● Prepare legislations in their departments for consideration by the county assembly
● Any other duties as may be assigned by the Governor from time to time
REQUIREMENTS FOR APPOINTMENT
For appointment to the position of County Executive Committee member, a person should:
● Be a Kenyan citizen
● Be a visionary and a strategic thinker
● Be committed to be a part of a team that will enable the County Government realize its vision
● Be conversant with the Constitution of Kenya and all the devolution laws
● Be in possession of a first degree from a university recognized in Kenya, Master’s degree in a relevant field will be an added advantage
● Demonstrate understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution
● Have knowledge and administrative experience of not less than five (5) years
● Have the ability to work in a multi-ethnic and multi-cultural environment with sensitivity and respect for diversity
● Satisfy the requirements of Chapter Six of the Constitution
● Should not hold any other state or Public Office
● Understand the diversity, challenges and opportunities within the County
SALARY: As prescribed by SRC
TERMS OF SERVICE-Contract
COUNTY SECRETARY- ONE (1) POST
The County Secretary shall provide guidance and direction to the county
public service and will be answerable to the Governor.
DUTIES AND RESPONSIBILITIES
● Be the Secretary to the County Executive Committee
● Be the head of the county public service
● Be responsible for arranging the business and keeping the minutes, of the county executive committee subject to the directions of the executive committee
● Conveying the decisions of the county executive committee to the appropriate persons or authorities
● Ensuring efficient management of resources and co-ordination of County Government resource
● Interpret, disseminate and oversees the implementation of National and County Government policies
● Provide direction and guidance to public officers in the County
● Performing any other functions as directed by the county executive committee
REQUIREMENTS FOR APPOINTMENT
● Be a Kenyan citizen
● Be in possession of a first degree in social sciences from a university
recognized in Kenya, a master’s in either Strategic Management, PublicAdministration, or Human Resource Management will be an added advantage
● Have working experience of not less than 10 years at managerial level
● Satisfy the requirements of chapter six of the constitution
● Be conversant with Government policies and regulations
● Be conversant with the Constitution of Kenya and devolution laws
● Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity
● Have capacity to work under pressure to meet strict timelines
● Have good interpersonal and communication skills
● Demonstrate thorough understanding of county development objectives and Vision 2030
● Demonstrate understanding and commitment to the national values
and principles of governance as outlined in articles 10 and 232 of the Constitution of Kenya
● Be computer literate

TERMS OF SERVICE-Contract
MEMBER OF THE COUNTY PUBLIC SERVICE BOARD- FEMALE ONE (1)

REQUIREMENTS FOR APPOINTMENT
● Be a Kenyan citizen
● Be a holder of at least first degree from a university recognized in Kenya
● Working experience of not less than five years
● Be a professional and demonstrate absence of breach of the relevant
professional code of conduct
● Satisfy the requirements of Chapter six of the Constitution
DUTIES AND RESPONSIBILITIES
● Establish and abolish offices in the county public service
● Appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments
● Exercise disciplinary control over, and remove, persons holding or acting in those offices
● Prepare regular reports for submission to the county assembly on the ex*****on of the functions of the Board
● Promote in the county public service the values and principles referred to in Articles 10 and 232
● Evaluate and report to the county assembly on the extent to which the
values and principles referred to in Articles 10 and 232 are complied with in the county public service
● Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county
● Advise the county government on human resource management and development;
● Advise county government on implementation and monitoring of the national performance management system in the county
● Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees

TERMS OF SERVICE-Contract
For candidates to meet the requirements of Chapter Six of the Constitution of Kenya applicants must obtain the following:(a) Tax compliance certificate from KRA
(b) Clearance certificate from HELB
(c) Clearance certificate from Ethics and Anti- Corruption Commission (EACC)
(d) Certificate of good conduct from Criminal Investigation Department
(e) Credit Reference Bureau clearance.

B. COUNTY PUBLIC SERVICE BOARD
Isiolo County Public Service Board wishes to recruit competent and qualified citizens to fill the following positions as per the Constitution of Kenya 2010 and Sections 45 of the County Governments Act 2012:
1. COUNTY CHIEF OFFICERS – THIRTEEN (13) POSTS (ICPSB/2017/01)
The County Chief Officers shall be in-charge of the following sectors:-
1. Special Programmes and ICT
2. Public Service Management and County Administration
3. Finance and Economic Planning
4. Agriculture, Livestock and Fisheries
5. Public Health
6. Medical Services
7. Education, Youth and Sports
8. Land, Physical Planning and Urban Development
9. Roads, Infrastructure and Public Works
10. Gender, Culture and Social Services
11. Tourism and Wildlife Management
12. Trade, Cooperative and Enterprise Development
13. Water, Energy, Environment and Natural Resources
DUTIES AND RESPONSIBILITIES
The Chief Officer shall be the accounting and the authorized officer in respect of exercise of delegated powers and shall be responsible to the respective County Executive Committee Member for:
● Day to day administration of the department
● Providing strategic policy direction for effective service delivery within the department
● Oversee management of finances, preparation and submission of budget estimates, annual plans and programs
● Implementation of policies and programs within the department
● Development and implementation of strategic plans and sector development goals including performance management
● Formulation and implementation of effective programs to attain Vision 2030
● Promote National values and principles of good governance and principles of public service as outlined in Article 232 of the Constitution of Kenya 2010
● Perform any other duties that maybe assigned from time to time
REQUIREMENTS FOR APPOINTMENT
● Be a Kenyan citizen
● Must be a holder of at least a degree from a University recognized in Kenya in the relevant portfolio. Master’s degree in relevant field is an added advantage
● Have knowledge, experience and distinguished career of not less
than ten years in the specific portfolio applied for, five of which must be at a senior level either in government or private sector
● Demonstrate a thorough understanding of devolution, county development objectives and vision 2030
● Be a strategic thinker and result oriented
● Demonstrate a thorough understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya 2010
● Ability to work in a multi-ethnic environment with sensitivity and respect for diversity
● Must be a member of a professional a where applicable Additional qualifications for county chief officer in charge of Finance and Economic planning:
● Holder of a Bachelor’s and Master’s degree in business administration,
finance or economics
● Be in possession of extensive experience and training in public finance
● Demonstrate progressive advancement and increased responsibility over financial decision making process in public finance
● Must be conversant with computerized accounting packages
