A. OFFICE OF THE GOVERNOR

Pursuant to the County Governments Act No. 17 of 2012 sections 35, 36, 44 and 45, the County Government of Isiolo wishes to recruit suitably qualified persons to fill the following positions.

COUNTY EXECUTIVE COMMITTEE MEMBER- SIX (6) POSTS

The CEC Member will be answerable to the Governor.

The County Executive Committee Member shall be in-charge of the following county departments:-

1. Finance and Economic Planning
2. Agriculture, Livestock and Fisheries Development
3. Water, Energy, Environment & Natural Resources
4. Lands, Physical Planning, Roads, Infrastructure, Public Works and Urban Development

DUTIES AND RESPONSIBILITIES

In addition to the duties provided under Article 183 of the Constitution, a County Executive Committee member shall:

● Implement within the county, National legislation to the extent that the legislation so requires
● Provide strategic and policy guidance to the departments they are in charge of in particular and the county in general
● Manage and coordinate the functions of the county department he/she is in lcharge of
● Provide the county assembly with full and regular reports on matters
relating to the respective department
● Supervise the administration and service delivery in their respective departments
● Prepare legislations in their departments for consideration by the county assembly
● Any other duties as may be assigned by the Governor from time to time
REQUIREMENTS FOR APPOINTMENT
For appointment to the position of County Executive Committee member, a person should:
● Be a Kenyan citizen
● Be a visionary and a strategic thinker
● Be committed to be a part of a team that will enable the County Government realize its vision
● Be conversant with the Constitution of Kenya and all the devolution laws
● Be in possession of a first degree from a university recognized in Kenya, Master’s degree in a relevant field will be an added advantage
● Demonstrate understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution
● Have knowledge and administrative experience of not less than five (5) years
● Have the ability to work in a multi-ethnic and multi-cultural environment with sensitivity and respect for diversity

TERMS OF SERVICE-Contract

COUNTY SECRETARY- ONE (1) POST

The County Secretary shall provide guidance and direction to the county
public service and will be answerable to the Governor.
DUTIES AND RESPONSIBILITIES

● Be the Secretary to the County Executive Committee
● Be the head of the county public service
● Be responsible for arranging the business and keeping the minutes, of the county executive committee subject to the directions of the executive committee
● Conveying the decisions of the county executive committee to the appropriate persons or authorities
● Ensuring efficient management of resources and co-ordination of County Government resource
● Interpret, disseminate and oversees the implementation of National and County Government policies
● Provide direction and guidance to public officers in the County
● Performing any other functions as directed by the county executive committee
REQUIREMENTS FOR APPOINTMENT

● Be a Kenyan citizen
● Be in possession of a first degree in social sciences from a university
recognized in Kenya, a master’s in either Strategic Management, PublicAdministration, or Human Resource Management will be an added advantage

Diplomatic Ties: Somalia turns down $80m to cut ties with Qatar
Somali President, Mohammed Abdullah Farmajo, has been offered $80 million in exchange for his agreement to sever diplomatic relations with the State of Qatar, the New Khalij news outlet reported a prominent journalist has revealed.
“After two hours of enticement, Farmajo rejected the tempting offer,” journalist Jaber Al-Harimi said.
Yesterday, the newspaper Somalia Today quoted unnamed sources saying “there was pressure put on the Somali government by Saudi Arabia to reverse Somalia’s decision to stay neutral in the siege imposed by some Arab governments on the State of Qatar.”

The sources confirmed that Saudi Arabia threatened to withdraw financial aid to the Somali government unless Somalia change its neutral stand in which it has called for an end to the political dispute between Qatar and the other Arab nations through dialogue via Islamic organisations like the Arab League and the Organisation of Islamic Conference (OIC).
The sources added that “ministers of the Somali government returned from Saudi Arabia after meetings with their counterpart were unexpectedly postponed.” It is understood that the rulers of the UAE, with the knowledge of Saudi Arabia, have already sought to persuade Farmajo, who won the presidency despite opposition from the UAE, to change his position.
Sources close to Mogadishu and Abu Dhabi, who asked not to be identified because of the sensitivity of the issue, explained to the New Khalij that the rulers of the UAE, in particular the Crown Prince of Abu Dhabi, Mohammed Bin Zayed, would have preferred the former president, Hassan Sheikh Mahmoud, to remain in power, especially because of the concessions that the UAE were given by Mahmoud, including contracts for the unfettered access and management of a number of Somali ports that would have provided the UAE with an important strategic position in trading across the world. The new Somali President, Farmajo, has vowed to reverse a number of agreements, some of which have been described as “illegal”.
Also arriving yesterday in the Somali capital were a Qatari delegation headed by the Minister of Foreign Affairs, Sultan Bin Saad Al-Muraikhi, to hold talks between the Gulf States and officials of the Somali Federal government. According to sources, the Qatari delegation met with the Somali Prime Minister, Hasan Ali Khairi, and officials from the Ministry of Foreign Affairs and are also expected to meet Farmajo.
The Qatari delegation praised the non-aligned stance taken by government towards the Gulf countries and encouraged Somali leaders to maintain their stance against the embargo on Qatar at any cost.
Somalia allowed Qatar the use of its airspace to break the no fly restriction imposed by the Arab countries. “At least 15 Qatari planes flew through Somali Airspace on the first day of the blockade on Qatar,” the Associated Press quoted an official with the aviation authority as saying.

a) Jill Abramson, Harvard: 'The Paranoid Style in American Politics,' by Richard Hofstadter
Abramson, a former executive editor of The New York Times and current Harvard English lecturer, recommends students read Richard Hofstadter's "The Paranoid Style in American Politics," first published in 1964.
Abramson says the book is "everything you need to know about the root of Donald Trump's rhetoric and fake news."

b) James Berger, Yale: 'Orfeo,' by Richard Power
James Berger is a senior Lecturer in English and American Studies at Yale University. He recommends the 2014 novel "Orfeo," by Richard Powers.He implores students to read the book, explaining that:
"It is a story of music and genetics in our contemporary age of terror and surveillance. An idiosyncratic retelling of the Orpheus myth, an elderly avant garde composer who feels he has tried and exhausted every possible musical experiment, returns to his first love, biology, and seeks to inscribe a musical score onto the mutating DNA of bacteria. c) Eric Maskin, Harvard, and Maurice Schweitzer, UPenn: 'The Undoing Project,' by Michael Lewis
Eric Maskin is a Harvard professor and received the 2007 Nobel Memorial Prize in Economics. Maurice Schweitzer is a professor of operations, information, and decisions at the Wharton School at the University of Pennsylvania.
Both chose Michael Lewis' "The Undoing Project."

d) David B. Carter, Princeton: 'The Strategy of Conflict,' by Thomas Schelling
David B. Carter is a politics professor at Princeton University. He recommended "The Strategy of Conflict," by Thomas Schelling, especially given the author's recent death. He said:
"'The Strategy of Conflict' is both probably the best book ever written about conflict and still very useful and important for understanding strategic interaction among states (and individuals).
"It also happens to be a very well-written and readable book. I read it as a junior in college and it was instrumental in getting me interested in international relations more generally, and in understanding conflict behavior and strategy in particular. I know it is an old book, but think it is something that anyone would benefit from reading."

e) WJT Mitchell, U Chicago: 'A Theory of the Drone,' by Gregoire Chamayou
WJT Mitchell is an English and Art History professor at the University of Chicago.
He recommends a book by French philosopher Gregoire Chamayou called "A Theory of the Drone," which attempts to understand how drones have revolutionized warfare.
Mitchell describes the book as:
"A very intelligent assessment of the new conditions ofdrone warfare in their implications for just war theory and notions of military valor."

f) Kenneth Warren, U Chicago: 'Racecraft: The Soul of Inequality in American Life,' by Karen E. Fields and Barbara J. Fields.Racecraft
Kenneth Warren is an English professor at The University of Chicago.
He recommends "Racecraft: The Soul of Inequality in American Life," by Karen E. Fields and Barbara J. Fields saying, "given the resurgence of questions about race in American society I think everyone should take a look at the 2014 book."

g) Harold Bloom, Yale: Shakespeare
Harold Bloom, an American literary critic and Sterling Professor of Humanities at Yale, kept it short and sweet saying students should read, "all of Shakespeare."

Overall Purpose
Responsible to the County Manager and Watsan Engineer (HQ) for effective design, development, implementation and evaluation of water, sanitation and irrigation infrastructure in the assigned county and any other areas assigned

Duties & Responsibilities
• Coordinate with the county manager, the Watsan Engineer and the Watsan Advisor to design and develop water, sanitation and irrigation infrastructure required in the project area.

• Provide technical support and supervision to other project areas as directed.

• Design and develop specifications for the procurement of water and sanitation equipment, machinery and related hardware for the project as directed.

• Identify and map existing non-functional water systems for rehabilitation or new sites for construction of sanitation facilities for current and future programing within the county.

• Participate in emergency watsan relief activities in response to disasters in liaison with DM department and other stakeholders.

• Ensure prudent utilization and application of project resources

• Coordinate preparation of funding proposals and appeals for resource mobilization in line with the strategic plan

• Implement strategies for strengthening collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players

• Coordinate monitoring, evaluation reporting and documentation of watsan hardware programmes

• Represent the Society at meetings, conferences and workshops and other forums to promote and articulate issues related to humanitarian relief

• Prepare concept papers, periodic progress reports and annual reports showing achievements against planned targets

Minimum Qualifications

• Relevant BSc qualification in Civil or water Engineering with three years’ experience.

• Relevant Diploma in Civil or water Engineering with Five years’ experience.

Key Competencies
• Knowledge of water and sanitation, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering

• Strong leadership, team building, conflict resolution and ability to deliver under pressure and short timelines.

• Strong communication and presentation skills in both English and Kiswahili, including ability to build collaborative relationships

• Demonstrated competence in resource mobilisation including implementation of effective fundraising strategies to increase resource through grant proposals

• Ability to maintain high standards of personal integrity; establishing productive relationships; treating individuals with fairness and respect
