Three questions every leader should be able to answer before a major change goes live:
1.Do your people understand why the change is happening?
2.Do they want to support it, or are they quietly resistant?
3.Do they have the knowledge and ability to perform in the new way?
If you can't answer yes to all three, you don't have a training problem, you have a change management problem.
