A-Establishment of an Ebola Facility-If the decision of Kenya hosting the facility stands, then Kenya must (a) Establish mechanism for tech transfer to local health ecosystem through relevant agency such as Kenya Medical Research Institute (KEMRI) (b) Establish a mechanism for Kenya to reap economic dividend from a commercially viable vaccine or similar product (c) Ensure Kenyan doctors and health practitioners are employed in the value chain

B-Government preparation for systemic shock-Cognisant of the possibility of an Ebola outbreak as well as high probability of an El nino phenomenon , the Kenyan government must build scenarios and explore support pathways for vulnerable households, MSMEs, PWDs and ASAL among others.

For MSMEs and Startups and cognisant of limited fiscal space, focus must be on (1) significant reduction on cost of doing business coupled with incentives to shift towards cottage manufacturing and agi-business, (2) procurement opportunities for climate and agetch startups and (3) comprehensive El Nino MSME resilience plan that looks at early warning system based on mobile platform, mapping of MSME in high flood risk, climate proofing plan and disaster response and recovery plan
