In the past, lobbying during tendering processes is something that was literally unheard of. That is because there wasn't so much competition. However things have changed so much these days with intense lobbying influencing the outcome of tenders.
It is therefore very important to prepare the most responsive tender documents in order to score high marks during evaluation so even if you have to lobby it won't be too much as your document will do the talking for you. Winning bidders do so in the technical bid.

I have been following politics keenly and after yesterday's news, I am convinced that Kenya might burn down even worse than 2007/08. Politicians who are seeking jobs from us are creating virtual barriers amongst us. We, however know what happened in the last election and believe we are smart enough not to be divided along ethnic lines. The politicians, if violence breaks out, will either fly their families out (those that haven't already done so) or have extra security in their mansions and will not be affected at all. The average Kenyans will fight against their neighbours, kill each other, r**e their friends sisters and daughters and destroy each other's properties. You think the politicians care? They don't.
So, for the sake of this country. For the sake of ourselves. For the sake of our parents and children, let's all put our interests first. Think of what will happen if peace is breached. Picture yourself being harmed or worse by your neighbour with whom you've lived for years in peace and vice versa. Picture your house burning down. Picture your hard earned belongings being destroyed.
Let's vote and go home await the results. We have an excellent electoral body with a proven track record which I believe will conduct a fair and free electoral process. Whatever the outcome, let's all accept and go about our business as usual because it is obvious only one presidential candidate will win. Let us all observe peace during and after elections.
I love my country and my people too much to ever be the one that messes that up. It takes me, you, all of us to stand up for peace for our land.

Tip #4. Sample forms are some of the most misused forms in most tenders. Most tenderers always have no idea that these forms are just as named-SAMPLE. Sample forms are merely used to guide you on how to construct the said document accordingly. They are always a part of the procuring entity's bid invitation document and need not be filled unless clearly instructed in the same document. They include APPLICATION LETTER, CONFIDENTIAL BUSINESS QUESTIONNAIRE, GENERAL INFORMATION FORM, GENERAL EXPERIENCE RECORD FORM, JOINT VENTURE SUMMARY, PARTICULAR EXPERIENCE RECORD, PERSONNEL CAPABILITIES, CANDIDATE SUMMARY, FINANCIAL CAPABILITY AND LITIGATION HISTORY.. Some procuring entities want the forms filled while others don't so it is very important to check whether the one you're dealing with wants the same or otherwise. It is also very important to have the said documents in soft to enable editing accordingly or to transfer information in case you're filling the form.

Tip #3 in tender document preparation. Document organization is very key. There are certain way you can arrange documents that makes it really easy for an evaluator to go through your document. Most people submit tenders with the original tender document as the cover. That is a mistake as procuring entities want you to make the document to be your own. Therefore a cover on your company's letterhead with clearly typed tender number, tender name, the procuring entity's name and address and the tender closing date and time.
You also need to have a clearly typed and numbered table of contents. This makes it easier for the evaluator to know what to find and where to find it. Your table of contents should start with an Introduction/Application letter. Next should be your tender security form/bid bond then the form of tender, price schedule, statutory registration documents and so on. Past experience is very important so copies of orders for previous projects attached must be relevant to the tender you are bidding for. Audited accounts, bank statements and sometimes bank letter go a long way to demonstrate your financial capability and should also be included.

Tip #3. Collection of documents to be used in a tender is another vital point when preparing one. Ensure you have all the required documents before you start putting the tender together. Systematic arrangement also makes it easier to put them together, for example place all the relevant copies of orders for previous projects in one place so that you can easily insert them where required when you get to that stage...

Tip #2. Reading and understanding the specific requirements of a tender is the other key point in preparing successful tenders. It is very important to know exactly what is required by the procuring entity for that specific tender. List what is required so as to give yourself an easy time when collecting and organizing the documents. Depending on the tender, some require samples. It is vital to have samples readied in good time too..
