You missed it!? 300 billion worth of tenders up for grabs this financial year! Every tender advertised under the 30% preferential tenders certainly is gone. Hundreds of tenders are advertised every week- Agpo page, ifmis portal, ministries and parastatals websites, and county government websites- we track all these tenders and we have first hand information. As per the current registered firms of approximately 39000, every firm should secure at least 8 million worth of tenders. What happened to you share? We can tell you free, someone else did it on your behalf! Why? I know we all are familiar with the common blame game…. Corruption, lack of finances, bureaucracy, connection, newly registered blaah blaah blaah ….. but this is just half the truth, and in most cases exaggerated! The main problem is, have you registered a firm and if yes, how many tenders did you apply! The most important is where do you get your tender wits – tender 101 tricks? Not until a policy change is adopted- which we are really pushing for it – you have to out wit other competitors to win a tender! You should be well networked- so as to be in a position quotes the lowest price, subcontract or venture jointly, and be in a position to submit well written tenders. WHERE DO TENDERS GO!
Some say it’s a myth but the truth is; it is not! Writing up a tender is in itself is a mystery for many youth, women, and persons with disabilities (the disadvantaged groups), and securing it is yet another hurdle. The big question that we are often asked is: why was it necessary then to create the 30% preferential tenders if it’s only benefiting a small percentage of youth, women, and persons with disabilities? We have deliberated on this question for the last three years and finally we have a solution! If the principle used to procure ordinary tenders that introduces the aspect of ‘chance’ is applied within the 30% preferential tenders, we can certainly say that 30% preferential tenders will remain a myth to the disadvantaged groups. Eliminate the concept of chance and the 30% preferential tenders will have a new meaning to the youth, women and persons with disabilities. TENDER PROCUREMENT CENTERS IN COUNTIES
We have consciously chosen to provide tender procurement services to the youth, women, and person with disabilities (YWPWDs) for free. The complex issues surrounding securing of government tenders and the legal and regulatory framework call for the deployment of specific knowledge, skills, and finances that in many cases may be wanting in YWPWDs. To address these challenges we are setting up Tender Procurement Centers in all the 47 counties that will focus on the provision of the following services to our target group for free.
Inclusion and upgrading of groups (preferably the uwezo approved groups) to company status. This is to ensure that more YWPWDs are in a position to access the 30% preferential tenders in all the counties.
Equip the certified companies for Youth Women Persons With Disabilities with skills and finances so as to be competent for 30% preferential tenders and access even bigger tenders
Aid YWPWDs’ companies to earmark suitable tenders, notifications (sms, email and social media), processing tender documents, and representation.
Facilitate LPOs for YWPWDs who have successfully secured tenders
Lobby for policy change on the 30% preferential tenders' award criteria such that an inclusive criteria that facilitate equal distribution of tenders awarded through the ministries and parastatals among the counties
NB: As we establish the Tender Procurement Centers at the County level we have leveraged on the available technology such that we are able to give you real time services remotely where you are from our head office in Nairobi. Our administrative structure consist s of county representatives with constituency and ward committees. Do you know that 30 billion worth of tenders have been set aside to be executed by 37000 AGPO registered YWPWDs firms in 2015/2016 financial year? Basing on the principle of equity each firm is entitled to execute tenders worth 8 million. We have identified 30 groups from different wards with an intention to take the figure to 150 in the constituencies and 750 for counties. It will be our responsibility to ensure that they are in a position to effectively execute tenders through our campaign dubbed 300 billion up for grabs; cash on devolution.
