លោកជំទាវ ឧត្តមសេនីយ៍ឯក ម៉ាលី សុជាតា អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមជម្រាបជូនសាធារណជន អ្នកសារព័ត៌មានជាតិ និងអន្តរជាតិមេត្តាជ្រាបពីស្ថានភាពនៅតាមបន្ទាត់ព្រំដែនកម្ពុជា-ថៃ នៅថ្ងៃនេះថា៖
ភាគីថៃបានរំលោភបំពានលើបទឈប់បាញ់ និង«សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ» ដែលភាគីកម្ពុជានិងភាគីថៃបានចុះហត្ថលេខា កាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ ដោយធ្វើសកម្មភាពឈ្លានពានប្រដាប់អាវុធសាជាថ្មីមកលើបូរណភាពទឹកដីរបស់កម្ពុជា ដោយការប្រើប្រាស់កម្លាំងយោធា។ ក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមប្រកាសថ្កោលទោសយ៉ាងដាច់អហង្ការចំពោះទង្វើឈ្លានពានយ៉ាងកំរោល សាហាវ ឃោរឃៅ ល្មោភសង្គ្រាមរបស់ព្រះរាជាណាចក្រថៃ មកលើអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់កម្ពុជា ដោយនៅថ្ងៃទី៧ ខែធ្នូ ឆ្នាំ២០២៥ វេលាម៉ោងប្រមាណ ១៤:១៥នាទី យោធាថៃបានចាប់ផ្តើមធ្វើការបាញ់ប្រហារ នៅតំបន់ព្រលានថ្ម ក្នុងខេត្តព្រះវិហារ និងបានបន្តមកដល់ថ្ងៃទី៨ ខែធ្នូ ឆ្នាំ២០២៥នេះ យោធាថៃបានឈានបើកការបាញ់ប្រហារ នៅវេលាម៉ោង ០៥:០៤នាទីព្រឹក រហូតដល់ម៉ោង ០៦:០០នាទីល្ងាចនេះ យោធាថៃមិនទាន់ឈប់វាយប្រហារមកលើកម្ពុជានៅឡើយទេ នៅតំបន់អានសេះ និងនៅតំបន់ផ្សេងៗទៀតយ៉ាងកំរោល ។
នៅក្នុងភូមិសាស្រ្តយោធភូមិភាគទី៤ សកម្មភាពបាញ់ប្រហាររបស់យោធាថៃបានប្រើប្រាស់អាវុធ និងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់គ្រប់ប្រភេទ រួមទាំងកាំភ្លើងដៃ, កាំភ្លើងយន្ត, កាំភ្លើងត្បាល់ MT60, រថក្រោះ, កាំភ្លើងធំ 155mm, កាំភ្លើង 12,7 ព្រមទាំងប្រើយន្តហោះចម្បាំងប្រភេទ F-16ទម្លាក់គ្រាប់, យន្តហោះ AT-6 ប្រភេទទម្លាក់គ្រាប់បែក, ដ្រូនទម្លាក់គ្រាប់បែក និងប្រើប្រាស់ការបាញ់ផ្សែងពុលមកលើកងកម្លាំងកម្ពុជាក្នុងភូមិសាស្រ្តនោះ។
បន្ទាប់មកនៅវេលាម៉ោង ១៣:៣៦នាទីរសៀល យោធាថៃបានបន្តពង្រីកភូមិសាស្រ្តនៃការវាយប្រហារទៅដល់តំបន់ផ្សេងៗទៀត នៅក្នុងយោធភូមិភាគទី៥ ក្នុងខេត្តបន្ទាយមានជ័យ ដែលបាននឹងកំពុងឈរជើងការពារបូរណភាពទឹកដីរបស់ខ្លួន ដូចជានៅភូមិសាស្រ្តភូមិព្រៃចាន់ ភូមិជោគជ័យ ឃុំអូរបីជាន់ ស្រុកអូរជ្រៅ និងភូមិគោករមៀត ក្នុងស្រុកថ្មពួក ខេត្តបន្ទាយមានជ័យ និងនៅស្រុកសំពៅលូន ខេត្តបាត់ដំបង។ សកម្មភាពឈ្លានពានប្រដាប់អាវុធរបស់យោធាថៃបានធ្វើឡើង បន្ទាប់ពីធ្វើសកម្មភាពបង្កហេតុជាច្រើនរាប់មិនអស់ច្រើនថ្ងៃមកហើយ ក្នុងចេតនាញុះញង់ ដើម្បីនាំដល់ការប៉ះទង្គិចគ្នាឱ្យខានតែបាន។ នៅក្នុងភូមិសាស្រ្តយោធភូមិភាគទី៥ សកម្មភាពបាញ់ប្រហាររបស់យោធាថៃបានប្រើប្រាស់អាវុធ និងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់ជាច្រើនប្រភេទដូចជា៖ កាំភ្លើងដៃ, កាំភ្លើងត្បាល់ប្រភេទ ៦០មម, កាំភ្លើងត្បាល់ប្រភេទ៨០មម, កាំភ្លើងយន្ត ១២,៧មម និងរថក្រោះ និងគិតមកត្រឹមម៉ោងនេះ យោធាថៃមិនទាន់ឈប់វាយប្រហារឈ្លានពានកម្ពុជានៅឡើយទេ។ បើទោះបីជាមានការបាញ់ប្រហារយ៉ាងគំហុកពីយោធាថៃតាំងពីថ្ងៃទី៧ និងបន្តដល់ថ្ងៃទី៨ ខែធ្នូ ឆ្នាំ២០២៥ ប៉ុន្តែកងកម្លាំងកម្ពុជាមិនទាន់បានធ្វើការបាញ់តបតឡើយ គឺប្រកាន់ស្មារតីអត់ធ្មត់ខ្ពស់បំផុត។ កងយោធពលខេមរភូមិន្ទ ប្តេជ្ញាចិត្តឥតងាករេក្នុងការការពារអធិបតេយ្យភាព បូរណភាពទឹកដី និងសុវត្ថិភាពរបស់ប្រជាជន ប្រឆាំងនឹងអំពើឈ្លានពានដ៏កំរោល និងសាហាវឃោរឃៅរបស់ថៃមកលើកម្ពុជា។
សកម្មភាពឈ្លានពានដោយប្រដាប់អាវុធរបស់ភាគីថៃមកលើកម្ពុជាជាលើកទី២នេះ គឺបានបង្ហាញយ៉ាងច្បាស់ក្រឡែតនូវចេតនារបស់ភាគីថៃ ក្នុងការឈ្លានពានវាតយកទឹកដីប្រទេសជិតខាង តាមរយៈការប្រើប្រាស់ផែនទីឯកតោភាគីរបស់ខ្លួន និងការប្រើប្រាស់កម្លាំងដើម្បីផ្លាស់ប្តូរខ្សែព្រំដែន ដែលផ្ទុយទៅនឹងច្បាប់អន្តរជាតិ និងគោលការណ៍នៃធម្មនុញ្ញអង្គការសហប្រជាជាតិ ដែលទង្វើបែបនេះជាការគំរាមកំហែងដ៏ធំបំផុតទៅដល់សន្តិភាព ស្ថិរភាពនៅក្នុងតំបន់ និងសកលលោក។
ទង្វើដ៏កំរោល និងខុសច្បាប់របស់ភាគីថៃនេះ ក៏ជាការរំលោភយ៉ាងធ្ងន់ធ្ងរបំផុតនូវបទឈប់បាញ់ដែលប្រទេសទាំងពីរបានឯកភាពគ្នា កាលពីថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ នៅទីក្រុងកូឡាឡាំពួរ ដែលមានម៉ាឡេស៊ី សហរដ្ឋអាម៉េរិក និងចិនធ្វើជាសាក្សី និងសេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ ដែលភាគីទាំងពីរបានចុះហត្ថលេខា កាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ ដែលជាកិច្ចខិតខំប្រឹងប្រែងដោយផ្ទាល់របស់ ឯកឧត្តមប្រធានាធិបតី ដូណាល់ ត្រាំ និងឯកឧត្តមនាយករដ្ឋមន្ត្រីម៉ាឡេស៊ី អាន់វ៉ា អ៊ីប្រាហ៊ីម ក៏ដូចជាកិច្ចព្រមព្រៀងទ្វេភាគីទាំងឡាយដែលសម្រេចបាននៅកិច្ចប្រជុំវិសាមញ្ញ និងកិច្ចប្រជុំពិសេស នៃគណៈកម្មាធិការព្រំដែនទូទៅ កម្ពុជា-ថៃ (GBC) និងគណៈកម្មាធិការព្រំដែនថ្នាក់យោធភូមិភាគ កម្ពុជា-ថៃ (RBC)។
ក្នុងន័យនេះ កម្ពុជាសូមអំពាវនាវឱ្យសហគមន៍អន្តរជាតិថ្កោលទោសយ៉ាងម៉ឺងម៉ាត់ ចំពោះការរំលោភបំពានសេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ និងសកម្មភាពខុសច្បាប់របស់ថៃម្តងហើយម្តងទៀតនេះ ដោយទាមទារឱ្យថៃទទួលខុសត្រូវទាំងស្រុងចំពោះការរំលោភបំពានដ៏កំរោលនេះ។ កម្ពុជាអំពាវនាវឱ្យថៃបញ្ឈប់រាល់អរិភាពជាបន្ទាន់ ដោយដកកម្លាំងចេញពីដែនអធិបតេយ្យរបស់កម្ពុជា និងចៀសវាងសកម្មភាពឈ្លានពាន ដែលគំរាមកំហែងដល់សន្តិភាព និងស្ថិរភាពនៅក្នុងតំបន់។ ទន្ទឹមនឹងនេះ កម្ពុជាអំពាវនាវឱ្យភាគីថៃ ងាកមកគោរពកិច្ចព្រម ព្រៀមបទឈប់បាញ់ សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាព និងកាតព្វកិច្ចទាំងឡាយនៅក្រោមច្បាប់អន្តរជាតិ ឱ្យបានម៉ឺងម៉ាត់ ស្មោះត្រង់ និងដោយសុច្ឆន្ទៈពិតប្រាកដ។
កម្ពុជាប្តេជ្ញាចិត្តយ៉ាងម៉ឺងម៉ាត់ក្នុងការគោរព និងអនុវត្តតាមលក្ខខណ្ឌនៃបទឈប់បាញ់ សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ ព្រមទាំងកិច្ចព្រមព្រៀងទាំងឡាយ ដែលភាគីទាំងពីរសម្រេចបានកន្លងមក ប្រកបដោយសុច្ឆន្ទៈ និងការទទួលខុសត្រូវខ្ពស់បំផុត។ កម្ពុជាប្រកាន់ខ្ជាប់នូវការដោះស្រាយជម្លោះដោយសន្តិវិធី ស្របតាមច្បាប់អន្តរជាតិ ក៏ដូចជាសន្ធិសញ្ញា អនុសញ្ញា និងកិច្ចព្រមព្រៀងដែលមានស្រាប់ ហើយប្រឆាំងនឹងការគំរាម ឬការប្រើប្រាស់កម្លាំង សំដៅស្វែងរកដំណោះស្រាយមួយដែលយុត្តធម៌ ត្រឹមត្រូវ យូរអង្វែង និងស្របតាមច្បាប់អន្តរជាតិ។

Her Excellency Lieutenant General Maly Socheata, the Spokeswoman of the Ministry of National Defence, would like to inform the general public, both national and international media outlets, concerning the situation along the Cambodia-Thailand border as follows:
The Thai side has violated the Ceasefire Agreement and the Joint Declaration between Cambodia and Thailand signed by both parties on October 26, 2025, by undertaking acts of aggression against the Cambodian territorial sovereignty through the use of military force. The Ministry of National Defence of the Kingdom of Cambodia categorically condemns in the harshest terms the brutal, barbaric, and belligerent acts of war committed by the Kingdom of Thailand against Cambodia’s sovereignty and territorial integrity.
After the Thai forces engaging in numerous provocative actions for many days with the objective of instigating confrontations, on December 7, 2025, at around 14:15 PM, Thai troops began to fire first on Cambodian forces in the area of Prorlean Thmar in Preah Vihear Province and continued the attack on December 8, 2025, at 05:04 AM until 18:00 PM, the Thai military forces recklessly opened fire at An Ses and other areas in the 4th Military Region. During the attack in the 4th Military Region, the Thai military forces used various types of heavy and destructive weapons such as small arms, machine guns, MT-60mm mortar guns, tanks, 155mm heavy artillery, 12.7 mm heavy machine guns, F-16 fighter jets, AT-6 aircrafts, drones employed for bombardment as well as shooting toxic gas against the Cambodian forces who have been standing resolutely to defend our territorial integrity in that Military Region.
Subsequently, at 13:36 PM, the Thai military forces further expanded the scope of their attacks to other areas of the 5th Military Region in Banteay Meanchey Province, where our forces have been standing resolutely to defend our territorial integrity in the locations of Prey Chan and Chok Chey villages, O’ Bei Chon Commune, and Kok Rormiet village, Thmar Pok District, Banteay Meanchey Province, and Sompov Loon District Battambang Province. In the 5th Military Region, the Thai military forces used various types of heavy and destructive weapons such as small arms, 60mm mortar guns, 80mm mortar guns, 12.7 mm heavy machine guns, and tanks. As of now (06:00 PM), the Thai military forces have not stopped their act of aggression against Cambodia yet.
Despite being fiercely attacked by the Thai military forces since December 7, 2025, to December 8, 2025, the Cambodian forces did not retaliate at all and resolutely exercised the utmost patience.
In this regard, the Royal Cambodian Armed Forces remain steadfast and unwavering in their commitment to defend the sovereignty, territorial integrity and the safety of our people against Thailand’s barbaric and vicious acts of aggression.
This 2nd round of Thailand's deliberate acts of armed aggression against Cambodia clearly validates the intent of the Thai side in annexing neighboring territory by using its illegal unilateral drawn map and the use of force to change the border lines, which goes against international law and the principles of the United Nations Charter. Such Thai actions constitute the greatest threat to peace and stability in the region and the world as a whole.
The brutal and unlawful actions undertaken by the Thai side are also a grave violation of the Ceasefire Agreement that both countries agreed upon on July 28, 2025, in Kuala Lumpur, as witnessed by Malaysia, the United States of America, and the People's Republic of China, the Joint Declaration between Cambodia and Thailand which both parties signed on October 26, 2025, under the earnest efforts of the U.S. President Donald J. Trump and the Malaysian Prime Minister, H.E. Anwar Ibrahim, as well as the previous bilateral agreements achieved in the Extraordinary and Special Meetings of Cambodia-Thailand General Border Committee (GBC) and Cambodia-Thailand Regional Border Committee (RBC).
In this sense, Cambodia calls on the international community to strongly condemn Thailand's violations of the Joint Declaration and its repeated unlawful activities, as well as demands that Thailand take full responsibility for such brazen violations. Cambodia urges that Thailand immediately stop all hostile activities and withdraw its forces from Cambodia's territorial integrity, and avoid acts of aggression that threaten peace and stability in the region. At the same time, we call on the Thai side to firmly honour the Ceasefire Agreement, the Joint Declaration, as well as the obligations under international law with sincerity, in good faith and goodwill.
Cambodia is firmly committed to respecting and implementing the terms of the Ceasefire Agreement, the Joint Declaration between Cambodia and Thailand, as well as all agreements previously reached by both parties with the highest sense of responsibility and goodwill. Rather than resorting to acts of aggression or the use of force, Cambodia firmly adheres to resolving disputes through peaceful means in accordance with international law, the existing treaties, conventions and agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.
The Ministry of National Defence and the Royal Cambodian Armed Forces continue to fully backstop and execute the Government's decisions to resolve the conflicts through peaceful means in accordance with international law. Cambodia is more than ready to resolutely and at all costs defend its sovereignty and territorial integrity, as well as the safety and well-being of its citizens, by not allowing any country to invade Cambodia.
Based on the above information, the public, both national and international media outlets, are advised to be informed accordingly.
