Periodic Consulting Support for Environmental and Social (E&S) Safeguards Monitoring of Bakheng I & II Operations and Bakheng III Construction

This assignment provides periodic Environmental and Social (E&S) safeguards monitoring services to support PPWSA in ensuring compliance with environmental, social, occupational health and safety (OHS), and stakeholder engagement requirements during the operation of Bakheng I and Bakheng II Water Treatment Plants and the construction of Bakheng III.
Sustinat Green conducts regular site inspections, document reviews, and stakeholder consultations to assess the implementation of approved Environmental and Social Management Plans (ESMPs), safeguard commitments, and applicable regulatory requirements. The assignment aims to identify risks and non-compliance issues, recommend corrective actions, and support continuous improvement in environmental and social performance.
Key activities include:
* Monitoring environmental compliance during plant operation and construction activities.
* Assessing occupational health and safety performance and worker welfare conditions.
* Reviewing contractor compliance with E&S requirements and mitigation measures.
* Monitoring community health and safety, stakeholder engagement, and grievance management processes.
* Evaluating environmental monitoring data, incident records, and corrective action implementation.
* Preparing periodic E&S monitoring reports and recommendations for PPWSA to be submitted to ministry of environment (MoE) and funding agencies (AFD, EIB)
* Supporting PPWSA in maintaining compliance with national regulations and international environmental and social standards.
The assignment contributes to the sustainable operation and expansion of PPWSA’s water supply infrastructure by strengthening environmental stewardship, social responsibility, and safeguard compliance throughout project implementation.
