On Wednesday, 1 July 2026, the Asian Development Bank (ADB), the Ministry of Mines and Energy (MME), the Ministry of Economy and Finance (MEF), and the SME Bank of Cambodia jointly held the official launch event for the Energy Efficiency Revolving Fund (EERF) at the Hyatt Regency Hotel in Phnom Penh. The event brought together approximately 80 participants from private sector associations, participating financial institutions (PFIs), government agencies, international development partners, and the media to introduce a new financing facility designed to help small and medium-sized enterprises (SMEs) invest in energy-efficient technologies and equipment upgrades.
The EERF has an initial capitalization of $20 million, including $12 million financed under the United Kingdom Window of the ASEAN Catalytic Green Finance Facility (ACGF), plus an additional $2.5 million to backstop a credit guarantee mechanism provided by the Credit Guarantee Corporation of Cambodia (CGCC). The fund is implemented through a multi-tiered on-lending structure involving the MEF, the SME Bank of Cambodia, and participating commercial banks. CIMB PLC Bank and the Foreign Trade Bank of Cambodia (FTB) are the first two PFIs. Loans of up to $1 million are available at a maximum interest rate of 5.5% per annum for terms of up to 10 years, with at least 30% of financing earmarked for SMEs that are women-owned or women-led.
The launch forms part of ADB's broader Energy Transition Sector Development Program (ETSDP) — Cambodia's first policy-based loan in the energy sector, approved in 2022 — and directly supports the Royal Government's National Energy Efficiency Policy 2022–2030, which targets a 19% reduction in national energy consumption relative to a business-as-usual (BAU) scenario by 2030, within a wider national goal of reaching 70% renewable energy generation capacity by the same year.
