Last week, EuroCham's 𝗥𝗲𝗮𝗹 𝗘𝘀𝘁𝗮𝘁𝗲 & 𝗖𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 brought together industry leaders, European diplomats, and regulators from the Royal Government of Cambodia to mark the adoption of 𝗘𝘂𝗿𝗼𝗰𝗼𝗱𝗲𝘀 in Cambodia's construction landscape.

This achievement has been a long-standing advocacy topic of the Real Estate & Construction Committee, with initial calls for the adoption of these European safety standards coming more than a decade ago. With support from the 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗨𝗻𝗶𝗼𝗻 𝗗𝗲𝗹𝗲𝗴𝗮𝘁𝗶𝗼𝗻 𝘁𝗼 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮 and through continued collaboration with the 𝗠𝗶𝗻𝗶𝘀𝘁𝗿𝘆 𝗼𝗳 𝗟𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗨𝗿𝗯𝗮𝗻 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗖𝗼𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻 (𝗠𝗟𝗠𝗨𝗣𝗖), the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗳𝗼𝗿 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻𝘀 (𝗡𝗖𝗕𝗧𝗥), and the 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗲 𝗼𝗳 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀 𝗶𝗻 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮, this represents a significant step towards a safer, more sustainable, and higher-quality construction sector in the Kingdom.

EuroCham's 𝗚𝗿𝗲𝗲𝗻 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲, led by Vice Chairperson 𝗠𝘀. 𝗦𝗮𝗿𝗮𝗵 𝗞𝗼𝗹𝗯𝗲𝗻𝘀𝘁𝗲𝘁𝘁𝗲𝗿, met with 𝗙𝗼𝗼𝗱𝗯𝗮𝗻𝗸 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮 and EuroCham member 𝗨𝗠𝗔𝗠𝗜 to explore easier donation pathways for pre-consumer food.

🔹 Nearly half of Cambodia's waste is organic, yet donating safe, near-expiration surplus food can still trigger VAT, while disposal doesn't, often making it cheaper to destroy food than give it away
🔹 Foodbank Cambodia and UMAMI have working redistribution models, but remain constrained by this tax structure
🔹 A fix needs care, as VAT exemption could be misused to move surplus product out of formal channels at a tax advantage, a risk formal-sector stakeholders will need to examine together
🔹 The same logic already affects the textile sector, where import duties on recycled waste push garment factories toward informal disposal

The pattern is a timely prompt to revisit EuroCham's 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗪𝗮𝘀𝘁𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 recommendation and consider whether food waste donation should be built into that policy ask. The Green Business Committee will support UMAMI in exploring how other F&B companies handle this before reviewing whether an SOP or policy change is needed.

This week's stat draws on survey data for the 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 & 𝗙𝗼𝗼𝗱 𝗣𝗿𝗼𝗰𝗲𝘀𝘀𝗶𝗻𝗴 sector from the 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗣𝘂𝗹𝘀𝗲 𝗛𝟮 𝟮𝟬𝟮𝟲, looking at whether EuroCham members plan to cut costs in the second half of the year.

🔹Using a diffusion index scored from -100 to +100, the sector reached 𝟮𝟳, meaning more businesses said they would not cut costs than those planning to reduce spending
🔹This builds on a steady trend seen across past survey periods
🔹The sector 𝗼𝘂𝘁𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗲𝗱 𝘁𝗵𝗲 𝗼𝘃𝗲𝗿𝗮𝗹𝗹 𝗮𝘃𝗲𝗿𝗮𝗴𝗲 𝗼𝗳 -𝟯, and stood in sharp contrast to 𝗧𝗼𝘂𝗿𝗶𝘀𝗺 & 𝗛𝗼𝘀𝗽𝗶𝘁𝗮𝗹𝗶𝘁𝘆 𝗮𝘁 -𝟱𝟮, where most respondents indicated plans to cut costs

The results suggest 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 & 𝗙𝗼𝗼𝗱 𝗣𝗿𝗼𝗰𝗲𝘀𝘀𝗶𝗻𝗴 𝗿𝗲𝗺𝗮𝗶𝗻𝘀 𝗿𝗲𝗹𝗮𝘁𝗶𝘃𝗲𝗹𝘆 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝘁 despite wider economic pressures.

Border-related supply chain disruptions may have boosted demand for locally produced food, while growing investment in value-added processing and expanding access to EU and UK markets continue to support confidence in the sector.
