2026 Local Elections and By-elections: Political and Policy Outlook | The elections marked the first nationwide test of the Lee Jae-myung administration and Korea’s post-impeachment political landscape.

▪️Democratic Party (DP): Regained control of most local governments, strengthening its ability to coordinate policy across the central government, National Assembly, and local governments.
▪️People Power Party (PPP): Retained Seoul and key strongholds, signaling that the conservative bloc could become more competitive in the next general election and presidential race.
▪️National Assembly by-elections: DP Won 9 of 14 seats, but saw a net loss of four seats; reshaping leadership dynamics across both camps.
▪️Business implications: The overall policy direction is unlikely to shift sharply, though the Seoul result could affect the pace and tone of implementation.

We’re pleased to share that on April 28, the amendment to Korea’s Cardio-Cerebrovascular Disease Prevention and Management Act ( ) passed the National Assembly’s Health and Welfare Committee.

CODIT has worked closely with the Korean Society of Cardiology, supporting a range of legislative efforts—including issue papers and National Assembly seminars—to improve care for patients with severe and intractable heart conditions, making this milestone all the more meaningful.

We hope the bill advances smoothly through the Judiciary Committee and plenary session, and that key conditions—such as heart failure, arrhythmia, and valvular disease—are fully reflected in the enforcement decree to ensure real policy impact. CODIT will continue to support efforts that translate on-the-ground needs into meaningful policy outcomes.

Transforming K–12 in Korea for the Era: Outcome-Based Policy Priorities | CODIT Global Evidence-Based Policy Institute has published a new issue paper highlighting the urgent need to shift Korea’s K–12 education toward outcome-based, performance-driven learning.

📍Full report: https://thecodit.com/blog/korea-k12-ai-education-policy-EN

As AI reshapes how students learn, create, and solve problems, education systems must evolve to deliver performance-based outcomes. However, the Institute finds that Korea’s K–12 education remains largely infrastructure-driven, with structural gaps in teacher capacity, content ecosystems, and classroom implementation limiting alignment between instruction and learning outcomes.

The paper particularly highlights the need to evaluate learning through student-generated outputs (e.g., digital writing, multimedia, data-driven artifacts) and to strengthen institutional support for teacher autonomy in instructional design and assessment.

Key Policy Recommendations:
⬛ Establish national governance and public–private collaboration for outcome-based education
⬛ Strengthen teacher-led instructional design capacity through communities, incentives, and autonomy
⬛ Ensure accessible and sustainable AI learning content for all learners
⬛ Build flexible, secure infrastructure with privacy by design aligned to classroom needs

In the piece, she makes the case that regulation doesn't have to be something companies simply react to — it can be a core part of business strategy. Companies that read policy early and build it into their planning are the ones that come out ahead.

Today, CODIT's AI-powered dashboard and help legal, compliance, and government affairs teams across Korea, the US, Japan, and Singapore stay ahead of the policy shifts that matter most to their business.
