What an energizing two days of learning, sharing, and reconnecting across our B-CoP, T-CoP, and newly launched R-CoP! From discussing fiscal strategies and service-delivery reporting to exploring revenue priorities, everyone brought valuable insights to the table.

In the afternoon, participants continued with Session 3: Multidimensional Chart of Accounts for Service Delivery. This session focused on how a multidimensional chart of accounts can generate crucial financial information for service delivery and fiscal sustainability.

Participants also explored how it supports management, performance, budgetary, and financial reporting in line with IPSAS and government financial statistics. Practical examples from countries were shared to highlight good practices.

The meeting also covered audits, including evidence on audit effectiveness, strategies, and efficiency, with insights shared by World Bank experts.

Day 2 began with Session 2: Recent PFM Reforms and Budget Management Practices. This session served as a stock-taking discussion, where members shared their recent and upcoming reforms in budget management.

Timothy S. Williamson from the World Bank opened with a presentation on โ€œReimagining Public Finance: Making Public Resources Work for Development Outcomes,โ€ reflecting on key lessons from 25 years of PFM reforms. Country updates followed, offering valuable insights and helping identify practical topics for future B-CoP activities.

Day 2 continued with Session 2: Fiscal Sustainability Reporting for Service Delivery. As governments face growing challenges in sustaining long-term service delivery, this session explored how Treasuries can report on fiscal sustainability using IPSASBโ€™s Recommended Practice Guideline.

Participants heard insightful presentations from an international expert from IPSASB, and the Korea Ministry of Finance, sharing practical approaches and country examples.

๐Ÿ“ข Now in Session: ๐ŸŸข(DAY 1) T-CoP Meeting

T-CoP Session 1 focused on how governments can strengthen transparency and accountability by reporting on service delivery outcomes. As citizens increasingly expect clearer information on how budgets translate into actual services, the International Public Sector Accounting Standards (IPSAS) provide an important foundation.

The session explored key principles on presenting budget information in financial statements and on reporting service performance information, highlighting good practices and country applications.

Presentations were delivered by IPSASB member Sung-jin Park, as well as representatives from Cambodia ๐Ÿ‡ฐ๐Ÿ‡ญ, Vietnam ๐Ÿ‡ป๐Ÿ‡ณ, Malaysia ๐Ÿ‡ฒ๐Ÿ‡พ, and Indonesia ๐Ÿ‡ฎ๐Ÿ‡ฉ, offering a diverse set of experiences and lessons.
