ສຄອຊ ເຫັນໄດ້ເຖີງຄວາມສຳຄັນໃນການມີສ່ວນຮ່ວມໃນວຽກງານປົກປ້ອງທາງສັງຄົມ ເວົ້າລວມ ເວົ້າສະເພາະການມີສ່ວນຮ່ວມໃນກົນໄກການປະສານງານ Lao Disaster Preparedness Partnership (LDPP) ໂດຍອີງໃສ່ ຂໍ້ຕົກລົງຂອງຮອງປະທານຄະນະກຳມະການຄຸ້ມຄອງໄພພິບັດ ຂັ້ນສູນກາງ (ຄພສ), ສະບັບເລກທີ 10 /ຄພສ, ລົງວັນທີ 30 ມິຖຸນາ 2023, ວ່າດ້ວຍການຮັບຮອງກົນໄກການປະສານ ແລະ ການຮ່ວມມືສາມຝ່າຍໃນການກະກຽມພ້ອມໄພພິບັດ ໃນ ສປປ ລາວ (LDPP) ທີ່ປະກອບດ້ວຍ ພາກລັດຖະບານ ຕາງໜ້າໂດຍກົມສັງຄົມສົງເຄາະ, ກອງເລຂາຄະນະກຳມະການຄຸ້ມຄອງໄພພິບັດ ຂັ້ນສູນກາງ, ພາກເອກະຊົນ ຕາງໜ້າ ໂດຍ ສະພາການຄ້າ ແລະ ອຸດສາຫະກຳ ແຫ່ງຊາດລາວ (ສຄອຊ), ອົງການຈັດຕັ້ງທາງສັງຄົມລາວ ຕາງໜ້າໂດຍ ຫ້ອງການປະສານງານອົງການຈັດຕັ້ງທາງສັງຄົມລາວ (Lao CSO).
LNCCI Mission and Study Tour on Disaster Management for Provincial, District, and Target Village Committees in Xay District, Oudomxay Province
Mr. Saleumxay Thiengtham, the Executive Board of the Lao National Chamber of Commerce and Industry (LNCCI), together with the LNCCI technical coordination team and relevant tripartite representatives, conducted a field mission and study tour focused on disaster management for the provincial, district, and target village disaster management committees. The mission took place from August 12–14, 2026, in Xay District, Oudomxay Province, with the participation of the Department of Social Welfare—acting as the Secretariat for the Central Disaster Management Committee under the Ministry of Labour and Social Welfare—Lao Civil Society Organizations (Lao CSO), the Oudomxay Provincial Chamber of Commerce and Industry, and district and village authorities targeted under the project. This initiative operates under the framework of public, private, and civil society sector participation for disaster preparedness, response, and tripartite cooperation.
The primary objective of the mission was to conduct field operations, study tours, and share best practices on disaster management with the disaster management committees at the provincial, district, and target village levels in Xay District, Oudomxay Province, in collaboration with the Oudomxay Provincial Department of Labour and Social Welfare and the Oudomxay Provincial Department of Agriculture and Environment. Furthermore, the delegates engaged in candid discussions and exchanges regarding preparedness, response, and recovery strategies, early warning systems, and water level monitoring stations.
LNCCI recognizes the critical importance of engaging in social protection work, specifically through active participation in the Lao Disaster Preparedness Partnership (LDPP) coordination mechanism. This is anchored in the Decision Letter of the Vice-Chairman of the Central Disaster Management Committee (CDMC) No. 10/CDMC, dated June 30, 2023, concerning the endorsement of the coordination and tripartite cooperation mechanism for disaster preparedness in the Lao PDR (LDPP). The partnership comprises three key pillars: the Government sector, represented by the Department of Social Welfare and the Secretariat of the Central Disaster Management Committee; the Private sector, represented by the Lao National Chamber of Commerce and Industry (LNCCI); and the Lao Civil Society sector, represented by the Lao CSO Coordination Office.
