Triangle has recently launched a new project with the International Finance Corporation (IFC) as part of the Creating Markets and Investment Opportunities (CMIO) Program in Ethiopia.
The assignment involves designing and implementing a comprehensive baseline assessment to establish benchmarks for CMIO indicators and assess regulatory and institutional conditions shaping private sector investment across key economic sectors, including pharmaceutical manufacturing.

تطوّر “Triangle” مع النائبة حليمة القعقور اقتراح قانون يُلزم جميع الوزارات بإنشاء آليات رصد وتقييم (M&E) فعّالة، تمهيدًا لوضع نظام وطني للتقييم في لبنان.
 
تهدف هذه المبادرة إلى ضمان تخطيط المؤسسات العامة بشكل استراتيجي، وتقيّم أثر أعمالها، وتستند في قراراتها إلى نتائج قابلة للقياس، بما يعزز الشفافية والمساءلة ويؤدي إلى حوكمة أكثر فعالية.

Led by Triangle, under the Power of Learning programme launched by MannionDaniels in early 2023 and funded by the Dutch Ministry of Foreign Affairs, Lebanese civil society organisations came together to examine the sustainability of CSOs in Lebanon and how aid localisation can drive more durable, locally led impact.

This participatory research captures both the structural constraints and the solutions raised by CSOs working at the frontline of crisis response, rights-based advocacy, and community mobilisation. The report finds that sustainability is hindered by dependence on short-term international funding, a fragmented civic space, restrictive regulation, and limited domestic financing, yet it also highlights locally grounded solutions, from reviving mutual funds to expanding CSR partnerships and building stronger alliances.

Commissioned by Start Network, Triangle recently completed an independent evaluation of the Ukraine Local Pooled Fund, a financing mechanism established by the National Network of Local Philanthropy Development (NNLPD), with support from Start Network and funding from the Disasters Emergency Committee (DEC).

Our evaluation examined the Fund’s governance structures, risk-sharing mechanisms, due diligence frameworks, and its overall effectiveness in advancing localization in practice.

In a context where less than 1% of humanitarian funding in Ukraine reaches local NGOs directly, the Fund represents a bold effort to shift power and resources closer to those most affected by crisis.

The findings provide an evidence base for reforming humanitarian financing models and strengthening local ownership within international response systems, a critical step toward more equitable, sustainable humanitarian action.
