The Ministry of Ports & Civil Aviation has launched a formal drive to attract both local and international investors to Mattala Rajapaksa International Airport (MRIA) in a bid to revitalize the country’s aviation sector and stimulate economic growth in the country’s south.

According to the Ministry, the Board of Investment of Sri Lanka (BOI) will work with all stakeholders and prospective investors as a facilitator for this important investment opportunity.

Acting on behalf of Airport and Aviation Services (Sri Lanka) (Private) Limited (AASL), the Ministry has initiated the process of inviting Expressions of Interest (EOIs) covering a wide array of commercial opportunities.

The EOI call is divided into two segments: Airside/Aerodrome Operations, which covers civil airport operations within the inner perimeter, and Landside Operations, encompassing activities within both the outer and inner perimeters of the airport.

The EOI process is open to both domestic and international entities. Documents can be obtained free of charge on working days between 9.00 a.m. and 2.30 p.m. (Sri Lanka time, GMT +5:30) until 8th June 2026.

PayPal is set to launch in Sri Lanka on 15 May, in a move expected to expand formal digital payment channels, initially starting with business-to-business (B2B) payments to exporters.

According to sources, the initial rollout will focus on enabling inward payments to exporters, with several local banks already appointed as agents for the service.

While an official announcement is yet to be made, sources said the launch is currently scheduled for 15 May, with the Presidential Secretariat likely to host the event.

Banking sector officials have already participated in familiarisation sessions relating to PayPal’s entry into Sri Lanka, while PayPal representatives are understood to have visited the country last month for discussions with local stakeholders and financial institutions regarding the rollout framework.

The move follows months of engagement between the Government, the Central Bank of Sri Lanka (CBSL), and the private sector, aimed at enabling regulated inward remittance functionality through the global online payments platform.

In February, Digital Economy Ministry Secretary Waruna Sri Dhanapala said Sri Lanka had entered the final stage of enabling inward remittances through PayPal, describing it as a key milestone in modernising the country’s digital payments ecosystem.

Sri Lanka’s Finance Ministry has admitted that thousands of Aswesuma welfare recipients received double payments for April due to what officials described as an “accidental” duplicate upload of payment files.

In a statement issued by the Welfare Benefits Board, authorities said a payment “slip file” had been uploaded twice while processing additional festive allowances approved ahead of the Sinhala and Tamil New Year.

According to the statement, nearly 1.7 million beneficiary families were included in the payment process, with files grouped into batches of 90,000 before being sent to the Bank of Ceylon for distribution.

Officials said the duplication resulted in double payments being made to some beneficiaries in the “poor” category.

The Ministry said immediate action had been taken to suspend further duplicate payments and instruct banks to reverse the funds to the Welfare Benefits Board’s accounts.

The Lanka Private Bus Owners’ Association has alleged that Rs. 7 billion in public funds are being wasted on the government’s new Metro Bus initiative.

Chairman of the Association, Gamunu Wijeratne, charged that the Metro Bus scheme is implemented by the Sri Lanka Transport Board (SLTB) under another name and warned it would further erode the country’s passenger transport system.

“It is because of the SLTB that passenger transport in Sri Lanka was destroyed. Now, by introducing Metro buses, this government is doing the same again. This is how the Treasury is being wiped out. This is a national crime,” Wijeratne said.
