Concessions from President Gotabaya as country battles with COVID19
PMD News (Di) Tuesday March 24th, 2020

Today (23) President Gotabaya Rajapaksa with the powers vested in him directed a number of relief measures to people undergoing various hardships due to the prevailing situation brought on by the Coronavirus. All these concessions will come into effect from today itself.
President has directed the Governor of Central Bank of Sri Lanka, the secretaries of all ministries, chief secretaries of all provincial councils and the heads of all banks, financial institutions and leasing companies to take the appropriate steps accordingly.
These relief measures are as following:
1. To extend until 30 April, 2020 all payments on income and VAT taxes, driving license renewal fees; all bills on water and electricity, assessment taxes, and bank cheques valued less than Rs 15,000; and repayment of all credit cards below the limit Rs. 50,000.
2. A six month moratorium on the leasing loan installments of all three-wheelers.
3. A moratorium on loan installments until 30 May, 2020 from salaries of all public and private (except board of directors) sector employees.
4. A three month moratorium on all personal bank and leasing loan installments of value less than Rs. 1 million.
5. The March trainee allowance of Rs 20,000 of all graduates selected for employment will be deposited into their respective bank accounts.
6. To double the Agrahara Insurance benefits for all health, police, civil defense and all government servants engaged in controlling the spread of the COVID19.
7. A six month debit moratorium on tourism, garment and small & medium industries and for Central Bank of Sri Lanka to re-evaluate the finances.
8. Bank of Ceylon, People’s Bank, National Savings Bank, Sri Lanka Insurance Corperation, Employee Provident Fund, Employee’s Trust Fund to jointly invest in the treasury bonds and bills to stabilize the money market at 7% interest rate.

9. A 15% interest rate of credit cards for domestic transactions of value up to Rs. 50,000.00 and the minimum monthly charge to be reduced by 50%.

10. All bank branches to provide their full services to customers when curfew is not in effect.
11. Sri Lanka Ports, Customs and other related institutions to release without any interruption to relevant entities food and essentials such as fertilizers, medicines and fuel.

12. To Provide interest free loans of Rs. 10,000 to Samurdhi recipients and Samurdhi card holders through all Samurdhi Bank Associations.

13. To exempt Lanka Sathosa and Co-operative shops from VAT and other local taxes and charges.
14. Samurdhi Authority to issue title certificates to Samurdhi and low income families immediately for issuing nutritional food items to low income families. They should be provided with rice, lentils, onions and food cards on weekly basis.

15. From the President’s Fund, a special bank account has been opened at the Bank of Ceylon for tasks related to preventing the spread of the Coronavirus and for providing the necessary healthcare and relief measures. For this purpose, Rs. 100 million had been deposited from the President’s Fund. Tax and foreign exchange control restrictions have been lifted for all local and foreign donors who wishes to contribute to this fund.

16. USD 5 million to be contributed to the SAARC CORVID-19 Emergency Fund.
On the orders of the President, the Secretary to the President directed all relevant officials to implement these decisions with immediate effect.

How to finance your Business (Capital Requirement)

Finance by own capital
The best solution is to finance your business is invest your own cash and assets to the business which is increasing your equity and there will be lower risk also
Asking for debt
a) Realize the type of debt
There are two main types of borrowing where formal and informal loans. Formal loans are providing by bank or other financial institutions where informal loans are providing by illegal institutions, In Sri Lanka it is called “””Polimudalali”””” for the persons providing informal loans.
It is better to borrow from formal lending agencies where interest rates also lower and many categories of loans are offering as personal loans, business loans, mortgage loans, etc.

b) Realize your financial position
Can you pay off the loan with your current finance position with current cash flows

c) Credit history (CRIB)
What are current loans outstanding, how much payable for month and can you pay for more in case of borrow further, if so how much (DSCR),
Don’t go for informal loans, as the main reason is they are not asking for CRIB.

d) Rates
There will be lower interest rates are charging by the formal lending agencies, Bank rate will be lower than that also, but it will be higher lending rates on informal lending agencies.
Also, formal lending will be on annual rates and the informal lending will be on monthly rates.
Before borrowing check your PR ratio and borrow the interest rate below the PR ration for better financing otherwise you will be loss on your business.

e) Payback period
Tenner is essential to pay off the loan as your business generating revenues and operating. so decide whether you are getting a short term loan or a long term loan.

f) Loan installment
Whether paying monthly, weekly, bi-annually, annually, balloon payments, etc. you should select the loan installment as your cash flow. However better to go for a monthly installments.

g) Penalty
In case of laps a loan installment, what will be the penalty charge, informal agencies might charge higher penalty.

h) Down payment
Lending agencies not giving full amount of your capital requirement and only about 70% to 80% will be given as a loan, if you will get 100% of your capital requirement as a loan it may badly impact on your business as well as to the lending agency.

i) Re-payment method
What is the component of interest and the capital will be on your loan installment?
Some of the loan lending agency recover full interest in first loan installments and then start to reduce the loan capital, in such cases after 2 years of period your loan balance may shows in full. So check the repayment method to prevail from bad lending.

j) Hidden charges
Check if there is any hidden charges on your loan

k) Obtain the necessary amount
Don’t borrow how much you can and how much the lending agency providing and take only the amount you need to invest in the business.
