CPR was selected by Lueji A’Nkonde University to support the development of its Institutional Development Plan 2026–2030.

The purpose of the project is to build a strategic and operational instrument capable of linking the diagnosis of the University's current situation to its institutional priorities, objectives, results, indicators, goals, and initiatives.

The work will include a 360-degree institutional diagnosis, an analysis of gaps in relation to the 11 indicators of INAAREES (National Index of Strategic Areas and Quality of Higher Education), an assessment of the internal and external context, the consolidation of strategic axes, and the development of an Operational Action Plan.

An initial 90-day roadmap will also be prepared to support the organization and start of the implementation of the IDP.

The construction of this instrument will involve the University as a whole: Rectorate, organizational units, academic and scientific structures, administrative services, faculty, researchers, technical-administrative staff, students, and relevant actors from the territory and the institutional ecosystem of ULAN.

The strategy belongs to the University. CPR will be responsible for ensuring the methodology, facilitating the participatory process, developing an independent analysis, and supporting the transformation of institutional priorities into concrete objectives, goals, initiatives, and monitoring mechanisms.

This project reflects CPR's commitment to supporting institutions seeking to move from diagnosis to strategy and from strategy to ex*****on.

CPR, through CPR Austral and in partnership with USEPHA, participated in the submission of four applied research projects to the Foundation for Scientific and Technological Development (FUNDECIT), with the Lueji A'Nkonde University (ULAN) as the proposing institution.

This participation reinforces CPR Consulting's position as an applied research partner, dedicated to knowledge production, translating evidence into public policies, and developing strategic solutions for Angola's economic, social, and institutional challenges.

On 15 June, CPR Lusa, CPR Global’s extension operating in Portugal, met with the Lisbon City Council to present its Public Rehabilitation Model.

The meeting reinforced the importance of developing housing solutions that are concrete, sustainable, and closer to people’s real needs.

At the centre of this proposal is a clear vision:
transforming vacant properties into real housing opportunities, promoting affordable rental mechanisms, and supporting youth emancipation.

This positive engagement confirms the relevance of the work CPR Lusa has been developing in Portugal and opens the way for the next step: presenting the proposal to the Portuguese Secretary of State for Housing.

Good strategies don't fail simply due to a lack of vision.

Often, they fail due to a lack of institutional capacity to execute them.

An institution may have well-defined priorities, ambitious goals, and relevant programs. However, if it lacks clear structures, functional processes, technical skills, monitoring systems, and accountability mechanisms, implementation becomes limited.

Institutional capacity is the link between strategy and impact.

It is what allows plans to be transformed into decisions, decisions into actions, and actions into sustainable results.

Public programs don't fail solely due to a lack of resources.

They often fail due to weaknesses in institutional design.

When objectives are too broad, responsibilities are not clearly assigned, indicators are poorly defined, and coordination mechanisms are weak, implementation becomes vulnerable to dispersion, low ex*****on, and loss of impact.
