Often, they fail due to a lack of institutional capacity to execute them.

An institution may have well-defined priorities, ambitious goals, and relevant programs. However, if it lacks clear structures, functional processes, technical skills, monitoring systems, and accountability mechanisms, implementation becomes limited.

Institutional capacity is the link between strategy and impact.

It is what allows plans to be transformed into decisions, decisions into actions, and actions into sustainable results.

They often fail due to weaknesses in institutional design.

After months of active listening on the ground, meetings with informal workers, street vendors, unions, employers, and public entities, we present the final results of the National Study on the Informal Economy in Angola.
