We are thrilled to have concluded the second edition of the 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗔𝘀𝘀𝗲𝘁𝘀 𝗙𝗼𝗿𝘂𝗺, held at the Hilton Malta in collaboration with Ganado Advocates.

The MFSA issued a Circular dated 9 March 2026 informing industry about amendments to various Investment Services Rulebooks in order to implement Guidelines on Outsourcing to Cloud Service Providers, as updated after the publication of the Digital Operational Resilience Act (Regulation (EU) 2022/2554 (DORA).

The changes aim to align Malta’s supervisory framework with EU regulatory developments, particularly in relation to outsourcing arrangements and the emerging regulatory framework for crypto-asset services.

This Circular lists various Investment services rulebooks that have been amended after ESMA released their updated Guidelines on Outsourcing to Cloud Service Providers in July 2025. The amendments also aim to replace references to individual ESA guidelines in the various rulebooks with a general requirement to comply with the provisions of the 𝐌𝐅𝐒𝐀’𝐬 𝐌𝐢𝐂𝐀 𝐑𝐮𝐥𝐞𝐛𝐨𝐨𝐤.
