The Malta Shipping Directorate has issued on 8th May 2026, Information Notice 61, which includes “Prevention of Collisions between Merchant and Fishing Vessels in China’s Coastal Waters”.

The authority wishes to draw attention to the “Safety Reminder and Notification on Prevention of Collisions between Merchant Vessels and Fishing Vessels” issued by the China Maritime Safety Administration (MSA), which is included in the Annex of the Information Notice.

This reminder supplements previous guidelines and notices related to this matter, issued by the China MSA. They are intended to prevent collisions between the 2 aforementioned vessels and ensure safety of navigation.
All concerned are encouraged to bring this Information notice, including its annex, to the attention of all relevant personnel onboard or shoreside.
Any procedures relevant with this notice are to be considered, established and maintained with the vessel’s onboard Safety Management System (SMS)

The Malta Merchant Shipping Directorate has released on January 12, 2024 MS Notice 186 - Merchant Ships navigating in the south Red Sea transiting the Bab el-Mandeb Strait.

The Directorate draws the attention of all concerned to the escalating security situation in the Red Sea. All ships operating in the sea area are to note all security and advisory notices issued by the multinational cooperation centres and maintain good communications before proceeding with their navigation in this area.

Ships are recommended to avoid Bab el-Mandeb strait or transiting the south Red Sea, at least until the situation de-escalates given the elevated risks and possibility of collateral threats.

Masters and operators of Maltese ships that operate or that may operate in this area are strongly advised to evaluate the local security circumstances to determine whether their presence in the area is safe. To this effect, if ship masters and operators of Maltese ships, in their judgment, deem it necessary to proceed to this area, they are strongly advised to proceed with utmost caution and in a high state of vigilance.

It is crucial that all ships apply the required precautionary measures for ensuring the safety of their crew and assets.

The Malta Merchant Shipping Directorate has released on January 11, 2024 MS Notice 185 - Mandatory Notification of Tanker Sales – Guidance from the Sanctions Monitoring Board.

Further to Merchant Shipping Notice 183, the Directorate notifies all concerned that the Sanctions Monitoring Board (SMB), being the national competent authority in Malta for sanctions implementation, has issued guidance relating to the regulatory amendments outlined in Article 3q of Council Regulation 833/2014 as part of the 12th EU sanctions package, specifically addressing the sale or transfer of ownership of tankers designed for the transport of crude oil or petroleum products listed in Annex XXV, falling under HS code ex 8901 20.

The guidance includes details as to the information to be provided to the SMB in notifications of tanker sales. The SMB has also issued a reporting template concerning notification requirements for tanker ownership transfers.

All concerned are advised to follow the SMB guidance and use the template provided when making tanker sales notifications to the SMB.

The Malta Merchant Shipping Directorate has released on January 8, 2024 MS Notice 184 - Heavy Fuel Oil Ban in Arctic Waters.

The Merchant Shipping Directorate wishes to draw the attention of all concerned to Resolution MEPC.329(76) introducing a prohibition on the use and carriage for use as fuel of heavy fuel oil (HFO) by ships in Arctic waters as from 1 July 2024. The prohibition will cover fuel oils having a density at 15°C higher than 900 kg/m3 or a kinematic viscosity at 50°C higher than 180 mm2/s.

Ships subject to Regulation 12A of MARPOL Annex I (oil fuel tank protection) or Regulation 1.2.1 of Part II-A of the Polar Code may use and carry HFO until 1 July 2029. Ships engaged in securing the safety of ships, or in search and rescue operations, and ships dedicated to oil spill preparedness and response are not covered by the said Resolution.
Maltese ships entering Arctic waters on or after the said dates are hereby reminded to ensure compliance with the said requirements.

We would like to inform our clients and network that the Malta Merchant Shipping Directorate has released on December 11,2023 Information Notice 52 - AWG Fire Hose Nozzles.

The Directorate wishes to draw the attention of all concerned to the potential safety issues associated with AWG firefighting hose nozzles with type/model number HS 10, HS 12, HS 16, HS 20, and marking “EN15182-1/3 2015”.

To this effect, attention is drawn to the Safety Recall Notice published on the European Commission Safety Gate Rapid Alert System. According to this notice, the product is defective and does not comply with the Marine Equipment Directive requirements or the European standard EN 15182-1. There is a risk that the nozzle is not sufficiently resistant to withstand working pressure of 16 bar and may burst under pressure, leading the whole nozzle to fail....
