𝗧𝗵𝗲 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗣𝗮𝗿𝗮𝗱𝗼𝘅: 𝗜𝘀 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗗𝗲𝗵𝘂𝗺𝗮𝗻𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗦𝗹𝗼𝘄𝗶𝗻𝗴 𝗠𝗮𝘂𝗿𝗶𝘁𝗶𝘂𝘀’ 𝗣𝗿𝗼𝗴𝗿𝗲𝘀𝘀?
Mauritius has long been hailed as a beacon of economic stability and a hub for Ease of Doing Business in Africa. The vision is clear: a "Smart Mauritius" where paperless transactions and automated portals streamline the path for investors and entrepreneurs. On paper, we are winning. But on the ground, a different narrative is emerging. 𝗧𝗵𝗲 𝗽𝗿𝗲𝘀𝘀 𝗵𝗮𝘀 𝗷𝘂𝘀𝘁 𝗿𝗲𝗽𝗼𝗿𝘁𝗲𝗱 𝘁𝗵𝗮𝘁 𝘁𝗵𝗲 𝗻𝘂𝗺𝗯𝗲𝗿 𝗼𝗳 𝗰𝗼𝗺𝗽𝗮𝗻𝘆 𝗶𝗻𝗰𝗼𝗿𝗽𝗼𝗿𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗱𝗲𝗰𝗹𝗶𝗻𝗲. 𝗜𝘀 𝘁𝗵𝗲𝗿𝗲 𝗺𝗼𝗿𝗲 𝘁𝗼 𝘀𝗮𝘆?
As we replace physical counters with digital portals, we must ask ourselves: Have we traded human accountability for a "black box" bureaucracy?
𝗗𝗲𝗵𝘂𝗺𝗮𝗻𝗶𝘀𝗲𝗱 𝗗𝗲𝗹𝗮𝘆𝘀: To a computer, a 10-day delay is just a data point. To an entrepreneur, it is two weeks of rent, salaries, and lost opportunity. Calling an application to ‘Set Aside’ status is now done which such violence, I almost feel there is a sadistic pleasure behind it. I hope I'm wrong.
𝗧𝗵𝗲 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗖𝗼𝘀𝘁 𝗼𝗳 𝗙𝗿𝘂𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻. Capital is mobile. Investors don't just look for low tax rates; they look for certainty and responsiveness. When institutions become "faceless," the environment becomes unpredictable.
Economic progress is not just built on code; it is built on the trust that the institutions governing the code are active, empathetic partners in growth.
𝗧𝗵𝗲 𝗣𝗮𝘁𝗵 𝗙𝗼𝗿𝘄𝗮𝗿𝗱: 𝗛𝘂𝗺𝗮𝗻-𝗖𝗲𝗻𝘁𝗿𝗶𝗰 𝗗𝗶𝗴𝗶𝘁𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻 : To truly unlock the next level of the Mauritian economy, we don't need less technology—we need better-integrated humanity.
𝗗𝗶𝗿𝗲𝗰𝘁 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆: Digital platforms should clearly identify the department or officer handling a case, ensuring there is a name behind every decision.
The digital wall is mostly present in new systems which gives a feeling that it is not human but process driven. An illusion that no one believes in. The grammatical errors in comments is a hint.
The CBRD portal run by the Companies Division is aremarkable system which integrates the human factor as well as technology. Officers are accountable and answerable. The MRA has been able to de-congestion its offices through a very effective online system where filings and queries are handled. It never compromised on officer’s accountability though.
The CBRD and MRA portals carry a proof of concept that new portals should take as benchmark.
Systems should serve people, not the other way round.
