CSMBA FORMS MSME PARTICIPATION ORDER 2020 COMMITTEE

As we all know, the Public Procurement and Disposal of Assets ( Act No 27) was passed in 2017.

Within the Act, Section 36(2) provides for participation by SMEs, which was eventually gazetted on 14th December 2020.

The Law, which is obviously a massive step, will become ineffective if, us, targeted beneficiaries are not vigilant.

It is for this reason the CSMBA Secretariat has formed a Special MSME PARTICIPATION ORDER 2020 Committee to ensure that CSMBA members are deriving full benefit from the Law.

Below are TORs for this Special CSMBA ORDER 2020 Committee;

1. Ensure that PDEs are really publishing their activity plans , I.e. their purchasing and disposal plans for the year, and report to other requisite authorities if same is not done
2. Follow up and ensure that adverts floated are clear enough regarding purchases from SMEs
3. Follow up with PPDAs website, or individual MDAs to ensure CSMBA members are kept abreast on purchasing requirements
4. Immediately bring to notice any actions flouting the law by MDAs as regards the law
5. To ensure that all SMEs involved in fronting, and proven so, are properly handed over to authorities
6. Devise ways that will actually help CSMBA members derive maximum benefits from the law, e.g. encourage formation of partnership, joint ventures, special purpose vehicles, in order to fulfil government contracts
7. To follow up on prompt payments from MDAs
8. To critique whether the restricted 57 purchase areas for SMEs are adequate
9. Devise proper awareness campaigns to SMEs on the MSME PARTICIPATION ORDER 2020

The Ministry of Trade and Industry is issuing certificates to MSMEs to enable them to be favoured when bidding for government deals. You apply through business groupings that are recognized by the Ministry. Meaning you first have to be a member of such grouping before you apply.

2. The government's one million jobs creation project, in which CSMBA is designated representative body of SMEs in Malawi,

*IMPORTANT AGM INFORMATION*

1. Constitution provides that each member attending AGM should be a paid up member

2. However for two years, CSMBA has been in building mode hence this AGM is regarded as first of its kind, reports will be provided from 2018, however, that's from birth of CSMBA.

3. In view of 1 and 2 above, the task team has found it proper that members should pay membership fees prior to the AGM, but understanding the slow economic activity in the country, and the short period to the AGM, it has been resolved that membership fees be part paid as follows;

*Bronze members*
Annual fee is Mk30,000.00 but members will be allowed to pay a minimum fee of Mk10,000.00
*Silver members*
Annual fee is Mk70,000.00 but members will be allowed to pay a minimum fee of Mk10,000.00
*Gold members*
Annual fee is Mk100,000.00 but members will be allowed to pay a minimum fee of Mk10,000.00

Once members have chosen which category they will join, they will simply top up.

4. That upon complying to 3 above, the member shall sign membership form and get entered into CSMBA register

*OBJECTIVES*

a) CSMBA aims at providing a
better business environment
by unifying SME associations,
cooperatives, business clubs by
broadening local and international
networks, exploring business
opportunities, accessing better skills, carrying out lobbying and
advocacy activities, increasing quality production which eventually improves SME competitiveness.
b) CSMBA will provide business
groups with more bargaining
power due to the prevalence of
common business opportunities
and challenges applicable to many
industries. For issues specific to a particular sector, CSMBA will be
better positioned to handle.
c) CSMBA will organize trade fairs, to leverage on market exposure.

This will be on the local scene, as well as using economies of scale to encourage members to attend international trade fairs as well. This can easily be achieved with wider participation where resources can
easily be pooled.
OF CSMBA
d) Export market for SMEs will become easier as the chamber will link up with other foreign SME Chambers
e) As a One Stop Center for SMEs, CSMBA will better represent the
interests of SMEs to M.C.C.C.I., government MDAs, the private sector, centers of high learning, donors and all other stakeholders
with vested interest in SME development
f) CSMBA will provide markets to SMEs within the general membership of the chamber itself. SMEs will trade amongst themselves, as SMEs do provide a lucrative market for diverse products and services.
g) CSMBA will as well be an information hub for all SMEs in the country.
