Do have to change my resident card if I am a Permanent Resident?

If your residency is not damaged or lost, NO, you don’t have to, however it is recommended (although not mandatory) to change your card every 10 years as you physical appearance changes and is a standard practice for Instituto Nacional de Migración to issue new cards with updated photos and security features to enhance security and ensure accuracy.
Important: The minors under 18 MUST renew their permanent cards until they turn adults.

Important information about THE MOBILE PHONE USER REGISTER 📱

Starting January 9, 2026, registration of all mobile phone lines in Mexico will be mandatory. This measure, promoted by the Telecommunications Regulatory Commission (CRT), seeks to link each number to a real identity in order to combat fraud and extortion.

🖍️✅Requirements for registration
To register or keep your line active (prepaid or postpaid), you must provide the following documents and information:
✳️Valid official ID: Residency or passport.
✳️Unique Population Registry Code (CURP).
✳️Identity validation: This may include a selfie or biometric data for remote authentication.
🔴Channels for completing the process
Operators (Telcel, AT&T, Movistar, etc.) are responsible for validating this information. You can do this in two ways:
Online: Through your company's official website or mobile app. For example, Telcel users can use telcel.com/vinculatulinea.
In person: At any of your operator's Customer Service Centers (CAC). You must go in person if you fail three attempts at remote validation.
Consequences of not registering
Service suspension: Lines that are not linked to an official identity will be progressively deactivated or blocked during 2026.
